In 1692 (the 31st year of Kangxi reign of Qing Dynasty), Qiqihar city was built in bukui, also known as "bukui".

After the victory of the Anti Japanese war in 1945, in May 1946, Qiqihar Municipal government divided the original 11 districts of the city into six districts.
