Nanfang town
Nanfang town is located in Lanshan District, Linyi City, Shandong Province. It is the main part of the North City New Area in the "three cities and three areas" layout of Lanshan district.
Nanfang town covers a total area of 57 square kilometers. Yihe River, Yihe River and Liuqing River meet here, which is the rich water district of Linyi city. Nanfang town was approved as Nanfang street by Shandong Provincial People's Government in January 2003. It has experienced the change from rural area to modern city. On September 16, 2004, the 11th meeting of the Standing Committee of the 16th Municipal People's Congress decided that the administrative center of Linyi city should be relocated to Nanfang.
Linyi Municipal Government approved Nanfang street to be renamed Liuqing Street on January 6, 2014.
Brief introduction of villages and towns
Nanfang street has superior geographical location and convenient transportation and communication. It is only 5 kilometers away from Linyi airport in the East, 100 miles away from Rizhao, Lanshan and Lianyungang ports. 5 kilometers to the west is the central exit of Beijing Shanghai Expressway, and 40 kilometers to the north is the exit of Shandong Expressway. The "seven vertical and six horizontal" road traffic pattern has been formed in the jurisdiction. All the villages are connected with roads and telephones, wired and wireless communications are connected at home and abroad, and CATV FM broadcasting is transmitted by the same cable. Soil has clay, loam, sand, production of wheat, corn, rice, vegetables, flowers and so on.
In 2004, the total output value of industry and agriculture was 3.216 billion yuan, a year-on-year increase of 46.2%; the total fiscal revenue was 58.43 million yuan, a year-on-year increase of 109%, of which the local fiscal revenue was 25.43 million yuan, a year-on-year increase of 45.4%; the per capita net income of farmers was 3883 yuan, a year-on-year increase of 320 yuan.
Historical evolution
With the development of economy, the urban functions of Linyi old city are increasingly mixed, the contradiction of narrow space such as culture and education, sports and leisure is increasingly prominent, the municipal infrastructure is lagging behind, and the city quality and city brand can not be improved.
On September 30, 2004, the reports of Nanfang District zoning planning and Linyi Municipal Service Center construction detailed planning won unanimous praise at the Third Plenary Session of the 11th session of the Standing Committee of the 16th Municipal People's Congress.
present situation
Contradictions highlighted eight years ahead of schedule
In the new century, regional economic and social development is becoming more and more important, and urban development has become the decisive factor of regional economic and social development. From the perspective of macro environment, with the rapid development of economy and society, the urban master plan compiled by quite a number of cities in China in the 1990s is far from meeting the needs of the current rapid urban development. The urban development strategy of "building a new city out of the old city" has gradually become a successful development mode, and most of them are pulled by the relocation of municipal service centers It is necessary to promote the construction of the new area.
Our city's urban development is also facing the same problem. The master plan of Linyi City (1996-2010) compiled by our city in 1996 determines that by 2010, the urban population will be 700000, the urban construction land will be 70 square kilometers, and the urban structure will be "three districts and one piece" (Lanshan District, Luozhuang District, Hedong District and Nanfang District). However, by the end of 2002, the number of permanent residents in the urban area exceeded 1 million (including 300000 transient residents), the scale of urban construction land reached 108 square kilometers, and the planned scale of urban land and population was realized eight years ahead of schedule.
Although the overall planning has determined the functions of Nanfang district as a municipal public service center for culture, education, science and technology, sports and other social services, the construction of Nanfang district has not been started on a large scale due to the failure to determine the district as a key development area and a recent construction focus in the urban spatial development and construction sequence. The construction of the downtown area in our country is mainly carried out in the south of Yihe River in Lanshan urban area, with the expansion of "spreading big cakes" and the partial transformation of the old city by the way of old city reconstruction, which forms the present situation that various functions in the old city area of Lanshan are continuously superimposed, the population density in the downtown area is increasing, the supply of road traffic resources is insufficient, and the social public service facilities are lagging behind. The heavy pressure of population, traffic and environment in the central city makes a series of urban problems and contradictions appear gradually.
Nanfang District
Relieving the urban function of the old city
Linyi Wholesale City, located in Lanshan City, has become the third famous wholesale market in China. In addition, the municipal authorities and Lanshan district level authorities are located in the same city. With the active economic, political and cultural exchanges, Lanshan city is facing more and more pressure. Therefore, the city's function and image can not be further improved, and the old city is in urgent need of relief.
