Historical evolution
Baicheng county was the land of Kumo state and kuci state in Han Dynasty, which was under the command of the western regions.
In the Tang Dynasty, there were two cities here: the west city was "axiyan city" and the east city was "jupiluo city", both of which belonged to Gumo Prefecture and were ruled by kuci Dudu Fu under Anxi Dufu.
