Jinan new area, located in the south of the main urban area of Handan City, was established on October 19, 2012. It is the third strategic development new area approved by Hebei provincial government after Caofeidian new area and Bohai new area. It was identified as one of the major undertaking platforms of Beijing Tianjin Hebei Industrial Transfer by the ninth provincial Party Congress.

The new area of Southern Hebei actively constructs the development pattern of "prospering the city with industry, bringing industry with city, integrating industry with city, giving priority to ecology", striving to build an important national advanced equipment manufacturing base; a modern logistics hub in the border area of the four provinces; a two-way portal for cooperation and exchange between Beijing Tianjin Hebei and the Central Plains Economic Zone; and a modern landscape pastoral ecological new area. On November 17, 2012, the State Council officially approved the "Central Plains Economic Zone Planning (2012-2020)", which clearly put forward that "Handan will build an important national advanced manufacturing base relying on the Southern Hebei new area, and become a central city with important influence in the Central Plains Economic Zone" and "build Handan into the northern gateway of cooperation and exchange between the Central Plains Economic Zone and the Bohai rim and other economic regions".

In January 2019, the regulatory detailed planning for the starting area of Handan vocational education city was approved by the municipal government (hanzhengfu No.2). Based on Handan, the vocational education city serves the whole province, takes the Beijing Tianjin Hebei market as the core goal, integrates and introduces the high-quality vocational education resources of Handan, and creates a first-class modern vocational education demonstration area in Shanxi, Hebei, Shandong and Henan.

The planning and construction of Jinan new area will focus on the three major orientations of "an important economic growth pole in Southern Hebei", "the largest modern logistics hub in the border area of Shanxi, Hebei, Shandong and Henan", "an important national modern equipment R & D and manufacturing base, and a demonstration area integrating industry and ecology". The development of the new area is planned to be divided into three stages: near, medium and far. By 2015, the core area of the new area will have a total investment of more than 80 billion yuan, and equipment manufacturing products such as high-end pipes, special vehicles, mining equipment, cotton spinning equipment and large castings and forgings will form a rapid development trend.

In the medium term to 2020, the core area of the new area will invest more than 160 billion yuan, gather about 10 national industry leading enterprises with sales revenue of more than 10 billion yuan, and the sales revenue of equipment manufacturing industry above Designated Size will reach about 320 billion yuan, and initially build a national advanced equipment manufacturing base with outstanding leading industries, complete supporting system. Platform. Equipment manufacturing industry is one of the key strategic emerging industries cultivated by the state. As the largest iron and steel Province in China, Hebei Province urgently needs a large platform and core gathering area to promote the extension of iron and steel industry to higher value-added equipment manufacturing industry. There are three provincial-level equipment manufacturing industry gathering areas in the South Hebei New Area of Handan, which are Shangcheng, Matou and Lintan. Integrating and building a large industrial gathering platform at a higher level will surely have an important demonstration effect on our province to undertake the transfer of equipment manufacturing industry from foreign and advanced regions, enhance the gathering degree and industrial level of equipment manufacturing industry, and accelerate the transformation of development mode.

The development and construction of Southern Hebei new area will provide strong support for promoting the coordinated development of the whole province and building the growth pole of Southern Hebei. Caofeidian new area and Bohai new area have become important growth poles to drive the rapid rise of Jidong and Jizhong plates. A new regional growth pole is urgently needed in Southern Hebei, which is relatively weak in the economic plate of Hebei Province. Southern Hebei is on the edge of Beijing Tianjin, Bohai rim, Jinan, Zhengzhou and Taiyuan economic circles. Construction conditions

Jinan new area is located in Handan City, Hebei Province, at the junction of Shanxi, Hebei, Shandong and Henan provinces. Water resources are abundant.
