Toutunhe district is subordinate to Urumqi city of Xinjiang Uygur Autonomous Region. It is located in the northwest of Urumqi city and is the sub center of Urumqi city. Toutunhe district was built in April 1961, and got its name because it is adjacent to Toutunhe in the West. In 2011, it merged with Urumqi Economic and Technological Development Zone to establish Urumqi Economic and Technological Development Zone (Toutunhe District). It is adjacent to Xinshi District in the East and North, bounded by Toutunhe River and Changji in the west, and the northern foot of Tianshan Mountain in the south. The total area of the region is 275.59 square kilometers, with a total population of 528815 (2011). There are 26 ethnic groups, including Han, Uygur, Hui, Manchu, Xibo, Russian, Mongolian and Korean. Toutunhe district has tourist attractions such as xiaolvgu waterscape Park and dalugu ecological park. Wanda Plaza and Urumqi high speed railway station are located in Toutunhe district.
Toutunhe district is a National Development Zone, a comprehensive bonded zone, an export processing zone, an administrative zone, and a military local cooperation zone. It is the development zone with the most elements in Xinjiang, and the comprehensive development environment is in the forefront of the western national economic and Technological Development Zone. Now it has jurisdiction over 14 streets (districts), with a total population of 320000.
