Daxing'anling region Daxing'anling region is a region of Heilongjiang Province. The whole region has jurisdiction over 4 districts, 1 county-level city and 2 counties, with a total area of 83000 square kilometers (Jiagedaqi district and Songling district are under the jurisdiction of Inner Mongolia Autonomous Region, with an area of 18200 square kilometers, accounting for 21.9% of the total area), and a total population of 439000.
Daxinganling region is located in the northwest of Heilongjiang Province, northeast of Inner Mongolia Autonomous Region and northeast slope of Daxinganling Mountains. It is the northernmost prefecture level administrative region in China and belongs to the continental monsoon climate of cold temperate zone.
Daxinganling area is one of the main distribution areas of national key state-owned forest and natural forest. It is also the only cold temperate bright coniferous forest in China and the only cold temperate biological gene bank in China. A large number of large and medium-sized ore deposits, such as Mohe Shabaosi gold deposit and Xinlin Tayuan lead-zinc deposit, have been discovered successively in the two metallogenic belts of Derbugan and Daxinganling.
In 2019, the GDP of Daxinganling will reach 13.86 billion yuan.
Historical evolution
In the pre Qin period, it was the territory of Donghu tribal alliance.
During the Western Han Dynasty, it was under the dual control of the Han court's huwuhuan Xiaowei and Liaodong's vassal Duwei.
During the Three Kingdoms and two Jin Dynasties, it was under the jurisdiction of Tuoba Department of Xianbei.
In the Northern Wei Dynasty, the south of the five ridges was the place of wuluohou, and the north of the five ridges was the place of Shiwei, which belonged to the Northern Wei Dynasty.
During the Sui and Tang Dynasties, it was a dependency of Shiwei Dufu and was under the jurisdiction of Pinglu Jiedushi.
In the Liao Dynasty, Lingnan was under the jurisdiction of the Zhaozhao Department of the Northeast Road of Shangjing Road, and Lingbei was under the jurisdiction of the military department of Wuji enemy lietong.
In the Jin Dynasty, the south of the five ridges was under the jurisdiction of Puhe Road, the north of the five ridges was under the jurisdiction of the recruiting department of Northeast Road, and the North was under the jurisdiction of the military department of Wugu enemy lietong.
In the Yuan Dynasty, in 1214, Genghis Khan granted Lingnan to zhuochi hasar, his eldest brother, and hechiwen erlechi, his second brother, and Lingbei to timuge uchijin, his third brother. In the 25th year of the Zhiyuan Dynasty (1288), the Yuan Dynasty implemented the provincial system, which was under the jurisdiction of Kaiyuan Road, Liaoyang province.
In Ming Dynasty, it was under the jurisdiction of nurgan. Today, Mohe city is under the jurisdiction of muhewei, Tahe county is under the jurisdiction of tahawei, huma county and Xinlin district are under the jurisdiction of ekewei, and Jiagedaqi District, Songling district and Huzhong district are under the jurisdiction of jianhewei.
In the 32nd year of Guangxu (1906), the Qing government abolished the deputy governor of Buteha, and set up the East and West Buteha governor Yamen with Nenjiang River as the boundary. Today, the Great Xing'an Mountains area is under the jurisdiction of the xibutha governor Yamen. In the 34th year of Guangxu (1908), Lingnan was under the jurisdiction of Hulun Zhili Department of Heilongjiang Province, and Lingbei was under the jurisdiction of Yuanhui Zhili department. In the first year of Xuantong (1909), Mohe County is under the jurisdiction of general Kalun of zhuerganhe and Mohe, and Tahe county and humar county are under the jurisdiction of general Kalun of humar.
On June 25, 1912, the first year of the Republic of China (1912), Lingbei was subordinate to the Zhili Hall of Heilongjiang Province. On July 1 of the same year, general Kalun of humar was transformed into humar Administrative Bureau. Lingnan belongs to the "pseudo Hulunbeier local autonomous government" of the upper class rebels of ethnic minorities.
In 1914, Lingnan was subordinate to Longjiang Road Buxi General Office of Heilongjiang Province. On January 11 of the same year, the governance Bureau of huma in Lingbei was changed into huma County, and Mohe general Kalun was changed into Mohe governance Bureau, which was subordinate to Heihe River.
In the fourth year of the Republic of China (1915), Lingnan was transformed into Buxi Administrative Bureau under the jurisdiction of Longjiang Road, Heilongjiang Province.
In the sixth year of the Republic of China (1917), Mohe Administrative Bureau in Lingbei was transformed into Mohe County, which belongs to Heihe road of Heilongjiang Province.
In 1920, Lingnan was under the supervision of Hulunbeier.
In 1925, Hulunbeier was transformed into Hulunbeier Road, which governed Lingnan area.
In 1929, Oupu county was established in Huma county. Huma County, Mohe County and Oupu County belong to Heihe municipal Preparatory Office of Heilongjiang Province. Lingnan is subordinate to Hulunbeier municipal preparatory office.
In 1932, Lingnan was under the jurisdiction of the puppet Xing'an Province, and Lingbei was under the jurisdiction of Heilongjiang Province.
In 1934, Lingnan was under the jurisdiction of Bayan banner under the jurisdiction of the newly merged puppet xingantong Province, and Lingbei was under the jurisdiction of the puppet Heihe province.
In 1943, Lingnan was under the jurisdiction of Bayan banner, a newly merged general province of Xing'an.
In November 1945, the Northeast People's Government merged the former puppet Bei'an and puppet Heihe provinces to establish Heilongjiang Province. Lingbei county is under the jurisdiction of Heihe district administrative office of Heilongjiang Province, Lingnan county is under the jurisdiction of Bayan banner of Hulunbeier autonomous province (changed to Hulunbeier temporary local government in March 1946).
