Qingbaijiang District, subordinate to Chengdu City, Sichuan Province, is one of the central urban areas of Chengdu. It is located in the northeast of Chengdu City, 25 kilometers away from the main urban area of Chengdu, adjacent to Jintang County in the East, Longquanyi District in the south, Xindu District in the West and Guanghan City in the north. It is between 30 ° 39'33 "- 30 ° 55'0" n and 104 ° 9'37 "- 104 ° 29'31" e with a total area of 378.94 square kilometers.
Qingbaijiang District, founded in 1960, is named after Qingbaijiang River in Sichuan Province. It is the first industrial zone in Southwest China planned and constructed during the first five year plan period. It is an important metallurgical, building materials and machinery manufacturing base in Sichuan Province. It is the largest railway logistics hub in Western China, the only open port of railway freight transportation country in Sichuan Province, and the starting point of Chengdu Europe Express Railway.
By the end of 2019, Qingbaijiang District has jurisdiction over 2 streets and 5 towns, with a permanent resident population of 440200. In October 2019, it was rated as one of the top 100 investment potential areas in China in 2019.
Historical evolution
The origin of place names
Qingbaijiang District got its name from Qingbaijiang River, which flows through the northern boundary.
In March 1958, the on-the-spot Party group of Sichuan fertilizer factory of the Communist Party of China made a request to the Sichuan provincial Party committee and Chengdu municipal Party Committee for instructions on the establishment of workers' town in the factory construction area, and proposed to use "Qingbaijiang" as the name of the town. "The name of the town can be Qingbaijiang Town, Chengdu City (because the factory is close to Qingbaijiang, it is easy to distinguish from the nearby towns, and it is also the name of the railway station.)," he asked. In the request for instructions, Qingbaijiang was written as Qingbaijiang by mistake.
History of construction
As early as the late Neolithic Age (about 3000-2100 BC), Qingbaijiang built a settlement here.
In the ninth year of gengyuan (316 BC), King Huiwen of Qin Dynasty, the state of Qin merged with Shu, and Qingbaijiang was under the jurisdiction of Shu Prefecture.
During the reign of Emperor Wu of the Western Han Dynasty (140-88 BC), Guanghan county was newly established. Today, Qingbaijiang area is under the jurisdiction of Xindu county and niuxuan county.
During the period of the Three Kingdoms, Zhuge Liang, the Prime Minister of Shu, went out of the Qishan mountains six times and conquered the Central Plains nine times. All of them passed through the Qingbai River and left the "hanbazhen site" in his strategic place (now MIMU town).
In 1956, Sichuan fertilizer plant (later renamed as Sichuan Chemical Group Co., Ltd.), one of the major projects of the first Five-Year Plan of the state, decided to build in Huayan township of Jintang county (now the main urban area of Qingbaijiang District of Chengdu City), and set up the Construction Committee of Jintang Industrial zone of Sichuan Province. In 1957, the state reduced the scale of capital construction. Among the seven projects to be built in Jintang Industrial Zone, only one project under construction in Sichuan fertilizer plant was retained. In July of the same year, the provincial people's Commission abolished the Construction Committee of Jintang Industrial Zone, the construction of Sichuan fertilizer plant was led by Chengdu municipal Party committee, and Jintang County was mainly responsible for local administration.
In 1958, the first phase project of Sichuan fertilizer plant entered the climax of civil construction. The construction of Sichuan small nitrogen fertilizer demonstration plant (later renamed as Yulong Co., Ltd.) and Chengdu Iron and steel plant (later renamed as Pangang Group Chengdu Iron and Steel Co., Ltd.) broke the ground one after another. The number of employees and their families increased sharply, and the problems of employees' life and municipal management needed to be solved urgently. The on-site Party group of Sichuan fertilizer plant reported to the Sichuan provincial Party committee and Chengdu municipal Party committee of the Communist Party of China for many times and put forward suggestions on the establishment of local political organizations.
In January 1959, the CPC Chengdu Municipal Committee proposed to the CPC Sichuan Provincial Committee that some towns in Xindu and Jintang should be under the jurisdiction of Chengdu. In November of the same year, the Sichuan provincial Party committee of the Communist Party of China approved that the Chengdu municipal Party committee of the Communist Party of China sent Cheng Fuquan, Guo Rongsen and others to prepare for the construction of the district.
