Leizhou City directly inherited the former Haikang county system. According to Jin Xian Shi Ming: "the South and the west of the county are close to the sea. Xuwen County was set up in the Western Han Dynasty (the county government is in today's Leizhou City), and Haikang county was set up in the ninth year of kaihuang of Sui Dynasty (589).
