The origin of place names
Xicheng District is named after the western market, which was once called prosperous district. Yingkou, Xishi District, is the birthplace of urban development. In the early days, Longwang temple was used as the market, and later Tianhou temple, Mazu Temple (now called Xida Temple), was built. With the opening of mogouying port, Yingkou City got its name. Yingkou has become a prosperous wharf. In 1900, Russia occupied Yingkou and established the Department of civil affairs to rule Yingkou. Russia built the Dashiqiao Yingkou railway and the niujiatun railway station at the wharf in the east of the city, which enlarged the construction scale of Yingkou City. In 1904, Japan defeated Russia to occupy Yingkou, abolished the niujiatun railway station built by Russia, and built the new railway station near qingduizi. Japan set up the juncture in Yingkou, which was under the jurisdiction of Manchuria Railway, and set up the military and political department in Yingkou to colonize the juncture. However, the Japanese aggressors did not settle down in the border area. They gradually built large-scale buildings, opened factories, banks, hospitals and so on outside the border area. In addition, a Japanese food market (today's Caishi street, Zhanqian District) was established where Chinese people live. The eastern part of Yingkou City was gradually occupied by Japan, and the Japanese became the "masters" of the eastern part of Yingkou City. Most of the Chinese still live in the western part of the city, and they also form a prosperous food market. Compared with the Japanese food market in the eastern part of the city, the local people call it the western market. The west market is well-known, and its name has been preserved until now. There was once a street office of the west market. After liberation, the name of the administrative region of the western city changed several times, and the administrative division was dismantled many times. The western market existed as the main name. In 1957, Yingkou City restored the administrative system at the district level and established the prosperous district here. In January 1958, considering the great contribution of the western market to the daily life of the western residents, and coincidentally in the western part of the urban area, the people's Committee of mangkou city approved the change of the name of the prosperous district to the western urban area.
Historical evolution
After Yingkou replaced Niuzhuang as a trading port in May 1861, Britain, France, the United States, Japan, Russia, Sweden, the Netherlands, Norway and other countries set up consulates near Sanyi temple in dongyingzi, and European and American foreign banks and banks also concentrated here.
In 1864, the Qing government set up Shanhai customs in this area.
On August 4, 1900, the Czarist Russia took advantage of the suppression of the Boxer Movement in Yingkou and occupied Yingkou militarily. The area under the jurisdiction of Xishi district was occupied by Russia.
After the Russo Japanese war in 1904, Yingkou was occupied by the Japanese, and Yingkou was occupied by the Japanese.
In December 1906, Japan returned Yingkou, and Yingkou Coastal Defense Tongzhi hall and fengjinshan Haiguan bingbei road returned to Yingkou. Xishi district was under the jurisdiction of the Qing government.
Before the first year of Xuantong (1909), the district belonged to GAIPING county.
Yingkou Zhili hall was established in 1909, and then it was changed to Yingkou Zhili hall.
In the second year of the Republic of China (1913), Yingkou Zhili hall was changed into Yingkou County, which was subordinate to the area except the "Manchurian Railway subsidiary" (the border of Yingkou in the Japanese occupied area).
administrative division
In 1938 (the 27th year of the Republic of China), Yingkou county was changed into Yingkou City. There are Taikang District, Tonghui District, Hebei District and Tongzhi District in Xishi district.
In April 1946 (the 35th year of the Republic of China), when the Kuomintang ruled Yingkou, it used the Japanese puppet division and implemented the Baojia system. There were 16 baogongsuo in the area.
In February 1948 (the 37th year of the Republic of China), Yingkou was liberated for the third time. The democratic government of Yingkou City was established again. The old districts were abolished and eight districts of prosperity, happiness, victory, Hebei, industry and agriculture, railway station, construction and democracy were established. There are four districts of prosperity, happiness, victory and Hebei in Xishi.
Since 1950, the district system has been restored, named after the ordinal number, and five districts have been set up. There are the Second District, the third district and the Fourth District in the western city.
