Xiapu County is located in the northeast of Fujian Province. It was set up in 1734. It belongs to Funing Prefecture and now belongs to Ningde City. It was once the political, economic and cultural center of eastern Fujian. As it is located in the coastal area, it is a peninsula type area, with a land area of 1489.6 square kilometers and a sea area of 29592.6 square kilometers. The coastline is 505 kilometers long, accounting for one eighth of the province, ranking first in the province. There are more than 400 islands. The long coastline and numerous islands and harbors have become the geographical characteristics of Xiapu. It is a port city in the northeast of the Economic Zone on the west coast of the Straits in Southeast China. It is a coastal economic open county approved by the State Council of the people's Republic of China. It is the earliest trade port open to Taiwan in Fujian. It is the "hometown of kelp in China" and "hometown of laver in China". It is known as the "hub of Fujian and Zhejiang", "land of fish and rice" and "coastal zoulu".
At the end of 2018, the total number of registered residence households was 165 thousand and 600, the registered residence population was 548 thousand and 600, and the total population of the county was 468 thousand.
From January to December in 2019, the GDP of Xiapu County is 25.461 billion yuan, with a year-on-year growth of 5.1%
Historical evolution
According to the annals of Xiapu County, Xiapu County was established in Qing Dynasty. There is Xiapu River in the southwest of the county and flows into the sea in the East. There is also Xiapu mountain. In the sea, there are four islets of green, black, yuan and yellow. The sun rises and the river is as rosy as the clouds. This is the name of the mountain and the county
In 282, Wenma county was set up in the northeast of Houguan county. In 589, Wenma county was merged into Fengxian County (later called Minxian county).
In the sixth year of Wude of Tang Dynasty (623), the original Wenma county was replaced by Changxi county (see Appendix for details about the establishment of Wenma County in Tang Dynasty). It was subordinate to Quanzhou (now Fuzhou, the same below). In the same year, Changxi county was transferred to Lianjiang county and renamed Lianjiang county. In the second year of Chang'an in the Wu Zhou Dynasty (702), it was located in Changxi County, which is still Quanzhou, with baiheling as the boundary of Lianjiang county.
In 1286, Changxi county was upgraded to Funing Prefecture, governing Fu'an and Ningde counties, and subordinate to Fuzhou road.
In 1369, the second year of Hongwu in Ming Dynasty, Funing Prefecture was abolished, and Funing County was set up in the territory of its headquarters, which belongs to Fuzhou Prefecture. In the ninth year of Chenghua (1473), Funing County was restored to Funing Prefecture, which was directly under the administrative department of Fujian.
In 1734, Funing Prefecture was promoted to Funing Prefecture, and Xiapu County was set as Fuguo County, which belonged to Funing Prefecture.
In 1913, Funing Prefecture was abolished, and Xiapu County belonged to Fujian Donglu Road (renamed minhai road the next year). In the 14th year of the Republic of China, the Taoist system was abolished and Xiapu County was directly under the provincial jurisdiction. From November of the 22nd year of the Republic of China to January of the next year, the people's revolutionary government of the people's Republic of China was established in Fuzhou. Fujian was divided into four provinces and two special cities, and Xiapu County belonged to minhai province. In July of the Republic of China, there were 10 administrative supervision districts in the whole province. In October of the Republic of China, there were 7 administrative supervision districts. Xiapu County was the second and the first administrative supervision district. In September of the Republic of China, the eighth administrative supervision district (special office in Fu'an) was added, which belonged to Xiapu County. In April of the Republic of China, the eighth administrative supervision district was renamed the first administrative supervision district, and Xiapu County was the first administrative supervision district until the eve of the liberation of Xiapu.
From April to December in the 23rd year of the Republic of China, under the leadership of the special committee of the Communist Party of Fujian and the Soviet government of Fujian, the Soviet governments of Fuxia, Xiading, Anfu and xiadingtai counties and their subordinate Soviet areas were established successively in the border areas of Xiapu, Fu'an and Fuding counties, and the red separatist rule was implemented.
In October 1949, the province established eight administrative supervision commissioner offices (hereinafter referred to as the special district), and Xiapu County is the third special district (the special office is located in Fu'an). In March 1950, the third special area was renamed Fuan special area, belonging to Xiapu County. Since July 1970, the office of the Commissioner of Fu'an special region has been moved to Ningde, renamed Ningde Prefecture. By the end of 1990, Xiapu County belonged to Ningde Prefecture. In the 21st century, it belongs to Ningde City.
administrative division
In the first year of the Republic of China (1912), the Lower East District was divided into the Middle East (Qinghao) District, with 10 autonomous regions and 574 main villages.
During the period of 25-26 of the Republic of China, the whole territory was divided into four districts. The fourth district was Zheyang special district. Xiapu County had three districts, including 40 Lianbao, 394bao and 4035a.
In the 27th year of the Republic of China, Xiatang, ougang and Songshan joint insurance in the first district were changed to belong to the second district. Each joint insurance changed its name to the place where its office was located. Baojia was reduced to 314bao and 3210a.
In the 28th year of the Republic of China, the fourth district was set up from the third district, under the jurisdiction of Changchun, Dajing, Luxia, xiahu, Dongchong five joint guarantees, 59 guarantees.
In the 29th year of the Republic of China, the new county system was implemented, the joint insurance system was abolished, 8 towns and 13 townships were set up, and 314 insurances were administered.
