Zoucheng City, a county-level city under the jurisdiction of Shandong Province, is managed by Jining City. In the Xia Dynasty, it belonged to Xuzhou.
In the Shang Dynasty, it belonged to the state of Yan.
In the early Western Zhou Dynasty, Cao Xia, a descendant of Zhuanxu, was granted the title of "Ying" and attached to the state of Lu. In 614 B.C., Duke Wen of Lu moved to Yi, and his capital was set at the Yang of Mount Yi. Lu Mugong changed "Ying" to "Zou". In the 18th year of King Qingxiang of Chu (281 BC), he was destroyed by Chu.
In the Qin Dynasty, Zou County was set up to govern the ancient city of Ying State, and Pingyang County was set up. The two counties belong to Xue county.
At the beginning of the Western Han Dynasty, Xu county belonged to Xue County of Chu state in Xuzhou, and nanpingyang County belonged to Liang state (later Lu state and Dang county). In the eighth year of emperor Gaodi (199 B.C.), it was established as a marquis state, belonging to the state of Liang. It is speculated that the Marquis state of Jue and the Marquis state of Dongmao are Jue county. In the third year of the reign of emperor Jing (154 BC), Xue county was changed into the state of Lu, which belonged to Lu county. In the sixth year of Zhongyuan (144 BC), nanpingyang county and Ligularia county were assigned to Shanyang County (later changed to Shanyang state and Changyi state).
Xinmang county was renamed Fuyang County, which belongs to Lu county; nanpingyang county was renamed Jianping County, Qiaoxian county was renamed Gaoping County, Shanyang County was renamed Juye County, and Jianping County and Gaoping County were renamed Juye County.
In the early Eastern Han Dynasty, the original names of the three counties were restored. Lu County belonged to the governor of Xuzhou, while nanpingyang county and Ligularia County belonged to Shanyang County of the governor of Yanzhou. In the second year of Yongping (AD 59), nanpingyang county and Ligularia County belonged to Dongping state. During the reign of emperor Zhang (75-88), the county was renamed Gaoping County. In the first year of Yuanhe (84), nanpingyang county and Gaoping County returned to Shanyang County.
In the Wei Dynasty of the Three Kingdoms, Gaoping County was changed into the Marquis state of Gaoping during the Zhengyuan period (254-256). In the third year of Ganlu (258), Gaoping County was replaced by Gaoping County. Zou County belongs to Lu state of Yuzhou; nanpingyang county and Gaoping County (state) belong to Shanyang County of Yanzhou.
In the Western Jin Dynasty, Zou County belonged to Lu state of Yuzhou (later changed to Lu county), nanpingyang county and Gaoping County belonged to Gaoping state of Yanzhou.
In the Eastern Jin Dynasty, Zou County belonged to Lu County of Yanzhou, which was the county governance; nanpingyang county was renamed Pingyang County, and Pingyang County and Gaoping County belonged to Gaoping County of Yanzhou, which was the county governance.
In the Southern Song Dynasty, Zou County belonged to Lu County, and Gaoping County belonged to Gaoping County. From the 13th to the 30th year of Yuanjia (436-453), Yanzhou ruled Zoushan.
In 556, Pingyang County was abolished and merged into Zou County. The county government of Zou County moved from Yishan to Gangshan.
In the early Sui Dynasty, Zou County belonged to Rencheng county and Gaoping County belonged to Gaoping County. Kaihuang three years (583), the abolition of Rencheng County, Gaoping County, two counties belong to Yanzhou. In the second year of Daye (606), Gaoping County was abolished and its land near Zou County was merged into Zou County; Yanzhou was changed into Luzhou and Zou County belonged to it. In the third year of Daye (607), Balu Prefecture was Lu County, and Zou County belonged to it.
In the Tang Dynasty, Zou County was subordinate to Yanzhou (Lu county) in Henan Province.
In the early Northern Song Dynasty, Zou County was subordinate to Yanzhou, Jingdong West Road. In 1072, Zou County was reduced to town and merged into Xianyuan county. In the Qing Dynasty, it was subordinate to the government of Yanzhou, the Minister of Chengbao, Shandong Province.
In 1913, Yanzhou Prefecture was abolished, and Zou County belonged to Dainan road.
In 1914, Dainan road was changed to Jining Road, and Zou County belonged to Jining road.

Zoucheng City is located in the southwest edge of low mountains and hills in the middle and south of Shandong Province, and the combination zone of taimeng mountains and Luxi Plain. The whole area is roughly bounded by the Yishan fault, with low mountains and hills extending southward in the east of Taiyi mountain area and plain depressions in the West. The average altitude of the whole area is 77.8 meters; the highest point of Fenghuang mountain is located 33 kilometers east of Zoucheng, with an altitude of 648.8 meters; the lowest point is located in zhentou area of Guoli Town, with an altitude of 35 meters.
Low mountains and hills: it is a part of Taiyi mountain area, which is divided into zoudong sand and stone low mountains and hills and southwest zoushi qingshishan hills, including Xiangcheng, Zhangzhuang, Chengqian, Tianhuang, Dashu, kanzhuang and zhongxindian, urban area, east of Yishan Town, Shiqiang and south of Guoli Town, covering an area of 1215 square kilometers, accounting for 75.3% of the total area.
