Xixia District, located in the west of Yinchuan City, is subordinate to Yinchuan City, the capital of Ningxia Hui Autonomous Region. It is between 105 ° 49 ′ - 106 ° 18 ′ E and 38 ° 08 ′ - 38 ° 52 ′ n. It is bounded by Baotou Lanzhou Railway in the East, adjacent to Jinfeng District of Yinchuan City, to Helan Mountain Pass axis in the west, bordering Alxa Left Banner in Inner Mongolia, to Hongguang town of Helan County in the north and minning town of Yongning County in the south, with a total area of 1129.3 square kilometers, of which 93000 Mu is cultivated land. By the end of 2018, Xixia district had 2 towns and 7 streets, with a total population of 530 thousand, of which 44 thousand were registered residence in Hui nationality. The district government is located in Huaiyuan East Road.
Xixia region has a mid temperate arid climate with less precipitation and abundant light. Xixia district is rich in natural resources, with the famous Helan Mountain. The transportation in Xixia district is convenient. Yinchuan Station is located at the junction of Xixia district and Jinfeng district. Baotou Lanzhou railway, Taiyuan Zhongyin railway, Yinxi high speed railway and Baotou Yinchuan high speed railway pass through Yinchuan Station. Yinchuan West bus station is also located here. Xixia district is rich in tourism resources. It is the core area of Western Tourism in Ningxia. It is one of the first batch of all-around tourism demonstration zones in China. It has won the honorary titles of "hometown of Helan inkstone in China" and "the most beautiful county in China in 2019". There are zhenbeibao Western Film City, Xixia mausoleum, Helan Mountain rock painting and other attractions.
In 2019, the GDP of Xixia district will increase by 5%; the local general public budget revenue will be 517 million yuan, excluding the new tax reduction and fee reduction factors, the same caliber will increase by 5.1%; the added value of industries above Designated Size will increase by 3%; the investment in fixed assets of the whole society will increase by 25.7%; the total retail sales of social consumer goods will increase by 6.7%; the per capita disposable income of urban and rural residents will increase by 7.2% and 8.6% respectively.
Historical evolution
In the Xia, Shang and Zhou dynasties, Xixia District of Yinchuan city now belongs to Yongzhou region, where the ancient ethnic minorities such as Rong and di lived and roamed. In the Western Zhou Dynasty, the place names of Shuofang (now the northern part of Ningxia and Northern Shaanxi) appeared.
During the spring and Autumn period and the Warring States period, Xixia District of Yinchuan city belongs to the nomadic land of Xiongnu and other minorities.
In the 35th year of King Zhaoxiang of Qin Dynasty (272 BC), King Zhaoxiang of Qin Dynasty destroyed Yiqu and established Beidi county (now Ningxian County of Gansu Province).
In the 26th year of the first emperor of Qin Dynasty (221 BC), Qin unified China and divided the whole country into 36 counties. However, Xixia District of Yinchuan city is still a nomadic area of Xiongnu tribe.
In the early years of the Western Han Dynasty, Xixia District of Yinchuan city is the territory of Xiongnu Loufan and baiyangwang. From 127 B.C. to 121 B.C., Emperor Wu of the Han Dynasty sent troops to attack the Xiongnu in the north to recover Henan and the middle of the new Qin Dynasty. Now Xixia District of Yinchuan city is under the jurisdiction of Lian County, the northern Prefecture of the Han Dynasty.
In the first year of Ruzi's reign (8 years), Xixia District of Yinchuan city now belongs to Xinmang regime. After the establishment of the Eastern Han Dynasty, Beidi county was transferred from Maling (now northwest of Qingyang, Gansu Province) to Fuping County.
During the reign of Emperor Shun of the Eastern Han Dynasty, the present Yinchuan area is under the jurisdiction of Lian County, the northern Prefecture of the History Department of Liangzhou. In the first year of Yankang (219) of the Eastern Han Dynasty, Cao Pi abolished Emperor Xian of the Han Dynasty and established the state of Wei. The Eastern Han Dynasty was destroyed. Now Xixia District of Yinchuan city is the place where Xianbei, Xiongnu and Qiang ethnic groups are stationed.
