Construction history
On July 7, 1937, the Anti Japanese war broke out. Due to the efforts of the Communist Party of China and the strong demands of the people of the whole country, Chiang Kai Shek was forced to fight against Japan, and the Kuomintang and the Communist Party realized the second cooperation. The main force of the northern Red Army was reorganized into the Eighth Route Army of the National Revolutionary Army (the 18th group army), and the guerrillas of the southern Red Army was reorganized into the New Fourth Army of the National Revolutionary Army (the New Fourth Army for short). In order to lead and promote the great war of resistance against Japan, our Party established open offices in the areas under the jurisdiction of the Kuomintang, namely, the offices of the Eighth Route Army and the New Fourth Army.
In September 1937, the CPC Central Committee sent Dong Biwu to Wuhan to prepare for the Wuhan Office of the Eighth Route Army. In October 1937, the Wuhan Office of the Eighth Route Army was established at No.1 anrenli, Hankou, with Comrade Li Tao as the director. In December, after the fall of Nanjing, some important departments of the Kuomintang government moved to Wuhan. Leaders of various democratic parties, celebrities, cultural circles, and national famous Anti Japanese and national salvation groups also gathered in Wuhan. Wuhan became the political, military, and cultural center of the country at that time. At this time, the staff of the former Nanjing Office of the Eighth Route Army also moved to Wuhan to participate in the work of the Wuhan Office, and officially established the office of the 18th group army in Wuhan (commonly known as the "Office of the Eighth Route Army"). After the establishment of the Yangtze River Bureau of the CPC Central Committee, its office was also located in the office. In January 1938, after the New Fourth Army headquarters moved to Nanchang, the Wuhan Office of the Eighth Route Army took charge of all the work of the New Fourth Army Office in China. At that time, the Wuhan Office was an open organization of our army stationed in the provisional capital of the Kuomintang, but it was actually the center of our party's leadership and liaison in the Kuomintang ruled area.

In mid December 1937, Zhou Enlai, who was then a member of the Political Bureau of the CPC Central Committee, Secretary of the Secretariat of the CPC Central Committee and vice chairman of the Central Military Commission, came here from Yan'an to take charge of military and united front work, and engaged in various activities as a representative of the CPC. Zhou Enlai was also vice minister of the Political Department of the Military Commission in the national government. Also working here are Dong Biwu, Qin bangxian (Bogu), Ye Jianying, Li Kenong, Deng Yingchao and Luo Binghui.
The former site of the memorial hall is a Japanese style building with brick concrete structure. It covers an area of 1776.96 square meters and a building area of 2252.6 square meters.