In the 30 years of the Republic of China, the county was divided into three districts, Changxi, Songnan and Guandong.
In the 32nd year of the Republic of China, the Great Southern District was abolished, and the county was changed into 7 townships, 99 guarantees and 2126a.
In October 1949, five districts were set up in the county, and the work below the district was carried out by using the original Baojia.
From June to October in 1950, the democratic government was established, Baojia was abolished, and the Sixth District (Shajiang) was set up from the first district and the third district, and the seventh district (xiahutang) was set up from the second district. The county is divided into 7 districts and 105 townships, and 102 townships (streets) are established except for the undeliberated islands.
In June 1952, the first district was divided into Chengguan District and the fifth into eighth district. In September of the same year, Chengguan District was renamed the first district, and the original first district was renamed the ninth district. The whole county was divided into nine districts, 98 townships, 1 town and 3 streets (excluding the islands to be liberated). The first district office is located in Wanxian street, with jurisdiction over 3 streets and 5 townships; the second district office is located in Changchun, with jurisdiction over 12 townships; the third district office is located in Yantian, with jurisdiction over 10 townships; the fourth district office is located in shuimen, with jurisdiction over 15 townships and 1 town; the Fifth District Office is located in Xixi, with jurisdiction over 10 townships; the Sixth District Office is located in Shuichao, with jurisdiction over 13 townships; the seventh district office is located in xiahutang, with jurisdiction over 12 townships; the eighth district office is located in Baiyang, with jurisdiction over 10 townships; the ninth district office is located in Baiyang, with jurisdiction over 10 townships The district office is located in Hougang and has jurisdiction over 11 townships.
In November 1954, the island district was established. The district office is located in Sansha, with jurisdiction over eight townships including Dongjiao, Luzhu, Sansha, Guzhen, Fuying, Beiyi, DAAO and Yantai.
In May 1955, the island district was divided into Sansha District, the Island District Office moved to Fuying (later moved to the West), under the jurisdiction of four townships. In December of the same year, the ninth district was merged with the first district, and Chengguan District was established. The county was divided into 10 districts and 131 towns.
In February 1956, the five and eight districts were merged into Xixi district. Chengguan District was changed into Chengguan town. After the restoration of the port area, other districts were renamed according to their residences. The administrative divisions of the county were adjusted to nine districts, five towns (including one directly under the central government), 87 townships and three streets.
From March to may 1958, the district was withdrawn and the township was merged with the community. In addition to retaining the island area, the system of eight districts such as Changchun was abolished, and the township was adjusted to two towns and 46 townships. Since September of the same year, 48 townships have been merged into 13 townships, namely Chengguan, Changchun, Yantian, Yacheng, shuimen, chongru, Xixi, Baiyang, Xinan, Shajiang, xiahu, Sansha and Haidao. People's communes have been set up according to the townships to implement the management system of "integration of government and society".
In December 1959, Xixi and Shajiang communes were abolished, and their large and small teams were merged into nearby communes and state farms. There were 11 communes, 190 production teams and 919 production teams in the county.
In May 1961, the establishment of Shajiang commune was restored. After the restoration of district system, 12 communes were changed into 12 districts, with 90 communes under its jurisdiction (commonly known as small communes). Qingfu commune is set up in houchengguan District, Yangli commune is set up in Hengjiang commune of chongru District, and 92 commune, 533 production team and 2939 production team are set up in the whole county.
In June 1966, Chengguan was divided into Chengguan town and Sansha District into Sansha town. In October of the same year, the district system was abolished, and one district and one commune was implemented. There were 2 towns and 12 communes in the county, with 294 production teams and 2747 production teams under its jurisdiction. In April 1968, Chengguan commune was renamed Chengjiao commune. In November 1969, Sansha town was withdrawn and merged into Sansha commune.
In December 1971, Chengguan town and suburban commune were merged into Chengguan commune, and the whole county was divided into 12 communes, with 246 production teams and 2599 production teams under its jurisdiction. In March 1980, Chengguan commune was divided into Chengguan town and suburban commune. At the end of the year, the county had 1 town, 12 communes, 287 production teams, 2844 production teams and 14 streets.
In 1981, Chengguan town and Chengjiao commune were renamed Songcheng town and Zhouyang commune respectively. In November 1983, Sansha commune was changed into Sansha Town, and 2 towns and 11 communes were set up in the county, with 293 production teams and 3080 production teams under its jurisdiction.
In 1984, the "Organic Law of local governments at all levels" was implemented, the separation of government and society was implemented, and the system of township and town was restored. Communes, production teams and production teams were changed into townships (towns), administrative villages and villagers' groups respectively. The county has five towns of Songcheng, Sansha, Yacheng, Xinan and Shajiang, and eight townships of Zhouyang, Changchun, xiahu, Yantian, chongru, shuimen, Baiyang and Daodao. It has 293 administrative villages, 3080 villager groups and 14 streets. In July 1986, xiahu township was abolished and divided into xiahu town and BEIBI township. At the end of 1990, the county was divided into 14 townships, 295 administrative villages, 3078 villager groups, 14 streets, 156 resident groups and 2099 natural villages.
In 2000, Xiapu County governed 7 towns, 4 townships and 3 ethnic townships: Songcheng Town, Sansha Town, Yacheng Town, Xinan town, Shajiang Town, xiahu Town, Changchun Town, Zhouyang Town, Baiyang Town, BEIBI Town, Daodao Town, Yantian she Town, shuimen she town and chongru she town.