In the third year of Yixi (407) of the Eastern Jin Dynasty, Helian vigorously established the Daxia regime. In 424, yinhancheng (now the east of Yinchuan City) was transformed into Liziyuan. Xixia District of Yinchuan city is under the control of Daxia regime.
During the Three Kingdoms period, the state of Wei failed to exercise effective rule over today's Yinchuan area. Today's Xixia area is still inhabited by Xianbei, Xiongnu and Qiang.
During the Jin Dynasty, the northern part of Yinchuan is still inhabited by Xiongnu, Jie, Di, Qiang and Xianbei.
During the period of Sixteen States, except that Daxia governs the whole territory of today's Ningxia, the former Qin Dynasty and the latter Qin Dynasty also failed to effectively rule today's Yinchuan area.
In 426, tuobatao attacked Daxia and established Huaiyuan County (zhiliziyuan), which is now Xixia District of Yinchuan city. In 436, bogulu town was set up. Now Xixia District of Yinchuan city is under the jurisdiction of bogulu town. In the third year of Xiaochang in the Northern Wei Dynasty (527), bogulu town was changed into Lingzhou, and now Xixia District of Yinchuan city was changed into Lingzhou.
In the third year of Jiande (574), Huaiyuan County and Huaiyuan County were set up in Liziyuan in the great Xia Dynasty. The counties were under the same rule and belonged to Lingzhou. Now Xixia District of Yinchuan city belongs to Huaiyuan County.
Sui kaihuang three years (583 years), the abolition of County State, then the abolition of Huaiyuan County, now Yinchuan Xixia District spiritual state. In the third year of Daye (607) of emperor Yang of Sui Dynasty, Lingwu county was established by merging the state into a county. Now Xixia District of Yinchuan city belongs to Huaiyuan County of Lingwu county.
In the early Tang Dynasty, the county was changed into a state, so Lingwu county was changed into a Lingzhou. Now Xixia District of Yinchuan city is located in Huaiyuan County, a spiritual state. In the first year of Yongchang (689), Empress Wu Zetian set up a new fort (formerly known as Qianjin Fort) 20 kilometers northwest of Huaiyuan County. The fort site is suspected to be near Nanliang farm in the present Xixia region.
In the Five Dynasties, Huaiyuan City, the spiritual state in Yinchuan, was under the jurisdiction of the city, but in the later period, it was mostly occupied by Dangxiang, Qiang and other ethnic minorities.
In the first year of Jianlong (960) of the Northern Song Dynasty, Yinchuan is now under the jurisdiction of the Northern Song Dynasty in form, but in fact it is a hunting area of the Dangxiang tribe. In the fourth year of Xianping (1001) of the Northern Song Dynasty, Li Jiqian, the leader of Dangxiang nationality, captured five towns outside the Yellow River, such as Huaiyuan. Now Xixia District of Yinchuan city is occupied by the members of Tuoba Dangxiang nationality.
In 1038, Li Yuanhao officially established the capital of Xingqing Prefecture as the emperor and established the Xia state, which is known as Xixia in history.
In 1227, the hinterland of Xixia was occupied by the Mongolian army led by Genghis Khan. In March 1271, the yuan court set up Xixia Zhongxing and other roads to Shangshu Province, which is now Xixia District of Yinchuan city. The next year, it changed the province of xingshangshu to that of xingzhongshu. In the Yuan Dynasty, the administrative division changed several times, and now Yinchuan is a provincial road province such as Zhongxing. The jurisdiction of Zhongxing Prefecture is equivalent to that of Yinchuan city. In February of the 25th year of the Zhiyuan Dynasty (1288), Ningxia Fu Road, which was changed from Ganzhou province to Gansu Province, was the beginning of the place name of Ningxia. Huaiyuan County is under the jurisdiction of Fulu in Ningxia, which is now Xingqing District, Xixia district and Jinfeng District of Yinchuan city.
