Haiyan County is located in the northeast of Qinghai Province. It is the source of Huangshui River, an important tributary of the Yellow River. It is adjacent to Qilian county and Menyuan County in the north, Datong County and Huangzhong County in the East, Huangyuan county and Gonghe County in the south, and Gangcha County in the West.
As of August 2016, Haiyan County has jurisdiction over 29 administrative villages and 7 communities in 4 townships and 2 towns, with a total population of 36000 people, including 14483 urban residents and 21737 rural residents. There are 9 ethnic groups in the county, including Han, Tibetan, Mongolian, Hui and Tu, with ethnic minorities accounting for 48% of the total population.
In December 2016, it was listed as the third batch of national new urbanization comprehensive pilot areas.
On September 25, 2018, it won the honorary title of "2018 e-commerce into rural comprehensive demonstration county" of the Ministry of Commerce. On May 15, 2019, Qinghai provincial government announced that 12 counties (cities), including Haiyan County, will withdraw from the poverty-stricken counties. On July 29, 2020, it will be included in the National Health township (county) naming list of 2017-2019 cycle.
Evolution of organizational system
In the fourth year of the first four years of emperor Hanping, Wang Mang set up Xihai County in the area around the lake, with Cheng Yong as the prefect and the county governing the present Haiyan triangle city. It was abandoned in the late Western Han Dynasty.
In the 14th year of Yongyuan (102) of the Eastern Han Dynasty, Duwei moved to the western part of Jincheng, which was called Longqi city at that time. He immigrated and settled down for cultivation, and abandoned it a few years later.
During the Wei and Jin Dynasties, Haiyan County is a pastoral area of Qiang people and Yifu people in Xianbei.
It was under the jurisdiction of Tuyuhun in Sui and Tang Dynasties.
After the third year of longshuo in Tang Dynasty (663), it was occupied by Tubo and under the jurisdiction of Tuxu "Qinghai Jiedushi". In Song Dynasty, it belonged to Hehuang Tubo, and was a Tibetan pasture in Yuan and Ming Dynasty.
In 1512, Haiyan was a Mongolian territory of Tumet. After 1638, it was under the jurisdiction of Heshuote tribe of Western Mongolia.
In the third year of Yongzheng reign of the Qing Dynasty (1725), 29 banners of five Mongolian tribes in Qinghai were compiled and unified under the control of the Minister of Mongolian Fanzi affairs in Qinghai. Haiyan area belongs to Heshuote Mongolia, South zuomama, South youhouqi and dongshangqi.
At the beginning of the Republic of China, in addition to the above-mentioned banners, there were newly added nanyoushou banner, Beizhong banner, nanzuohou banner and chahannuominohan banner (daruyu Tibetan). The leaders were under the command of the Qinghai Officer (later changed to Mengfan Xuanwei envoy).
In 1917, the west of kailaiyahuo in Haiyan area returned to Dulan and the east to Huangyuan county.
In 1930, Haiyan belonged to Dulan county.
In 1943, Haiyan County was established as a county directly under the central government of the province. To the west of shizuikou, Bayan County was assigned to Haiyan County.
Haiyan was liberated on September 11, 1949, and Haiyan Administrative Committee of Huangyuan county was established on June 6, 1950.
On June 19, 1951, the county system was restored and the people's Government of Haiyan County was established, directly under the people's Government of Qinghai Province.
On September 2, 1952, it was renamed the people's Government of Haiyan Tibetan Autonomous Region.
In December 1953, it was renamed Haiyan County People's government, which is subordinate to Haibei Tibetan Autonomous Prefecture.
In March 1968, the county people's government was renamed the county Revolutionary Committee.
In April 1981, it was restored to the county government.
On March 5, 2001, Qinghai provincial government issued the reply of qingzhenghan No.15 document: Yintan township was abolished, and triangle town was established and named (the town government was located in Yintan Township, moved to the county in October 2005, and moved to Haihu road in Triangle town in July 2008). After the adjustment, Haiyan County has jurisdiction over 2 towns and 5 townships (including 2 ethnic townships): Sanjiao Town, Xihai Town, Jintan Township, halejing Mongolian Township, Qinghai Lake Township, Tuole Mongolian Township and ganzihe township. There are 1 neighborhood committee and 26 Village (animal husbandry) committees.
In August 2006, ganzihe Township and Tuole Mongolian Township were abolished and Dayu Mongolian township was merged (the township government was stationed in ganzihe township). After the adjustment, the county governs 2 towns and 4 townships (including 2 ethnic townships): Sanjiao Town, Xihai Town, Jintan Township, halejing Mongolian Township, Qinghai Lake Township and Dayu Mongolian township.
In 2007, Dayu Mongolian township was renamed ganzihe township. After the adjustment, the county governs 2 towns and 4 townships (including 1 ethnic township): Triangle Town, Xihai Town, Jintan Township, halejing Mongolian Township, Qinghai Lake Township and ganzihe township.
At the end of 2009, the total population of the county was 34900, of which 46.7% were ethnic minorities. It has jurisdiction over 2 towns, 4 townships, 29 administrative villages, 3 neighborhood committees and 50 communities.

Haiyan County is adjacent to Huangyuan and Datong counties in the East, Gangcha County in the west, Qilian County in the north and Gonghe County in the south. The total area of Haiyan County is 4443.1 square kilometers, 85.7 kilometers wide from east to west and 102.2 kilometers long from north to south.

Haiyan County is located in the northeast of Qinghai Lake Basin, southwest of Datong mountains of Qilian Mountains. The highest peak of Haiyan County is Mt. zalegen 4583 meters, and the lowest is shuixia Valley, with an altitude of only 2726 meters. It belongs to alpine landform, in which mountain area accounts for 45%, beach land 40%, low mountains and hills 10%, and Huangshui Valley 5%. Most of Haiyan County is above 3000 meters above sea level, and the county is 3010 meters above sea level.

Haiyan County annual average temperature is about 1.5 ℃, annual sunshine hours is about 2980 hours, annual precipitation is about 400mm, annual evaporation is about 1581.75mm, there is no absolute frost free period. Hail, frost, drought and sandstorm disasters are frequent.

Agriculture and animal husbandry
In the first half of 2013, more than 250 mu of more than 10 kinds of characteristic fruits and vegetables such as raspberry and yuguanxi blue flower were planted in the greenhouse of modern agricultural science and technology demonstration park in Tibet, with sales revenue of 800000 yuan. The intensive area of grassland and cultivated land reached 2.643 million mu and 2.85 Mu respectively, with the intensive rate increased by 7.2% and 6.65% respectively, reaching 63.3% and 71.68% compared with 2012.
In the first half of the year, a total of 283000 piglets were bred and live, and the reproduction rate reached 86.55%. The total sown area of crops was 39700 mu. Haiyan County has 4195 cows and 70000 layers, ecological chickens and geese. A total of 65200 cattle and sheep were sold in the house, and the sales revenue was 53.34 million yuan. Meanwhile, 39700 mu of vegetables, seedlings, oil plants and legumes were planted.

In the first half of 2013, Haiyan County produced 46700 tons of ferroalloy, 599500 tons of fine coal and 648 tons of silicon carbide. It is estimated that the industrial added value will reach 349 million yuan, an increase of 26.3% compared with 2012.
