Bayuquan District Bayuquan District is one of the four municipal districts of Yingkou City in Liaoning Province. It is located in the south of Yingkou City, about 60 kilometers away from the old Yingkou City, and is the new urban area of Yingkou City. Yingkou port, one of the top ten coastal ports in China, is located here. It is the nearest and most convenient access to the sea in the hinterland of Northeast China.
Since its establishment in 1984, Bayuquan District has become the fastest economic and social development area in Northeast China and the gateway of Yingkou City and Liaodong Bay Economic Zone to the outside world. The comprehensive strength of the National Development Zone ranks 21st. In 2013, it ranked 32nd in the comprehensive strength of municipal districts in China.

Evolution of organizational system
In August 1975, the investigation team of the Ministry of communications proposed to build a new port in Bayuquan.
On July 26, 1978, the State Council approved the "Bayuquan new port design specification".
In October 1981, the Ministry of communications and Yingkou Municipal Government jointly reported to the State Council for approval of the construction of Bayuquan port area of Yingkou port, which was approved.
In October 1982, the preliminary design of Bayuquan port area was approved by the state.
In February 1983, the construction project of Bayuquan port area was listed as a national key construction project in the Seventh Five Year Plan.
In March 1988, Liaoning provincial Party committee and government decided to build Yingkou export processing zone here.
In 1990, Yingkou export processing zone was renamed as Yingkou New Economic Zone according to the needs of development and the recommendation of the expert group of the United Nations development program.
In October 1992, the State Council approved the establishment of Yingkou Economic and Technological Development Zone, which is the second national economic and Technological Development Zone in Northeast China.
At the end of 1998, the provincial and municipal Party committees adjusted and straightened out the management system of Yingkou Development Zone and exercised overall leadership over the party and government work in the zone.
On January 8, 2004, with the approval of the State Council, Xiongyue, Hongqi and Lutun towns of Gaizhou city were incorporated into Bayuquan District.

Bayuquan District is close to the mountains and the sea, and has a continental temperate monsoon climate. The annual average temperature is 9.8 ℃, the maximum temperature is 36.9 ℃, the minimum temperature is - 31 ℃, the annual average precipitation is nearly 700 mm, the annual average sunshine is 3000 hours, and the frost free period is 172-188 days. The average number of foggy days over the years is 5 days, and there is flowing ice in the ice condition, but it does not affect the 10000 ton ships entering the port.
In spring (March to May), there are more southwest wind and strong wind, with dry climate and less rain; in summer (June to August), there are more southerly wind, with concentrated precipitation and higher temperature; in autumn (September to October), the weather is clear and pleasant; in winter (November to December), there are more north wind or northwest wind, with cold weather and dry climate. The average wind speed is 2 ~ 4m / s. No typhoon effect.
Vegetation distribution
Bayuquan District belongs to North China flora, with Changbai flora. The zonal plant community is coniferous broad-leaved mixed forest dominated by Pinus tabulaeformis and Robinia pseudoacacia. The main representative tree species are Pinus tabulaeformis, Pinus sylvestris, Larix gmelinii, oak, elm, etc.

Bayuquan District and its surrounding areas have been proved 32 kinds of metal and non-metallic mineral deposits, including metal deposits such as gold, silver, copper, iron, aluminum, zinc, etc., non-metallic minerals such as magnesite, boron, talc, silicon, etc., natural mineral water inflow of more than 500 tons per day, Xiong Yue and other places are rich in geothermal water, the daily mining amount can reach 5000 tons, the temperature is about 80 ℃. Two oil pipelines of Liaohe Oilfield and Daqing Oilfield pass through Bayuquan area to transport oil and natural gas from Daqing Oilfield and Liaohe Oilfield to Dalian and Yingkou Xingang respectively.
