It is a young and middle-aged valley. according to the soil and water conservation plan of Chun'an County, zuokouxi basin belongs to the hilly area of Western Zhejiang Province. As the area with slope above 25 ° accounts for more than 80%, the main type of soil erosion is water erosion caused by atmospheric precipitation. There are two main causes of soil and water loss. One is natural factors. Because there are many mountains and few plains in the basin, and the time distribution of annual rainfall is uneven, most of them are concentrated from April to September. Because of concentrated rainfall, high intensity and strong scouring force, erodible soil is prone to soil erosion. The other is human factors. Although the management of soil and water conservation has been strengthened since the 1990s However, due to the lack of land and more people in the area, the conversion of farmland to forest is not in place. In addition, farmers' farming habits are relatively backward. Most of the slope land is cultivated along the slope after reclamation, and the cascade land can not be developed. Therefore, once the rainfall runoff occurs, the soil erosion is extremely serious. Zuokou township is the last Township with highway access in the whole province (at the end of 2004), and it is a typical Township with small resources and poor economy. Agricultural inputs are the material basis of agricultural production and an important factor directly related to the quality and safety of agricultural products. Agricultural inputs include pesticides, fertilizers, seeds, veterinary drugs, feeds, feed additives and other items used in the production and processing of agricultural products that may affect the quality of agricultural products. In order to ensure the quality and safety of agricultural products from the source, the distribution units (households) and users (households) must pay attention to the quality and safety of agricultural inputs and application standards. Article 25 of the law of the people's Republic of China on the quality and safety of agricultural products stipulates that the producers of agricultural products shall, in accordance with the laws, administrative regulations and the provisions of the agricultural administrative department under the State Council, make rational use of agricultural inputs, strictly implement the provisions on the safe interval or drug withdrawal period for the use of agricultural inputs, so as to prevent endangering the quality and safety of agricultural products. It is forbidden to use agricultural inputs that are explicitly prohibited by the state in the production of agricultural products. safety interval refers to the shortest time between the last pesticide application and the harvest of agricultural products. During this period, most of the toxic substances of pesticides will gradually degrade due to photosynthesis and other factors, pesticide residues will reach the safety standards, and will not cause harm to human health. Different kinds of pesticides have different safety intervals. drug withdrawal period refers to the shortest period from the last use of veterinary drugs to the slaughter and marketing of edible animals or the marketing of their products (eggs and milk). During this period, the harmful substances of veterinary drugs will gradually disappear with the metabolism of animals and other factors. The residues of veterinary drugs will reach the safety standard and will not cause harm to human health. Different kinds of veterinary drugs have different rest periods. it is an important part of rational use of agricultural inputs to strictly implement the safety interval or withdrawal period in the use of pesticides and veterinary drugs. According to the requirements of the regulations on the administration of pesticides and veterinary drugs and the relevant provisions of the Ministry of agriculture, the labels or instructions of pesticides and veterinary drugs should be marked with safety intervals and rest periods, and the producers of agricultural products should use agricultural inputs in strict accordance with the marked safety intervals and rest periods to ensure the quality and safety of agricultural products. due to the fact that some agricultural inputs are harmful to the quality and safety of agricultural products and human health, the state has banned them. In terms of pesticides, the Announcement No. 199 issued by the Ministry of agriculture on June 5, 2002 explicitly prohibited the use of 18 kinds of pesticides such as BHC, DDT, toxaphene and tetramine, and prohibited the use of 19 kinds of highly toxic pesticides such as methamidophos, methyl parathion, parathion and monocrotophos on vegetables, fruit trees, tea and Chinese herbal medicines, and prohibited the use of dicofol and fenvalerate on tea plants.
