Historical evolution
In July 1938, the Central Committee of the Communist Party of China (CPC) started the preparatory work for the eighth Office of Luoyang in Yan'an. Teng Daiyuan and Luo Ruiqing recommended Liu Xiangsan, the head of the United Front Work Department of the CMC, as the director of the office. In August, Peng Xuefeng, Minister of military affairs of Henan provincial Party committee of the Communist Party of China and director of the United Front Work Committee, came to Luoyang as major general and chief of staff of the headquarters of the Eighth Route Army, and asked Cheng Qian, commander of the first war zone of the Kuomintang, to set up an office in Luoyang. In October of the same year, Liu Xiangsan and more than 50 comrades arrived in Luoyang to set up the "Communication Office of the Eighth Route Army in Luoyang.". Soon after, the communication office was changed into an office, and the office of the 18th National Revolutionary Army in Luoyang was officially established.
In September 1939, Comrade Liu Shaoqi personally visited the "eighth Office of Luoyang" to guide the work, and met with Wei Lihuang to discuss the United Front issues. Comrade Zhu De and Peng Dehuai also visited the "eighth Office of Luoyang" to solve the relevant incidents.
At the end of 1939, Chiang Kai Shek ordered the removal of all the offices of the Eighth Route Army except Xi'an and Chongqing. However, as Wei Lihuang worked from them, the "Luoba office" continued to exist.
In order to mobilize the masses to resist Japan, the comrades of the "Luoba office" overcame many difficulties, printed and distributed the War newspaper of the Eighth Route Army, Dawn newspaper, edited important articles in Xinhua Daily, the masses and other newspapers, and forwarded them to Party organizations in various places. Mao Zedong's "on protracted war", "on New Democracy", "Journal of the Communist Party", "the masses", "Xinhua Daily" and pamphlets on guerrilla warfare were secretly distributed to the Kuomintang controlled areas.
At the beginning of 1942, the relationship between the Kuomintang and the Communist Party deteriorated. In view of the fact that the office could not continue to exist, after asking for instructions, the "Luoba office" withdrew from Luoyang in two batches, and some comrades went to the "Xiba office" and then returned to Yan'an.
From its establishment in the winter of 1938 to its withdrawal in 1942, luobaban lasted for three and a half years.
In 1985, the former site of the Eighth Route Army's office in Luoyang was opened as a memorial hall. In 1987, it was officially opened to the outside world and became an important revolutionary site and patriotic education base in Luoyang.

It is located in the courtyard of three Qing Dynasty houses facing north and south. The three courtyards are of the same architectural structure. They were all built in 1831. They are the homes of Zhuang Yanzhen, a rich man in Nanguan. They are of brick and wood structure.
Each courtyard is divided into three parts. There are street front rooms in the front, one or two halls in the middle, upper rooms in the back, aisles beside, and two-story wing rooms on both sides of each courtyard.

On October 1, 2019, in order to celebrate the 70th anniversary of the founding of the people's Republic of China, the opening ceremony of the "China Military Parade - large scale photo exhibition celebrating the 70th birthday of the motherland" sponsored by Luoyang Municipal Bureau of cultural relics and jointly organized by the memorial hall of the eighth Route Army Office in Luoyang and Luoyang Centennial Liusheng museum was held in the West courtyard of the memorial hall on the morning of August 20.
