Caohejing New Technology Development Zone, Shanghai
Shanghai Caohejing emerging technology development zone was approved by the State Council as the national economic and Technological Development Zone in 1988, the National High-tech Industrial Development Zone in 1991 and the APEC international science and Technology Industrial Park in 2000. The planned area is 5.984 square kilometers, and the comprehensive economic indicators are in the forefront of the national development zones.
Four major industries have been formed, including microelectronics, optoelectronics, computer and its software, and new materials. Four centers of research and development, network operation, financial data, and technological innovation have been built. Three parks, namely "double excellent Park", "Digital Park" and "International Park", are under construction.
Passed ISO9001 quality management system certification in 2001 and ISO14001 environmental management system certification in 2002.
Caohejing Development Zone enjoys the preferential policies of economic and Technological Development Zone and high-tech development zone at the same time. It is the first batch of national economic and technological development zones and high-tech development zones approved by the State Council of China, which mainly introduce foreign capital, foreign advanced technology and develop emerging technology. In 2018, it ranked 10th in China and 7th in China in terms of science and technology innovation.
Introduction to the park
In March 2003, the State Council approved the establishment of Shanghai Caohejing export processing zone; in July 2004, the State Council approved the expansion of Caohejing Development Zone and the expansion of Pujiang high tech park in Pujiang Town, Minhang District, to become a national economic and Technological Development Zone. The total area is 10.7 square kilometers, of which 9.4 square kilometers are high-tech industrial areas, and the rest are comprehensive supporting areas. Located in the north of the park, the export processing zone covers an area of about 0.9 square kilometers and was closed in March 2004.
Pujiang high tech park and Caohejing export processing zone will focus on the development of high-tech industries and introduce high-level related supporting industries. As a new development base of Caohejing Development Zone, the park will learn from the successful development mode of Silicon Valley in the United States and Arlington Park in the United Kingdom, adhere to the concept of harmonious coexistence between man and nature, carry out high starting point park planning, scientific development and construction, and at the same time pay attention to improving supporting functions, so as to build Caohejing Pujiang high tech park into a country that can participate in international competition It is a leading science and Technology Industrial Park in the world, with the functions of R & D, technical service and high-tech industrial manufacturing.
Historical evolution
1984
On July 2, the mayor's office meeting of Shanghai Municipal People's government decided to prepare for the construction of Shanghai Caohejing Microelectronics Industrial Zone.
On November 16, the Shanghai Municipal People's Government approved the establishment of Shanghai Caohejing Microelectronics Industrial Zone Development Corporation.
1986
On September 26, the municipal engineering construction of Caohejing Microelectronics Industrial Zone started. Comrade Jiang Zemin, mayor of Shanghai, wrote an inscription for "Shanghai Caohejing Microelectronics Industrial Zone". Municipal leaders Wang Daohan, Huang Ju and Liu Zhenyuan attended the commencement ceremony.
1988
On June 7, the State Council approved the expansion of Caohejing Microelectronics Industrial Zone in Shanghai as Shanghai Economic and Technological Development Zone by guohan No. 83 document, and implemented various policies and regulations of the central government and the State Council on coastal economic and Technological Development Zone.
On July 13, the Shanghai Municipal People's government issued a document to change the name of Shanghai Microelectronics Industrial Zone Development Company to Shanghai Caohejing Emerging Technology Development Zone Development Corporation.
On July 23, the Shanghai Municipal People's government held a press conference in the city hall, announcing the establishment of Shanghai Caohejing emerging technology development zone.
1989
In late May, Comrade Jiang Zemin wrote an inscription for "Shanghai Caohejing New Technology Development Zone" and encouraged Caohejing Development Zone to contribute to the development of high-tech industries.
1990
On March 28, Caohejing Development Zone successfully transferred the first industrial land in Shanghai with compensation, and Hong Kong qilai Trading Co., Ltd. obtained the 50 year use right of b7-b10 plot in the development zone.
On April 8, at the 17th meeting of the Standing Committee of the ninth Shanghai Municipal People's Congress, the Interim Regulations on Caohejing emerging technology development zone, signed and issued by Shanghai mayor Zhu Rongji, was passed. The regulations clearly define the main tasks, management system, development funds, preferential policies, talent management and environmental protection of the development zone.
1991
On March 6, the State Council approved Shanghai Caohejing emerging technology development zone as the National High-tech Industrial Development Zone by the No. 12 document issued by the State Council, and enjoyed the relevant policies and regulations of the National High-tech Industrial Development Zone.
On October 21, Li Ruihuan, member of the Standing Committee of the Political Bureau of the CPC Central Committee, inspected Shanghai Beiling Microelectronics Manufacturing Co., Ltd., an enterprise in Caohejing Development Zone.