In March 1946, Lingnan was under the jurisdiction of Bayan banner of Nawen Muren League. On August 12, the three counties in Lingbei were under the jurisdiction of Heihe administrative supervision office of Heilongjiang Province.
In February 1947, the three counties of Lingbei were subordinate to the office of the fifth administrative inspector of heinen province. In March, Mohe County and Oupu County merged into huma county. In September, huma was attached to the fifth Office of the new Heilongjiang provincial administrative supervision commissioner. In May, Xing'anling province was abolished and Inner Mongolia Autonomous Region was established. Nawen Muren League is under the jurisdiction of Inner Mongolia Autonomous Region, and Lingnan is under the jurisdiction of Molidawa Daur Autonomous Banner of Nawen Muren League (merged with Bayan banner).
On April 11, 1949, Lingnan was subordinate to Hulunbeier League. In September, huma County in Lingbei was subordinate to Heihe Commissioner's office, which was newly renamed in Heilongjiang Province.
On October 31, 1951, Lingnan was led by the newly established Olunchun Autonomous Banner of Hulunbeier League.
On February 10, 1964, the CPC Central Committee and the State Council decided to set up the battle headquarters to develop and construct the northeast slope of the Great Xing'an Mountains. A part of the administrative region of Olunchun Autonomous Banner and Molidawa Daur Autonomous Banner in Hulunbuir League of Inner Mongolia, the whole of huma County in Heihe special region of Heilongjiang Province and a part of Nenjiang County Administrative Region are classified as Huizhan district. The preliminary plan is to build 11 forestry companies in the war zone, including Dayangshu, Songling, Huzhong, Xinlin, Tahe, Amur, Gulian, Shibazhan, kulens, Nanwenghe and huolongmen. On August 10 of the same year, the Central Committee of the Communist Party of China and the State Council approved the establishment of the people's Committee of the Daxing'anling Special Administrative Region (city level under the jurisdiction of the province) in the Daxing'anling war zone, which is under the dual leadership of the war headquarters and the province (autonomous region) where the administrative region is located, and the local administrative work is under the leadership of the Heilongjiang provincial government. Each forestry company has a district government, and each forest farm has a township (town) government.
In January 1965, the Ministry of forestry set up the Daxing'anling Forestry Administration Bureau in the Daxing'anling war zone to implement the management system of government enterprise integration with the government of the Daxing'anling Special Administrative Region.
On April 20, 1966, the north of "nenmo highway" in Huma county and the southeast of Olunchun Autonomous Banner in Hulunbuir League of Heihe special region were divided into the administrative region of Daxing'anling special zone.
On November 26, 1967, the people's Committee of the great Xing'anling special zone was changed into the "Revolutionary Committee" of the great Xing'anling special zone.
On April 1, 1970, Hulunbuir League of Inner Mongolia Autonomous Region was under the leadership of Heilongjiang Province. The Great Xing'an Mountains special zone was changed into the Great Xing'an Mountains area. Huma County, which originally belonged to Heihe region, and Molidawa Daur Autonomous Banner and Olunchun Autonomous Banner, which originally belonged to Hulunbeier League, were under the jurisdiction of Daxinganling region. Alihe Forestry Bureau, Ganhe Forestry Bureau, Jiwen Forestry Bureau and Keyihe Forestry Bureau, which were originally under the management of Yakeshi Forestry Administration Bureau, are under the leadership of Daxing'anling Forestry Administration Bureau. Daxing'anling forestry administration is subordinate to Heilongjiang Forestry Administration.
On May 30, 1979, Molidawa Daur Autonomous Banner and Olunchun Autonomous Banner were put under the jurisdiction of Inner Mongolia Autonomous Region. Jiagedaqi district and Songling District, which were originally under the jurisdiction of Oroqen Autonomous Banner, are still under the jurisdiction of Daxinganling region, but the original land ownership remains unchanged. Alihe, Ganhe, Jiwen and Keyihe forestry bureaus are under the jurisdiction of Yakeshi forestry administration. In June of the same year, Daxing'anling Forest Management Bureau was an enterprise directly led by the Ministry of forestry.
On September 4, 1980, the "Revolutionary Committee" in Daxing'anling area was changed into Daxing'anling administrative office and became the agency of Heilongjiang Provincial People's government.
On May 14, 1981, the State Council approved the establishment of Tahe County, with Tahe district and the communes of kaikukang, yixiken and Shibazhan in Huma County as its administrative region, and stationed in Tahe town; it agreed to establish Mohe County, with the communes of Amur, Tuqiang and Gulian as its administrative region, and the communes of Mohe and Xing'an in Huma County as its administrative region, and stationed in Xilinji. Tahe and Mohe counties are led by the Greater Xing'an Mountains.
On March 6, 1982, the enterprise management system (planning and Finance) of Daxing'anling Forest Management Bureau operated independently, still directly under the Ministry of forestry, and worked together with the administrative office.
On January 29, 1986, the State Council approved that Jiagedaqi District, where the administrative office and the Forest Management Bureau are located, is a county-level district.
In March 1996, the State Council officially approved the establishment of Daxing'anling forestry group company, which is still working with the administrative office.
On February 22, 2018, with the approval of the State Council, the Ministry of Civil Affairs (min Han [2018] No. 50) approved the revocation of Mohe County and the establishment of county-level Mohe City, taking the original administrative region of Mohe County as the administrative region of Mohe city.
On April 2, 2020, Daxing'anling forestry group company was established in Jiagedaqi District, Daxing'anling area, Heilongjiang Province, ending the history of being managed by Heilongjiang Province.