The planning and construction of Nanfang district and municipal service center is an urgent need to optimize the land structure of the old city, reduce the cost of the old city reconstruction, and ease the promotion of the old city. In Nanfang, a new Municipal Service Center will be planned and built to form a new district with functions of administrative office, culture, education, scientific research, culture and entertainment, sports and leisure, life and residence. The excessive population and traffic pressure in the old urban area will be diverted, and the land for municipal, greening, environmental sanitation and other supporting facilities, education, culture, health and other social service facilities and commercial services will be increased It is not only conducive to the protection and utilization of the old city, but also to accelerate the reconstruction of the old city, so as to improve the overall image of the old city.
Old town
Focus on cultural awareness
Our city is a famous historical and cultural city in Shandong Province. The existing municipal service area is located in the north of jinqueshan Road, the west of Yizhou road and the east of Yimeng Road, with a land area of about 26 hectares. After the completion of the Yinqueshan Han tomb Bamboo Museum in 1989, the functions of residence, office, commerce, cultural protection and so on in this area were mixed and interfered with each other seriously, which was not conducive to the protection, development and utilization of Yinqueshan Han tomb bamboo culture, and to the protection of other cultural relics and historical and cultural blocks in the old city of Lanshan.
The planning and construction of Nanfang district and municipal service center is the need to protect and carry forward the excellent history and culture. Experts believe that from the perspective of strengthening the protection of history and culture and striving to create a national historical and cultural city, it is an inevitable choice to plan and build a new Municipal Service Center as soon as possible.
Planning experts suggest that the relocation of the Municipal Service Center, taking advantage of the good location and geographical environment of the original site, can transform the Han tomb Bamboo Museum and its surrounding areas, expand the museum around the Han tomb bamboo slips and the art of war, build exhibition halls, research institutes, Memorial Parks, etc., do a good job in historical and cultural articles, with the help of the art of war, a world-class historical and cultural treasure To improve the international reputation and cultural competitiveness of Linyi and expand its opening-up.
Using natural ecological elements
The function of Nanfang district is clear
The planning period of Nanfang district is 2003-2020. The functions of Nanfang district are Municipal Service Center, cultural center, sports center, commercial sub center, higher education and scientific research area, waterfront leisure resort, medium and high-grade residential area. By 2010, the population will reach 240000 and the construction land will reach 27.7 square kilometers; by 2020, the population will reach 300000 to 360000 and the construction land will reach 30 to 36 square kilometers.
The city level cultural, sports, entertainment and other facilities are located in the east of Nanfang district and south of Qingnian Road, so as to make water bank, green space and other public resources more accessible to the public; the green Delta area in the south of Nanfang district is positioned as Linyi Municipal Service Center with administrative, cultural, commercial, residential and other functions. The east side of Jingsi road is mainly for administrative office, cultural entertainment and commercial functions. Facing the waterfront green space, the layout is open to enjoy the beautiful scenery. At the same time, it forms an open and solemn momentum and space atmosphere with north facing south. In addition, in the bridgehead area where Tongda Road and Jingyi road meet, a large supermarket type means of living retail and wholesale center will be built to echo with the East-West commercial street in the north, and form an organic whole with the city level cultural, sports and entertainment center. The west side of Mengshan Avenue in Nanfang area is industrial land, and the east side is residential land. The north of Qingnian Road is the reserve for low-density development.
In terms of the general planning of Nanfang District, the special location of Nanfang District, which is adjacent to water on three sides, is fully considered. This paper analyzes the urban development form, functional structure, spatial layout, traffic organization and other aspects, makes full use of natural ecological elements, gives play to geographical advantages, and takes it as an important space stage for Linyi to show its social and economic achievements and the style of the times in the future.
The overall functional structure of Nanfang area is "one belt, one center, two axes, and group development". "One belt" refers to the riverside leisure scenery belt along the Yi River and Liuqing River, which echoes the main urban area of Lanshan in landscape. "One heart" means Linyi Municipal Service Center and urban park in the south of Nanfang district. The "two axes" are two urban commercial and financial function axes which are zonally distributed along Weiyi road and Weier road. "Group development" means that in addition to the above-mentioned central areas, residential land and industrial land mainly adopt group layout, and each group has its own system, which not only meets the needs of service radius, but also ensures the relative integrity of phased development and construction.
Direction: North to East
In recent years, according to the deployment of the municipal Party committee and the municipal government, the Municipal Planning Bureau has timely organized and carried out a series of urban planning research and compilation work.
Due to the breakthrough of the city scale index determined in the 1996 edition of the master plan, it is an urgent task to revise the master plan as soon as possible. In order to plan the urban development scientifically, the Municipal Planning Bureau commissioned Tsinghua University to organize the research on the urban spatial development strategy of Linyi, aiming at making the overall, long-term and programmatic plan for the development of the city's economy, society and environment, and providing scientific basis and theoretical support for the revision of the overall urban planning.