On November 21, Li Peng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, inspected Shanghai Bioengineering Research Center, an enterprise in Caohejing Development Zone.
On December 22, the Pacific Economic and technological cooperation conference was held in Caohejing Development Zone, which established exchange relations between Caohejing Development Zone and science and technology industrial parks in the United States, the United Kingdom and France.
1992
On January 17, Comrade Jiang Zemin inspected Shanghai Beiling Microelectronics Manufacturing Co., Ltd., an enterprise in Caohejing Development Zone, and inscribed "give full play to Shanghai's scientific and technological advantages and accelerate the development of microelectronics industry".
On February 10, Comrade Deng Xiaoping inspected Shanghai Beiling Microelectronics Manufacturing Co., Ltd., an enterprise in Caohejing Development Zone.
On October 22, Shanghai Caohejing Emerging Technology Development Zone Development Corporation joined the International Association of science parks (IASP) and became a class a member.
1994
On October 17, accompanied by Chen Zhili, deputy secretary of Shanghai municipal Party committee, Comrade Hu Jintao inspected Beiling Microelectronics Manufacturing Co., Ltd., an enterprise in Caohejing Development Zone.
1995
On January 24, Qiao Shi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, accompanied by Wang Liping, deputy secretary of the Shanghai municipal Party committee, inspected Caohejing Development Zone.
On May 10, Comrade Huang Ju, member of the Political Bureau of the CPC Central Committee and Secretary of the Shanghai municipal Party committee, accompanied by vice mayor Jiang Yiren and Secretary of the Municipal Industrial Party committee Meng Qingling, visited Caohejing Development Zone.

On December 19, Songjiang Xinqiao Industrial Park, covering an area of 168 mu, was built in the "enclave" of Caohejing Development Zone.
On December 28, the municipal construction of the Western District, marking the "second pioneering" of Caohejing Development Zone, officially broke the ground. 1997
On March 28, Caohejing Development Zone Development Corporation invested 60 million yuan to establish a 16000 square meter entrepreneurial base - Caohejing Development Zone Science and technology entrepreneurship center was officially completed.
1998
Qiao Shi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, visited Caohejing Development Zone on January 9, accompanied by Zhao Qizheng, vice mayor of Shanghai, and song Yiqiao, Secretary General of Shanghai municipal Party committee.
On April 28, accompanied by Huang Ju, member of the Political Bureau of the CPC Central Committee and Secretary of Shanghai municipal Party committee, and song Yiqiao, Secretary General of Shanghai municipal Party committee, Rong Yiren, vice president of the state, inspected Caohejing Development Zone and Shanghai lucent Technology Optical Fiber Co., Ltd., a high-tech enterprise in the zone.
On May 12, former president Yang Shangkun, accompanied by Shanghai mayor Xu Kuangdi and Secretary General song Yiqiao, inspected Caohejing Development Zone.
2000
On June 22, Caohejing Development Zone Development Corporation and British Aerospace Group signed a cooperation agreement on the construction of "science and technology oasis". Shanghai mayor Xu Kuangdi and vice mayor Jiang Yiren respectively met with Sir Charles Masefield, former president of Royal Aviation Association and executive director of British Aerospace Group.
In August, the Ministry of science and technology and the Ministry of foreign affairs of the people's Republic of China issued a document confirming that the Shanghai high tech Industrial Development Zone (one zone and six parks) composed of Caohejing Development Zone is one of the second batch of China's APEC Science and technology industrial parks.
2001
In March, Caohejing Development Zone, British Aerospace Group and Arlington Co., Ltd. jointly built the "oasis of science and technology" project, and the city leaders Xu Kuangdi, Jiang Yiren, Sha Lin, British ambassador to China and British Consul General in Shanghai attended the ceremony.
On November 8, State Councilor Wu Yi, accompanied by Zhao Guanghua, deputy director general of the General Administration of customs, Ma Xiuhong, Assistant Minister of the Ministry of foreign trade and economic cooperation, and other leaders of relevant ministries and commissions of the State Council and Shanghai municipal leaders, came to Caohejing Development Zone to inspect the work, and asked Caohejing Development Zone to pay close attention to the development of the zone.

2003
On March 10, the State Council approved the General Administration of Customs to set up Shanghai Caohejing export processing zone in Pujiang high tech park.
On November 23, Caohejing export processing zone passed the joint acceptance of eight national ministries and commissions, including the General Administration of customs, the national development and Reform Commission, the Ministry of Commerce, the Ministry of finance, the State Administration of Taxation, the State Administration for Industry and commerce, the State Administration of foreign exchange and the General Administration of inspection and quarantine.
