Hua'an County Hua'an County, established in 1928, is located in the south of Fujian Province, northwest of Zhangzhou City, in the middle reaches of the North stream of the Jiulong River, known as the "Pearl of the North Stream". It is one of the coastal counties open to the outside world in Fujian Province. It is also the county with the largest number of Alpine compatriots living in the mainland of China. It is the largest production base of Commercial Forestry timber in Southern Fujian and the key forestry county in Fujian Province.
Hua'an, belonging to the "former Central Soviet area county", is a world cultural heritage site, a National Forest Park, a national ecological construction demonstration county, a national key tea producing county, a national tea characteristic county, a township of famous tea in China, a national advanced county in scientific and technological progress, a national advanced county in scientific and technological work, a township of Pingshan pomelo in China, a township of ornamental stones in China, a township of folk jade carving art in China, and a township of green food in China Township and national green food raw material standardization production base county.
At the end of 2018, the registered residence population was 168750, the total number of households was 52026, and the permanent population was 167 thousand. In 2019, the county's GDP will reach 17.583 billion yuan, an increase of 8.5% year on year.
On February 12, 2020, Hua'an County was selected into the list of pilot counties of ecological comprehensive compensation.
Historical evolution
In the Zhou Dynasty, Huafeng belonged to "seven Fujian areas". In the spring and Autumn period, it was under the jurisdiction of Yue State.
In the 35th year of King Xian of Zhou Dynasty (334 BC), Chu destroyed Yue and Yue people entered Fujian on a large scale. They mixed with the local aborigines and gradually formed a new Minyue tribe. Huafengdi belongs to "Minyue". In the 33rd year of the first emperor of Qin Dynasty (214 BC), Qin built Minzhong County, which is huafengdi.
In the first year of emperor Gaozu of Han Dynasty (206 BC), Liu Bang granted the title of King Goujian of Yue. Wu Zhu, a descendant of him, was king of Fujian and Yue, and his capital was Dongye county (now Fuzhou). Huafeng is under the jurisdiction of Minyue state.
In the first year of the reign of Emperor Wu of Han Dynasty (110 BC), Emperor Wu launched an expedition against Minyue, and Minyue was defeated. Therefore, Ye County was set up, which was under the jurisdiction of Kuaiji county. The county office was set up in Ye (today's Fuzhou City), and Huafeng was under the jurisdiction of Ye County, Kuaiji county.
In the Eastern Han Dynasty, Yexian County changed its name to donghouguan, and Huafeng's ownership remained unchanged.
After the first year of Jian'an (196) in the Eastern Han Dynasty, sun CE marched into Fujian and renamed it Jian'an County, which has five counties under its jurisdiction.
In 282, the third year after the return of the Three Kingdoms to the Jin Dynasty, Jin'an county was established by analyzing the land of Jian'an County, and the county government was set up in the marquis. Huafeng was included in Jin'an County of Jin'an county.
In Liang Tianjian, Jin'an county is located in Nan'an county. Longxi County was established in 540, and Huafeng was a part of Longxi County.
In the northern and Southern Dynasties, Chen changed Nan'an county to minzhou, and later to Fengzhou. In 589, Emperor Wen of Sui Dynasty changed Fengzhou into Quanzhou.
In 606, Quanzhou was also called minzhou. The next year, minzhou was changed to Jian'an county. At this time, Huafeng was a part of Longxi County in Jian'an county.
In 618, the first year of emperor Gaozu of Tang Dynasty, the Sui Dynasty died and the Tang Dynasty was established. Huafeng was a part of Longxi County, Fengzhou, which was under the jurisdiction of Lingnan Road (later renamed as Quanzhou dududufu, Jiangnan East Road).
At the beginning of Zhenguan, Fengzhou was abandoned and Quanzhou entered. Longxi County (including today's Hua'an County) is subordinate to Lingnan Dao Quanzhou.
In 686, Empress Wu approved the establishment of Zhangzhou between Quanzhou and Chaozhou.
