Aohan banner in Chifeng City, located in Xinhui Town, is located in the north foot of nuruhu mountain range and the south edge of Horqin sandy land. It is adjacent to Naiman Banner of Tongliao City in the East, Jianping County of Chaoyang City in the west, Beipiao City and Chaoyang County in the south, and Wengniute Banner of Chifeng City across Laoha River in the north.
Aohan, the original name of the Mongolian tribe, translated into Mongolian as "boss".
Aohan is a famous cultural relic County in China. In 8300 square kilometers of land, there are more than 4000 ancient sites of different periods. Among them, Xiaohexi culture, Xinglongwa culture, Zhaobaogou culture and Xiaoheyan culture were found and named in Aohan.
Aohan is also a famous agricultural county. In Banhao township of Gulu, Hongshan reservoir, the largest reservoir in Northeast China, is the main water conservancy project in Xiliao River Basin. The aquatic products produced by Hongshan reservoir are exported to Beijing, Shenyang, Jinzhou, Tongliao and other large and medium-sized cities. Changsheng and Shuangjing areas in the north are the main buckwheat producing areas in Chifeng City. The mountainous coarse cereals produced in the southern region sell well at home and abroad.
In 2015, the GDP of Aohan banner reached 16.4 billion yuan, and the three industrial structure was 25 ∶ 42.7 ∶ 32.3. In March 2020, with the approval of the government of the autonomous region, we will withdraw from the poverty-stricken counties.
Evolution of organizational system
There are four types of ancient culture in Aohan banner: Xinglongwa culture, Zhaobaogou culture, Xiaoheyan culture and Hongshan culture. Among them, Xinglongwa culture is 8000 years ago, and Xinglongwa site is known as "the first village in China" by archaeologists. As early as the Neolithic age, the ancient ancestors had lived a primitive life of fishing, hunting and nomadic.
In the spring and Autumn period and Warring States period, it was Donghu, and later Yandi.
The Qin Dynasty belonged to Liaoxi county. Later, it was left by Xiongnu.
In the Cao Wei Dynasty, Changli County was set up, and later it was occupied by Xianbei duanbu. In the Sixteen States of the Eastern Jin Dynasty, Aohan was successively controlled by the later Zhao, Longcheng in the former Yan, Changli County in Pingzhou in the former Qin, and Changli County in Pingzhou in the later Yan and Northern Yan.
In Sui Dynasty, it belonged to Liaoxi county.
In the early Tang Dynasty, it was under the jurisdiction of tuhe Prefecture, the governor of songmo Prefecture, and later Qidan Prefecture. Liao Dynasty was under the jurisdiction of Zhongjing and Shangjing. Later, it was a dependency of Jin Dynasty. In Yuan Dynasty, it was Daning Road, the provincial capital of Liaoyang. In the early Ming Dynasty, it was the place of Daning Wei. In 1638, the first year of Chongde in Qing Dynasty, the Aohan tribe was designated as 55 zuoling Aohan banner, belonging to Zhaowuda League.
Aohan was under the jurisdiction of BAGOU hall in 1704, Jianchang County in 1778 and Jianping County in 1903.
In 1937, Xinhui county was built in the banner territory, which coexisted with Aohan banner and divided Mongolia and Han.
In September 1945, the Communist Party of China established the Xinhui county government in Aohan, and added Xindong county the next year. At this time, Xinhui, Xindong and Aohan banner coexisted, and they were all under the jurisdiction of the Regional Committee of re Liao.
In March of 1948, Xinhui county and Xindong County merged into Xinhui county. In June of the same year, Aohan banner and Xinhui County merged into the United Government of Aohan banner and Xinhui county.
In March 1949, the joint form of banner and county was abolished and Aohan banner was renamed, which is under the jurisdiction of Rehe province.
In January 1956, Aohan banner was put under the jurisdiction of Inner Mongolia Autonomous Region, belonging to Zhaowuda League.
From 1969 to 1978, it was under the jurisdiction of Liaoning Province.
Since 1979, it has been under the jurisdiction of Inner Mongolia Autonomous Region.
In 2000, Aohan banner governed 7 towns, 22 townships and 1 Sumu.
In March 2020, the government of the autonomous region agreed to withdraw Aohan banner of Chifeng City from the sequence of poverty-stricken counties after the application of the county, the preliminary examination of the league and the city, the special verification and evaluation of the autonomous region, the study and approval of the leading group for poverty alleviation and development of the autonomous region, the publicity of the government website of the autonomous region and the verification and handling of the publicity for opinions.

Aohan belongs to the transition zone from Yanshan mountain to West Liaohe plain, with irregular gentle slope shape and gradually inclined from southeast to northwest. From south to north, the geomorphic types are nuruerhu rocky hilly area in the south, loess hilly area in the middle and sandy dune area in the north. The southern mountainous area and the central hilly area account for 34% of the total area of Aohan. The sandy Tuodian area in the North accounts for 32%, of which the middle and lower reaches of the Jiaolai River and mengke River, and the first and second terrace of Laoha River are the plain area along the river, with flat terrain, fertile soil and rich water resources. It is the main grain producing area of Aohan.

