Panlong District, one of the five main urban districts of Kunming, belongs to Kunming City, Yunnan Province. It is located in the northeast of the main urban district of Kunming. It is connected with Guandu District in the East and south, Songming County and Fumin County in the north, Wuhua District in the West and Xishan District in the southwest. It covers an area of 861.04 square kilometers and the built-up area of the main city is 60.96 square kilometers. In 2019, Panlong District has 12 sub district offices, including Tuodong, Gulou, Donghua, Lianhua, Jinchen, Qingyun, Longquan, Ciba, Songhua, Shuanglong, Dianyuan and Aziying, with a total of 71 urban communities and 32 village committees.
Panlong District gets its name because the Panlong River runs through the whole territory from north to south. As early as 30000 years ago, there were ancient human activities in Panlong. As far back as the Neolithic age, it has become a place for human reproduction. In 1928, Kunming Municipal Office was changed into Kunming municipal government, Kunming municipal system was formally established, and it was the seat of Kunming Municipal People's Government before 2012.
In November 2019, it will be selected as the second batch of counties (districts) that meet the water-saving society construction standards. China's top 100 water purification counties and cities in 2020.
Historical evolution

During the Warring States period, it has entered the bronze age with a high level of culture, and rapidly transited to the iron age.
In the first year of Yongtai of Tang Dynasty (765), Luo Feng, the eldest son of Nanzhao royal court, sent Feng Jiayi to build Tuodong city in Kunming, aiming to "open up the East". Tuodong city is located between Panlong River and Jinzhi River, that is, most of Panlong District. The construction of Tuodong city is the first of Kunming's urban development.
During the Ming and Qing Dynasties, Kunming City, as the capital of Yunnan Province, was mostly located in Panlong District.
On October 30, 1911, the people of Kunming held the "Double Ninth uprising" in response to the revolution of 1911 and overthrew the Qing Dynasty's rule in Yunnan.
In 1913, yunnanfu was abandoned and renamed Kunming county.
Kunming Municipal Office was established in 1922.
In 1928, the municipal office was changed into the municipal government (moved to No. 1 Jinxiu street, Chenggong District in 2011), and the system of Kunming city was formally established.
After the peaceful liberation of Yunnan, Kunming adjusted its administrative divisions from eight districts to six districts in the period of the Republic of China.
In 1953, it was adjusted again, and the urban area was divided into one, two, three and four districts.
In 1956, the first and third districts were merged, and Panlong District was officially established on October 19 with the approval of the people's Committee of Yunnan Province.
At the beginning of the "Cultural Revolution" in 1966, it was once renamed "Dongfeng district".
In 1968, the name of Panlong District was restored.
On November 16, 2017, the people's Government of Yunnan Province officially issued the reply of the people's Government of Yunnan Province on agreeing to adjust Aziying street of Songming County to the jurisdiction of Panlong District, and agreed to adjust Aziying street of Songming County to the jurisdiction of Panlong District. After the adjustment, the administrative area of Aziying sub district remains unchanged, and the sub district office is still located at 72 Caiyun Road, Aziying village.

The center of Panlong District is about 1891m above sea level. Mazongling in Gongwang Mountain is the highest point in Kunming, with an altitude of 4247.7m. The confluence of Jinsha River and Pudu river is the lowest point in Kunming, with an altitude of 746m. The area is located in Yunnan Guizhou Plateau, the overall terrain is high in the north and low in the south, and gradually decreases from north to south in a ladder shape. The middle part is high and the East and west sides are low. The main landform is lake basin Karst Plateau, followed by red mountain plain. When Panlong District was founded, it had jurisdiction over four townships of fuze, Wujing, Wuli and Donghua, and 10 sub district offices of Jinli, Xiaonan, Changchun, sanyipu, Taihe, Panlong Road, Tuodong, Nanqiang, Zhuji and Huancheng. The sub district offices and townships in Panlong District have been separated, merged and newly built. By August 2004, there were 11 sub district offices and 58 communities in Changchun, Dongzhan, Donghua, dongjiawan, Huancheng, Jinbi, Nanqiang, Taihe, Tuodong, Xiaonan and Zhuji, covering an area of 15.1 square kilometers.
In July 2004, the municipal Party committee and the municipal government made a decision on adjusting the administrative divisions of Wuhua, Panlong, Guandu and Xishan districts. In August 2009, approved by the 14th meeting of the 14th Standing Committee of Panlong District People's Congress, Shuanglong Township and Songhua Township were abolished and Shuanglong sub district office and Songhua sub district office were established. The administrative area of Panlong District was expanded to 886.9 square kilometers.
In March 2011, with the approval of the provincial and municipal governments, Dianyuan town and Aziying town entrusted by Panlong District were changed into sub district offices.