In the first year of Shangyuan (760) of Tang Dynasty, Zhangzhou was subordinate to the south of the Yangtze River, and Huafeng was under the jurisdiction of Longxi County, Zhangzhou. During the Five Dynasties and Ten Kingdoms period, Huafeng belonged to Longxi, Zhangzhou.
In April of 978, the third year of the Taiping reign of the Song Dynasty, Chen Hongjin offered his land to the Song Dynasty. In the second year of Yongxi reign (985), Quanzhou and Zhangzhou belonged to Fujian Road and were included in the territory of Song Dynasty. Huafeng is a member of Longxi County of Zhangzhou.
In the Northern Song Dynasty, Huafeng was Jiulong Shangli, Youxian Township, lulongxi County, Fujian Province. It had nine maps and 11 baos: Puxi, Taoyuan, guide, Yingfu, Shengping, Longling, Yizhao, Huafeng, Zhenshan, Dashen and Penglai Dakeng.
During the Chunyou period of the Southern Song Dynasty (1241-1252), 33 li of Longxi County was changed into 30 capitals, and Huafeng was listed as 25 capitals of Longxi County.
In 1279, the Southern Song Dynasty was destroyed and the Yuan Dynasty was established. First, Quanzhou province was established in Fujian Province, and then the provincial library was established in Fujian Province. In the 20th year of Zhiyuan period, he went to Fujian Province from Quanzhou. At this time, Zhangzhou was upgraded to Lu, leading 4 counties, and Longxi County (including Huafeng) was subordinate.
At the end of the Yuan Dynasty, huafengdi was a part of the territory of Longxi County, Zhangzhou Road, xingzhongshu Province, Fujian Province.
In 1368, the first year of Hongwu, Emperor Taizu of Ming Dynasty, the Yuan Dynasty was destroyed and the Ming Dynasty was established. At the beginning of Ming Dynasty, Fu Jianshe was the chief minister of Fu Jianshe.
In the same year, Zhangzhou changed the road to the government, led 10 counties, Huafeng with Longxi County into Zhangzhou government.
In 1644, the first year of the reign of emperor Shunzhi of the Qing Dynasty, the Ming Dynasty died and the Qing Dynasty was established. In the third year of Shunzhi, Huafeng entered the territory of the Qing Dynasty with Longxi County, which was under the jurisdiction of Zhangzhou Prefecture, the chief minister of Fujian Province.
In 1747, the office of the county magistrate of Longxi was moved to Huafeng and set up the office of the county magistrate.
In 1911, the revolution of 1911 overthrew the Qing Dynasty. The following year, the Republic of China was founded. The rule of government was replaced by the rule of Taoism, and the departments and prefectures were changed into counties. Huafeng is Longxi County, which is divided into counties.
In the second year of the Republic of China, Fujian Province was divided into four roads: East, West, South and North. Longxi County of Zhangzhou (Huafeng county) is under the jurisdiction of Fujian west road observation envoy.
In the third year of the Republic of China, the road was changed to Dao, the observation envoy was abolished, and Dao Yin was set up. Xilu road is renamed "tingzhang road", which governs 19 counties and Longxi County (including Huafeng county).
In the 14th year of the Republic of China, the national government of Guangzhou was established, abolishing the rule of Taoism. Fujian has a provincial and county political system. Longxi County (including Huafeng county) is a county directly under the provincial government.
In 1747 (the 12th year of Qianlong reign of the Qing Dynasty), the office of the county magistrate of Longxi was moved to Huafeng and set up the office of the county magistrate. In 1912, Longxi County was set up to assist Huafeng. Huaan County was established in 1928. It was peacefully liberated on November 28, 1949, belonging to Longxi district (region) and Zhangzhou city. After the liberation of Hua'an County on November 18, 1949, the original township (town) Baojia system was abolished and a new district and village political power was established. The county has four districts: the first district (Huafeng), the second district (Gao'an), the third district (shajian) and the fourth district (Xiandu), with 73 villages under its jurisdiction.
