Huaying Huaying, short for Ying, is directly under the central government of Sichuan Province and managed by Guang'an City. It is one of the two major vice cities of the "Shuangbai" urban plan of Guang'an. Located in the east of Sichuan Basin and the West foot of the middle section of Huaying Mountain, it is the East gate of Sichuan Province. It is 126 kilometers away from Chongqing and 300 kilometers away from Chengdu. It is named after Huaying Mountain. Huaying City is a heroic city and a red city. It is an excellent tourist city in China, one of the key counties and cities in the area around Chongqing in Sichuan Province, a garden city in Sichuan Province, and one of the birthplaces of Hongyan spirit.
Huaying was listed in the first batch of pilot counties and cities in Sichuan Province to expand power in 2007, the second batch of pilot cities in China and the only resource-based city in Sichuan Province in 2009, the old revolutionary base area in Sichuan Province in 2010, and the national pilot city of development and Reform in 2012. In 2013, it was built into 30 key counties of leisure agriculture and rural tourism in the province. In 2014, it was rated as a civilized city in Sichuan Province by the people's Government of Sichuan Province. On August 20, 2014, the third training base for wild giant pandas in China was set up in Huaying. In 2016, Huaying was shortlisted in the second batch of national global tourism demonstration zones.
Evolution of organizational system
In ancient times, Huaying belonged to Liangzhou, and in the spring and Autumn period and Warring States period, it belonged to Ba state. After the county system was first established in the Qin Dynasty, the city's jurisdiction changed several times with the change of dynasties and the adjustment of administrative district construction, and the name of its administrative district also changed many times. During the period from the Qin Dynasty to the end of Sui Dynasty and the beginning of Tang Dynasty, the city was divided into Bajun, Baxi and Dangqu counties, which were Chenjiang County, Dangqu county and Anhan county.
The city of Tang Dynasty was governed by Guozhou (Nanchong county) Yuechi County, Quzhou (Shushan county) Qujiang County and Hezhou Shijing county.
In Song Dynasty, Yuechi County and Qujiang County of Guang'an Army (Ningxi Army), and Shizhao County of Hezhou were divided.
In the Yuan Dynasty, Yuechi County, Qujiang County and Shizhao County belong to Guang'an Prefecture.
In Ming Dynasty, Guang'an Prefecture, Yuechi County and Hezhou were the main cities.
In Qing Dynasty, the city was under the jurisdiction of Guang'an Prefecture, Yuechi County, Hezhou and Jiangbei department.
In 1911, the revolutionaries occupied Guang'an and other places and established the northern Shu military government of the Han Dynasty.
During the first year of the Republic of China (1912) to the 24th year of the Republic of China (1935), the warlords in Sichuan fought with each other, and the city was under the separate jurisdiction of the warlords in Sichuan, Shaanxi and Guizhou. After 1935, the government of Sichuan was unified, and the city was under the jurisdiction of the 10th and 11th administrative supervision districts of Sichuan Province, still under the jurisdiction of Guang'an and Yuechi counties. By 1949, the city was under the jurisdiction of Guang'an, Yuechi and Hechuan counties.
At the beginning of the founding of the people's Republic of China, the city's jurisdiction remained unchanged.
In 1952, 12 villages in Qinghe township of Hechuan county were incorporated into Yuechi County. By 1978, the territory was under the jurisdiction of Guang'an and Yuechi counties.
In 1964, the middle section of Huaying Mountain was selected as the "three line construction" industrial base by the state.
From 1965 to 1978, six state-owned military enterprises, two provincial military enterprises and a batch of raw coal and cement production enterprises were successively established along the West foot of the middle section of Huaying Mountain, starting from Lushi town in the north and reaching Xikou town in the south, with an area of less than 100 square kilometers. By the beginning of 1978, this area had developed into a national third line construction base for optical instruments, mechanical processing industry and Northeast Sichuan energy and building materials.
On March 9, 1978, the CPC Nanchong prefectural committee submitted to the CPC Sichuan Provincial Committee and Sichuan Provincial Revolutionary Committee the report on the establishment of CPC Huaying industrial and Agricultural Demonstration Zone Committee and Huaying industrial and agricultural demonstration zone Revolutionary Committee. On April 8, the CPC Sichuan Provincial Committee and Sichuan Revolutionary Committee approved the preparation. On June 1, the CPC Nanchong prefectural committee and the Nanchong regional administrative office established the Huaying industrial and agricultural demonstration zone preparation office.
On November 10, 1978, with the approval of Sichuan provincial Party committee and Sichuan Provincial Revolutionary Committee, nine people's communes in Guang'an County, seven people's communes in Yuechi County and one town were analyzed. Huaying industrial and agricultural demonstration zone, a county-level administrative region, was established. On March 3, 1983, the State Council put Huayun Industrial and agricultural district under the jurisdiction of Chongqing according to the reply to the people's Government of Sichuan Province on approving Sichuan Province to play the role of large and medium-sized cities and adjusting administrative divisions. On September 9 of the same year, the State Council's reply to Sichuan Provincial People's Government on Approving the adjustment of administrative divisions of Sichuan province put Huayun Industrial and agricultural area under the jurisdiction of Nanchong.
On February 4, 1985, Huaying industrial and agricultural district was abolished and Huaying City at the county level was established. The administrative region of Huaying City was the former administrative region of Huayun agricultural and industrial district. Huaying City was directly under the central government of Sichuan Province and entrusted to Nanchong administrative office. Huaying Municipal People's government is located in Shuanghe town.
On July 2, 1993, the State Council approved the establishment of Guang'an District. Huaying City was transferred from Nanchong district to Guang'an District, which was under the direct management of Sichuan Provincial People's government and entrusted to Guang'an District administrative office.
On July 31, 1998, the State Council approved the abolition of Guang'an District and the establishment of prefecture level Guang'an City. Huaying City's organizational system, administrative divisions and residences remain unchanged and are managed by Guang'an municipal government.

Climate and environment
Huaying City, located in the eastern edge of Sichuan Basin, is a subtropical humid monsoon climate zone, with the characteristics of dry spring, hot summer, cool autumn, warm winter, abundant rainfall, four distinct seasons and sufficient sunshine. In spring, it warms quickly, cold air activities are frequent, and the temperature is unstable, sometimes forming cold wave weather (commonly known as cold in late spring); in summer, it rains a lot, the heat is sufficient, and sometimes there is summer drought; in autumn, it cools quickly and drizzles continuously. There are many rainstorms in summer and autumn, which often lead to floods, even landslides and debris flows.
