From the Qin and Han Dynasties to the early Tang Dynasty, the territory of Shishi belonged to Nan'an county.
In 618, the first year of Wude in Tang Dynasty, the administrative region in Shishi belonged to Nan'an County of Jianzhou; in 718, the sixth year of Kaiyuan, it belonged to Jinjiang County of Quanzhou.
In the early Song Dynasty, Shishi belonged to Jinjiang County of Pinghai, and later to Jinjiang County of Quanzhou.
In the Yuan Dynasty, it belonged to Jinjiang County, Quanzhou Road (once renamed Quanzhou prefecture).
In the Ming Dynasty, Shishi belonged to Jinjiang County, Quanzhou Prefecture.
In the Qing Dynasty, Shishi belonged to Jinjiang County, Quanzhou Prefecture. In 1766, Shishi County of Jinjiang county was set up. In July 1951, Shishi district was divided into the eighth, ninth and fourteenth districts of Jinjiang county. In June 1956, Shishi town was upgraded to a town under the jurisdiction of Jinjiang county. Shishi district belongs to Shishi town of Jinjiang County, which governs Wuxing Township and Xinhua, Xinhu and Kuanren neighborhood committees, with a total of 3 streets. In September 1958, the integration of government and society was implemented, and Jinjiang County withdrew the township to establish the people's commune. Shishi district is under the jurisdiction of Shishi people's Commune and Xiangzhi red banner people's commune in Jinjiang county. The Management Committee of Shishi people's commune is located in Shishi. It has 21 production teams and 3 neighborhood committees, namely, Gao, gangtang, zengkeng, Meigang, Yongning, yangcuo, houganbing, Guihu, hongku, Shuitou, Sanwu, Tangbian, Dalun, Ziying, puni, Gangdong, Shati, Rongqing, Xinhu, Wuxing and Kuanren. The Management Committee of Xiangzhi Hongqi people's commune is located in Wuzhou Bao, under the jurisdiction of Jinxi, Jinlin, Shihu, Xiangzhi, Gushan, Gulian, Dongpu, Hanjiang, Liantang, Liandai, Shuanghu, Wubao, cuoshang 13 production teams.
In June 1961, Shishi people's commune separated from Yongning and established Yongning people's commune. Xiangzhi red flag people's commune separated from Ganjiang and established Xiangzhi people's Commune and Hanjiang people's commune respectively.
In June 1964, the system of Shishi town was restored. Shishi has one town, four people's communes, 72 production teams and four neighborhood committees.

On December 17, 1987, with the approval of the State Council, the three towns of Shishi, Hanjiang and Yongning in Jinjiang county and Xiangzhi Township were set up as Shishi City, which was managed by Quanzhou City.