In the winter of 1951, villages were changed to townships. The county still has four districts and 55 townships under its jurisdiction. In April 1952, Tiangong in the first district, Gaoche in the Second District, Wuyue, Baoshan, Penglai, Mianzhi, Xiazhang, Shangping, Shangzhang and neining in the third district were designated to establish the Fifth District (Mianzhi).
In 1954, the original 55 townships were adjusted to 65 townships. On September 17, 1955, the Fifth District was abolished and the first to fourth districts were renamed Huafeng District, Gao'an District, shajian district and Xiandu district. It still governs 65 townships.
On May 24, 1956, Huafeng district was abolished; on June 23, Huafeng town was officially established. So far, the county has been reduced to three districts, with 39 townships and one town under its jurisdiction. On March 17, 1957, Huafeng Town, Xiaban Township, Luoxi Township, caoban Township, Yinhe Township, Yinkeng Township, Xipo Township and Gaoshi township of Gao'an District in Xiandu district were changed into one town and seven townships directly under the county government.
On March 12, 1958, the district was withdrawn and the township merged. The county has 25 townships: Gaoling, Xiban, Huafeng, Yinhe, Wenxia, Fuchun, Pingdu, Gaoan, Gaoming, shajian, Xinjian, Shangping, dinai, Yulan, Fengshan, Mianzhi, Yushan, Xinwei, Dadao, Jitu, Hulin, Liangcun, Xiandu, Dadi, Yunshan.
On September 14, 1958, the original 25 townships (towns) and 88 high-level agricultural production cooperatives were merged into 6 people's communes, under the jurisdiction of 37 production teams and 5 farming areas. In November 1959, the commune system was decentralized, and the county's production brigade was adjusted to 75. In 1960, the production brigade was reduced to 68. From May to July 1961, the county changed 6 communes and 68 brigades into 10 communes and 110 brigades.
In 1969, Huafeng town was changed into the May 7th brigade, which was managed by Huafeng commune. In October 1980, the May 7th brigade was abolished and the organizational system of Huafeng town was restored; Gaoche commune was merged into Gao'an commune and Liangcun commune into Xiandu commune.
In October 1984, the people's commune was abolished and the township system was implemented. Liangcun and Gaoche townships were restored; Huafeng commune was merged into Huafeng town; the remaining seven communes were changed into Fengshan Township, shajian Township, Xinwei Township, Gao'an Township, Makeng Township, Xiandu Township and Hulin township. So far, there are 9 townships and 1 town in the county, with 4 neighborhood committees and 90 villages under its jurisdiction. By 1986, due to the addition of Gaocun village in Xiandu Township, the number of villages in the county increased to 91.
In 1990, Huaan County set up 1 town (Huafeng), 9 townships (Fengshan, shajian, Xinwei, Gao'an, Makeng, Xiandu, Hulin, Liangcun, Gaoche), 4 neighborhood committees and 91 villages.
In 1997, Hua'an County, with an area of 1315 square kilometers and a population of 158000, had jurisdiction over six towns and four townships: Huafeng Town, Fengshan Town, shajian Town, Xinwei Town, Gao'an Town, Xiandu Town, Makeng Town, Hulin Town, Liangcun town and Gaoche town. In September 2002, Liangcun township was abolished and merged into Huafeng town. After the adjustment, Hua'an County has jurisdiction over 6 towns and 3 townships.
In 2003, Hua'an County governed six towns and three townships: Huafeng Town, Fengshan Town, shajian Town, Xinwei Town, Gao'an Town, Xiandu Town, Makeng Town, Hulin town and Gaoche town.
In 2005, Hua'an County governs 6 towns, 3 townships and 1 industrial concentration area: Huafeng Town, Fengshan Town, shajian Town, Xinxu Town, Gao'an Town, Xiandu Town, Makeng Town, Hulin Town, Gaoche town and Hua'an industrial concentration area.
In 2010, Hua'an County governs 6 towns, 3 townships and 1 Development Zone: Huafeng Town, Fengshan Town, shajian Town, Xinxu Town, Gao'an Town, Xiandu Town, Makeng Town, Hulin Town, Gaoche town and Hua'an economic development zone.