In January 1960, the preparatory group of Qingbaijiang District of Chengdu City convened the persons in charge of Jintang County, Xindu County, Sichuan fertilizer plant and Chengdu Iron and steel plant to attend the work handover meeting at the guest house of Sichuan fertilizer plant, announcing the establishment of Qingbaijiang District of Chengdu City.
In February 1960, the CPC Chengdu Municipal Committee appointed Cheng Fuquan and Dang Sihua as the Secretary of the CPC Chengdu Qingbaijiang District Committee (hereinafter referred to as the CPC Chengdu Qingbaijiang District Committee), Wei Congjian, the party secretary of Sichuan fertilizer plant, as the first secretary, and Jin Xing, the party secretary of Chengdu Iron and steel plant, as the second secretary.
In July 1960, the Sichuan Provincial People's Commission approved the administrative division of Qingbaijiang District in Chengdu, which governs three communes, namely, MIMU, Huayan and Datong.
In July 2017, Qingbaijiang District was officially incorporated into the central urban area of Chengdu.

In January 1981, according to the notice of the provincial government, Chengxiang District and Taiping District of Jintang County were divided into Qingbaijiang District of Chengdu City. Chengxiang Town, Yuhong, Xiushui, Xiangfu, Yaodu, Rixin, Longwang, Taiping, Fuhong, Hexing, Renhe and Yunding 11 communes were added, covering an area of 392.24 square meters. In the same year, Taiping was renamed Qingquan.
In 1983, Datong changed its name to Jingfeng and set up Qingquan town. In 1984, the management system of the people's commune was reformed and the system of townships and villages was restored. Dawan Town, MIMU Town, Chengxiang Town, Qingquan Town, Jingfeng Township, Huayan Township, Xiangfu Township, Xiushui Township, Yuhong Township, Yaodu Township, Rixin Township, Longwang Township, Fuhong Township, Hexing Township, Renhe Township and Yunding Township were under the jurisdiction of the whole district. In 1995, Jingfeng township was abolished and Datong town was established.
In 1997, Xiushui township was abolished and merged into Chengxiang town; Xiangfu Township, Yaodu Township, Rixin Township and Hexing Township were abolished, and Xiangfu Township, Yaodu Township, Rixin Township and Hexing Township were established.
In 2004, Rixin town was abolished and merged into Xiangfu town; Hexing town was abolished and merged into Longwang Town; Yuhong town was abolished and merged into Chengxiang town; Yunding town was abolished and merged into Qingquan town. MIMU Town, Datong Town, Chengxiang Town, Qingquan town and Xiangfu town were added with street office signs. Dawan town and Huayan Town were abolished, and Dawan and Hongyang sub district offices were set up. After the merger, the district has jurisdiction over Dawan sub district office, Hongyang sub district office, MIMU Town, Datong Town, Chengxiang Town, Qingquan Town, Xiangfu Town, Yaodu Town, Longwang Town, Fuhong Township and Renhe township.
On May 10, 2005, with the approval of the provincial government, the six villages of Xinyi, Shuangbai, HuangGuo, Yuanyuan, Shizhuang and Changlin in Longwang Town and a community residents committee (formerly HEXINGCHANG town) were put under the jurisdiction of Shibantan Town, Xindu District. The total area is 378.56 square kilometers.
On October 21, 2008, with the approval of the municipal government, Yaodu Town, Longwang Town, Renhe Township and Fuhong Township were added with street office signs.
In 2016, the district has jurisdiction over two sub district offices of Dawan and Hongyang, eight towns of MIMU, Datong, Chengxiang, Qingquan, Xiangfu, Yaodu, Longwang and Fuhong, Renhe Township and 124 administrative villages (communities).
On December 13, 2019, with the consent of Sichuan Provincial People's government, Xiangfu Town, Datong Town, Longwang Town and Hongyang street were abolished and Datong Street was established.
On December 25, 2019, Chengdu Municipal People's Government approved the adjustment of township (street) administrative divisions in Qingbaijiang District (CFH [2019] No. 124): 1. Cancel Xiangfu Town, Datong Town, Longwang Town and Hongyang street, and establish Datong Street. There are three kinds of topography in the region: flat dam, hill and low mountain. The northwest is plain, belonging to Dujiangyan artesian irrigation area, with an altitude of 451-480m; the lowest point is yuhongqiao, Chengxiang Town, with an altitude of 451m. The central part is hilly area, which is irrigated by Dongfeng canal and combined with water diversion and storage, with an altitude of 480-700m.
