Pingdu City, which is located in the west of Jiaodong Peninsula, is the largest county-level city in Shandong Province. At the end of the Qing Dynasty, Pingdu County was divided into East, Southeast, northeast, West, southwest and northwest six lanes; villages were divided into ten townships, namely, mencun, Dajia, Changle, Ninggong, Guanting, liaolan, hengluan, Qianqian, Lixian and Yunshan; 126 townships were led and 1622 natural villages were under the jurisdiction of the society.

In June 1952, Pingdu County abolished Hongshan and Longshan districts, Pingxi County abolished dianzi town and Tangtian, Heiyangshan, Sanbu, Guzhuang, Tianzhuang and Chengzi districts, Pingnan County renamed liaolan county because of the same name as Pingnan County in Guangxi, and abolished Machu, Zhaike, Tiaohe, Tingkou and Xiegou districts, Pingdong County abolished Heping, Minzhu and Liulin districts.

In March 1957, all the villages in zhougezhuang district and some villages in cuijiaji, Wanjia and landi districts were divided into five natural villages, which were under the jurisdiction of Gaomi, Changyi and Jiaoxian counties.
