Gaolan County, located in the middle of Gansu Province, is subordinate to Lanzhou City, Gansu Province. In July 1941, the government of the Republic of China set up Lanzhou City in Gaolan county and its adjacent area of 16 square kilometers. Gaolan county is the urban area of Lanzhou, and the urban area of Lanzhou becomes the district in the county. The county government is located in Yongchang Road, Chengguan District. Therefore, there is a saying that "Gaolan county first, Lanzhou city later".
After December 1944, Gaolan county was directly under Gansu Province.

Fuhe Township in Huanghui district belongs to Yongjing County, while Minjian and Pingan townships belong to Yongdeng County. Hutan township to the south of qidaoziling in Guoyuan district is under the jurisdiction of Lintao county. Guoyuan, Weiling, Taoyuan and Jingou townships to the north of qidaoziling are under the jurisdiction of Lanzhou city. GUSHAN, Xicao and wudaoxianzi townships in Yongdeng County belong to Gaolan county. The five districts of Yachuan, Shidong, Yuantai, shuichuan and Beishan were abolished and adjusted to townships. In October 1961, Shidong district (county-level District) of Baiyin city was established, which governs six communes, namely Shidong, guojiaping, Shichuan, Xicha, Heping and Daheng. In 1962, Zhongchuan commune in Yongdeng County was assigned to Gaolan County, while Tougou, Zhongxin, Zhonghe, Shuifu and Changchuan communes in Anning District of Lanzhou City were assigned to Gaolan county. In October 1963, Baiyin city was abolished, Gaolan county was returned to Dingxi District, and Wuchuan commune in the suburb of Baiyin city was transferred to Gaolan county.