Aohan banner is located in the middle temperate zone, belonging to the continental monsoon climate. It is characterized by four distinct seasons, strong solar radiation, abundant sunshine and large diurnal temperature difference. Winter is long and cold, spring warms quickly, summer is short and hot, precipitation is concentrated, and temperature drops sharply in autumn. The rain is hot in the same season, and the effectiveness of accumulated temperature is high. The distribution trend of precipitation in Aohan is gradually decreasing from south to north, and the annual precipitation is between 310-460mm.
hydrology
There are five main rivers in Aohan, Laoha River, Jiaolai River and mengke River belong to Xiliao River system, while qiniu River and Laohushan River belong to Daling river system. The main characteristics are: the precipitation in summer increases, the river water is abundant, the precipitation in winter and spring decreases, and the river water decreases correspondingly. Due to the serious soil erosion, the sediment concentration of each river is very high.

Due to the diversity of topography, biological and climatic conditions, there are many soil types in Aohan banner, including brown soil, brown calcium soil, meadow soil, fluvo aquic soil, swamp soil and aeolian sand soil. The total area of Aohan soil is 12.474 million mu.

Aohan banner is rich in mineral resources. There are more than 30 kinds of gold, silver, iron, tungsten, molybdenum, copper, coal and other minerals, more than 200 kinds of deposits and occurrences, with an annual output of nearly 4000 kg of gold. It is the largest gold producing county in Inner Mongolia Autonomous Region.
Forestry resources
As of 2009, Aohan forest area reached 5.29 million mu, accounting for 42.5% of the total land area, 33 times of the forest area at the beginning of the founding of the people's Republic of China, and 4 times of that before 1978. It has become "the first county of artificial afforestation in China". The volume of standing trees is 6.24 million cubic meters, 10.5 cubic meters per capita, and the total value of trees is 1.4 billion yuan, which is equivalent to 2400 yuan per capita in the green bank. Aohan's main forest varieties are: poplar, apricot, seabuckthorn, Salix, mulberry, Pinus, Pinus tabulaeformis, Pinus sylvestris var. mongolica, Larix gmelinii, etc.

Aohan region belongs to the middle temperate semi-arid grassland area, with a total land area of 12.45 million mu and abundant land resources. There are many kinds of soil types, abundant heat, the same period of water and heat, and long growth period of plants, which are suitable for the growth of a variety of forages.
There are mainly four kinds of forages planted in Aohan banner, including "Aohan alfalfa", Astragalus adsurgens, Caragana microphylla and yangchai (also known as Shanzhu and Talang).

Chifeng Chaoyang Expressway and Chifeng Tongliao Expressway pass through Aohan banner, reaching sidaowan exit of Chifeng Tongliao Expressway in the north, and the first-class highway of Laohushan in the South runs through the north and south. National Highway 111 and 305 cross from Xinhui town. Wengniute Banner in the north, Chaoyang City in the south, Tongliao City in the East and Chifeng City in the West. The long-distance bus in the banner can reach the towns in the banner, surrounding counties and cities, Chifeng, Chaoyang City, Tongliao, Fuxin, Jinzhou, Shenyang, Beijing, Hohhot and other remote areas. Jingtong railway runs through 7 towns in the East and West, with 8 stations.

In 2012, Aohan banner achieved a GDP of 13669.66 million yuan, an increase of 15.0% on a year-on-year basis at comparable prices, of which the added value of the primary industry was 3479.45 million yuan, an increase of 7.9%; the added value of the secondary industry was 6666.38 million yuan, an increase of 21.3%; the added value of the industrial industry was 5894.25 million yuan, an increase of 21.9%; the added value of the tertiary industry was 3523.83 million yuan, an increase of 11.0%.
The proportion of the added value of the primary, secondary and tertiary industries in the GDP of Aohan banner was adjusted to 25.45: 48.77: 25.78. Compared with the previous year, the per capita GDP of Aohan banner reached 22709.6 yuan, an increase of 18.24%.

Aohan banner is an economic type area with agriculture as the main part and the combination of agriculture, animal husbandry and forestry. Aohan banner has 2.7 million mu of cultivated land, 5.18 million mu of forest land and 1.08 million mu of grassland, which is rich in agricultural and pastoral forest resources. Grain varieties mainly include corn, sorghum, millet, rice, wheat and miscellaneous beans, with an annual output of more than 600 million kg. It is one of the national commodity grain base and one of the top ten counties in the autonomous region.
In 2012, the sown area was 3.385 million mu, including 2.573 million mu of grain crops, 2647 million mu of economic crops and 4708 million mu of other crops. The total grain output reached 784000 tons.