In 1956, Yingkou Municipal People's government was changed into Yingkou Municipal People's Committee. At the same time, the organizational system of the district was abolished, and the people's governments of the first to the fourth districts were canceled. On this basis, nine sub district offices were established, namely, industry, railway station, construction, badian, Xishi, Shengli, Qinghua, Yushi and Desheng, which were under the direct leadership of the Municipal People's Committee. The people's Government of the Fifth District was changed into the public office of the Fifth District. The western market, Shengli, Qinghua and Desheng belong to the western market.
In August 1957, Yingkou Municipal People's Committee restored the District street management system and merged the original nine district offices into the construction district, the prosperity district and the industrial and agricultural district (the Fifth District Office).
At the end of January 1958, Fanrong district was renamed the people's Committee of Xishi District, and Shengping District of Yingkou City was established in the middle of the city (Shengli and Qinghua streets in Xishi district are under the jurisdiction of Shengping District).
In November 1958, Shengping district was renamed Xinhua District, and Yingkou district was Zhanqian, Xinhua, Xishi and Yingkou suburbs.
In 1963, Xinhua District was abolished, and the Shengli and Qinghua sub district offices under the jurisdiction of the former Xinhua District were transferred to the western urban area.
In 1996, Xishi District governed seven streets: wutaizi street, Yushi street, Desheng street, Qinghua street, Hebei Street, Shengli Street and Xishi street.
In 2004, Xishi District adjusted its administrative divisions
1. Abolish the original Xishi street, and put the Xishi, Fanrong and Zhenxing communities under the jurisdiction of Yushi street, and Ping'an community under the jurisdiction of Shengli Street;
2. Establish Binhai street in the western urban area, put Jinniushan, Wandu and Zhiyuan communities in the former wutaizi street under the management of Binhai street, and change the name of Zhiyuan community to Fenghuang community;
3. Merge the original five communities of Desheng Street into three communities of invention, Desheng and Tengda;
4. Merge the five communities of Limin, Liqun, Liaohe, Xinhua and Lixin of the former Shengli Street into two communities of Liaohe and Lixin, and form three communities with the Pingan community of the former West Market Street;
5. Merge the six communities of Mashi, Yongqiang, Taoyuan, Qinghua, Xiangyang and furongyuan into three communities of Yongqiang, Xiangyang and Qinghua;
6. After the former wutaizi street was divided into Jinniushan, Zhiyuan and Wandu communities of Binhai street, the nine communities of Jianxin, wutaizi, Hua'an, shooting range, wisdom, innovation, waterworks, hening and Jinghu were merged into four communities of Hongda, Chuangxin, Hua'an and Jianxin;
7. Merge the seven communities of Hebin, Yushi, Liangli, fishermen, welfare, Xihuan and Hekou of the former Yushi street and the 10 communities of Xishi, Fanrong and Zhenxing merged after the withdrawal of Xishi Street into four communities of xidamiao, Xishi, Xihuan and Dukou;
8. Hebei Street remains unchanged.
So far, Xishi district has jurisdiction over 7 streets, a total of 21 communities.
In October 2008, Desheng street of Xishi district established xintengda community in the south of Xinxing street of Desheng road and the west of Desheng road; the original Tengda community was renamed Hongyun community. Desheng Street governs invention, Hongyun, Desheng and xintengda communities.
In 2012, dashuitang Village (about 5.48 square kilometers, with a population of 18000), coastal Street (about 9.76 square kilometers, with a population of 22759) and most of Yantian (about 252 square kilometers) in Lunan town of the former old border district were included in the western urban area. Xishi District governs eight streets. After the adjustment, the new area of Xishi district is about 267.24 square kilometers, and the new population is about 40759.
At present, the western urban area (including Yingkou Coastal Industrial base, namely Yingkou Coastal New Area and Yingkou high tech Zone) governs 8 streets: Shengli Street, Qinghua street, Desheng street, wutaizi street, Yushi street, Hebei Street, Binhai street, coastal street, 31 communities (5 communities to be built in Yingkou Coastal New Area), 5 administrative villages and 1 salt farm.