In 1370, the Ming Court changed Ningxia Fu Road to Ningxia Fu, and now Xixia District of Yinchuan city is under its jurisdiction. In the fifth year of Hongwu in the Ming Dynasty (1372), due to the disturbance and plunder of tartar and Wala, the Ming government abolished Ningxia government and relocated troops and civilians to Guanshan area. Most of northern Ningxia, including Xixia District of Yinchuan City, became vacant land. In the ninth year of Hongwu (1376) of Ming Dynasty, Ningxia Wei was set up by the Ming court, which is now the Xixia District of Yinchuan city. In 1402, Zuo tunwei and you tunwei in Ningxia were restored. Youtunwei in Ningxia governs 18 Tunpu, some of which are distributed in Xixia District of Yinchuan city. In the first year of Yongle (1403), Ningxia Wei was restored.
In 1645, Li Huaxi, governor of the three sides of Shaanxi Province, descended to the Qing Dynasty. In the 15th year of Shunzhi (1658), some Wei and Suo were merged. In 1665, the governor of Ningxia was abolished. In the ninth year of Kangxi (1670), Ningxia was under the jurisdiction of the governor of Gansu. In October of 1724, the Qing government changed Ningxia Wei into Ningxia government, which was directly under the jurisdiction of Gansu Province. It had jurisdiction over Ningxia, ningshuo, Pingluo and Zhongwei counties and Lingzhou Zhili Prefecture. Now Xixia District of Yinchuan city is under the jurisdiction of ningshuo county. On the third day of January in the third year of Qianlong reign of Emperor Gaozong of Qing Dynasty (1738), a great earthquake occurred in Fucheng of Ningxia. The ground cracked and the water gushed. The temples, government offices and houses of soldiers and civilians in Fucheng of Ningxia collapsed. The city was destroyed by the earthquake. In May 1740, the Qing government rebuilt Xiafu city. At the same time, at the place of "fifteen Li in the west, Southeast of Pinghu bridge" in Fucheng, Ningxia, the construction of new Mancheng was successively organized by Ningxia generals ALU and dulai, which is the beginning of the place name of the new town of Yinchuan.
In 1912, after the founding of the Republic of China, the Beijing government ordered all provinces to lay down their governments and save their roads. Now Xixia district is subordinate to ningshuo county. In 1925, after Feng Yuxiang's northwest army took control of the northwest region, in order to change the split situation of Hui Han local power faction and small warlords, he set up an administrative region in Gansu Province. In June 1927, the provincial government was changed into a committee system, and the provincial government was formally abolished and the Ningxia administrative region was established. The county administrative office was also established at the county level, and the county magistrate was changed into the county magistrate, which was subordinate to Gansu Province. In January 1929, Ningxia was officially established as a province, with 9 counties and 2 banners under its jurisdiction. Now Xixia District of Yinchuan city is under the jurisdiction of Ningxia Province. On April 13 of the same year, Ma Zhongying led his troops through Helan Mountain to capture ningshuo county. On February 25, 1934, sun dianying captured most of ningshuo county. On April 1, 1941, Ningxia and ningshuo counties were divided, and Yongning County was added. Now Xixia district is under the jurisdiction of Yongning County. On April 11, 1944, the government of Ningxia Province set up Yinchuan City in the capital of Ningxia Province. On January 9, 1945, the capital of Ningxia Province was officially named Yinchuan city.
On September 24, 1949, the new town was liberated.
On September 28, 1949, the people's Government of Yongning County was officially established, and the new town area is the seventh district of Yongning County.
In June 1951, the Fourth District of Yongning County (including the new urban area) was under the jurisdiction of Yinchuan city and became the Fifth District of Yinchuan city. It has three township offices, namely Xincheng township (including luojiazhuang), shuangqu Township and Yingbei township (pingfuqiao township). The new urban area is the fifth District Office of Yinchuan city. Since then, Xincheng District has been subordinate to Yinchuan city.
In April 1954, the CPC Yinchuan Municipal Committee and the Municipal People's government decided to merge the four districts in the old Yinchuan city into two districts, and change the new urban area into the Second District of Yinchuan city
