Luocheng Mulao Autonomous County
Luocheng Mulao Autonomous County is located in the northern part of Guangxi, with zhiliu railway, chaluo railway and S204 provincial road passing through. It has jurisdiction over 7 towns and 4 townships, and the people's Government of the Autonomous County is located in Dongmen Town, with an administrative area of 2658 square kilometers. At the end of 2015, the population was 383200, including 267500 in villages and towns. There are 290800 Mulao, Zhuang, Miao, Yao, Dong and other ethnic minorities. Among them, Mulao nationality has a population of 124700, accounting for 33.16% of the total population. The natural growth rate of population is - 9.17 ‰. There are 44835 hectares of arable land, 12840 hectares of effective irrigation, 26760 hectares of grain (including multiple cropping) and 14661 hectares of economic crops. The forest area is 174900 hectares, and the forest coverage rate is 66.41%. Social electricity consumption is 224.83 million kwh. The total power of agricultural machinery is 222544 kW. The mileage of grade highways is 690 km, including 52 km of grade II highways. The main tourist attractions are Luocheng Park, qingmingshan manor, Jianjiang scenery, cailong waterfall, ancient Tianmen, sleeping beauty, Yayi scenery and Baotan primeval forest nature reserve. In 2011, it received 151000 tourists.
On September 25, 2018, it won the honorary title of "2018 e-commerce into rural comprehensive demonstration county" of the Ministry of Commerce.
On January 25, 2019, it was selected as the national "safe agricultural machinery" Demonstration County in 2018.
In March 2019, it will be listed in the first batch of counties for the protection and utilization of revolutionary cultural relics.
Evolution of organizational system
Luocheng has a long history, Qin is Guilin county. Han belongs to Tanzhong and Dingzhou counties. The Three Kingdoms and the two Jin dynasties belong to Tanzhong county. Huangshui county was set up in the Southern Dynasty (533), which was the beginning of its establishment. In the 11th year of kaihuang (591), Linxi County was added; in the 2nd year of Daye (606), Huangshui and Linxi were abandoned in Yixi County, belonging to Yixi county. Anxiu county was established in the fourth year of Wude (621), Huangshui county and linli County were restored, and Tianhe county was established in the fourth year of Zhenguan (630). In 972, the fifth year of Kaibao in Song Dynasty, Luocheng county was established, which was named today. Luocheng county and Tianhe county were liberated successively on November 23, 1949 and February 23, 1950. In July 1952, Tianhe county was removed and merged into Luocheng county.
On August 30, 1983, the State Council approved (guohan No. 172): Luocheng county was abolished and Luocheng Mulao Autonomous County was established. It was officially established in January 1984. The former administrative region of Luocheng county is the administrative region of Luocheng Mulao Autonomous County.
History of Luocheng
Luocheng county was located in Tanzhong county from the Han Dynasty to the Southern Dynasties. In 553 of the northern and Southern Dynasties, Tanzhong county was located in Huangshui County, which was the beginning of the establishment of the county.
In kaihuang period of Sui Dynasty, Huangshui county was abolished, and Huangshui county was directly under the jurisdiction of Dongning Prefecture. Kaihuang 11 years (591), in today's Dongmen town area added Linxian, Dongning state. Kaihuang eighteen years (598), the two counties to Li Rongzhou. Daye two years (606), waste yellow water, Lin two counties, merged into today's Rongshui Miao Autonomous County Yixi county. The next year, Yixi county was changed into Shi'an county.
In the fourth year of Wude of Tang Dynasty (621), the two counties of Linshui and Huangshui were restored, and anxiu county was newly established in the area of Dongmen town. Because of the Five Dynasties.
Song Kaibao five years (972) analysis of Wuyang, Rongshui and other counties set Luocheng County, the county name, belongs to Rongzhou. In 1074, Luocheng and Wuyang counties were abandoned and merged into Rongshui county. In the first year of Chongning (1102), Wuyang village and Luo castle were built. The next year, the abandoned castle was set up in Leshan prefecture (Luoshan Village). Rotary waste is still in Rongshui county.
This is the reason of the Yuan Dynasty.
In 1369, Rongshui county was cut and Luocheng county was restored. In the Qing Dynasty, it was still under the jurisdiction of Liuzhou Prefecture. In the seventh year of Xianfeng (1857), the Dacheng uprising army captured Luocheng and changed the county name to Chaoyang County. In 1861, the Qing army occupied Luocheng and renamed Luocheng county.
June, 1913. In 1927, it belonged to Guangxi provincial government. In 1930, it belonged to Yishan militia district. In 1932, it belonged to Liuzhou militia district. In March 1934, it belonged to Liuzhou administrative supervision district. In April 1940, it belonged to the fourth administrative supervision district. In March 1942, it belonged to the second administrative supervision district In October of 1948, it was changed to the 10th District of administrative supervision, and in July of the following year, it was changed to the 15th District of administrative supervision.
After the merger
In July 1952, after the Guangxi provincial government reported to the Central South military and political Commission for approval and transfer, and approved by the Government Affairs Council on April 23, 1953, Tianhe county was abolished, and its administrative region was merged into Luocheng county.
In March 1956, Luocheng county was changed into Yishan District, Liuzhou District in July 1956, Hechi District in May 1965 and Hechi District in 1971. On August 30, 1983, with the approval of the State Council, Luocheng county was abolished and Luocheng Mulao Autonomous County was established, with the former administrative region of Luocheng County as its administrative region. It is under the jurisdiction of Hechi district.
On June 18, 2002, the State Council approved the abolition of Hechi district and the establishment of prefecture level Hechi City, with Luocheng under the jurisdiction of Hechi City.
In 1996, Luocheng Mulao Autonomous County covers an area of 2657 square kilometers and has a population of about 340000. It has jurisdiction over 8 towns and 5 townships: Dongmen Town, longan Town, Huangjin Town, xiaochang'an Town, Qiaotou town, Siba Town, Tianhe Town, Huaiqun Town, Xiali Township, Jianai Township, Qiaoshan Township, Baotan Township and naweng township. The county government is located in Dongmen town.
According to the fifth census in 2000, the total population of Luocheng Mulao Autonomous County is 322116. Among them, there are 74356 in Dongmen Town, 42224 in longan Town, 20817 in Huangjin Town, 32373 in xiaochang'an Town, 13779 in Qiaotou town, 37540 in Siba Town, 19707 in Tianhe Town, 18939 in Huaiqun Town, 17657 in Baotan Township, 10055 in Xiali Township, 17111 in Qiaoshan Township, 5707 in naweng Township and 11851 in Jianai township.
In 2003, Luocheng Mulao Autonomous County governed 8 towns and 5 townships: Dongmen Town, longan Town, Huangjin Town, xiaochang'an Town, Qiaotou town, Siba Town, Tianhe Town, Huaiqun Town, Baotan Township, Xiali Township, Qiaoshan Township, naweng Township and Jianai township.
On June 13, 2005, the government of Guangxi Zhuang Autonomous Region (GZH 169) agreed to adjust the administrative divisions of some villages and towns in Luocheng Mulao Autonomous County: abolish Xiali Township, merge the whole system into Siba Town, and the government residence of Siba town remains unchanged; abolish Qiaotou town, merge the whole system into Dongmen Town, and the government residence of Dongmen town remains unchanged.
The county now governs 7 towns and 4 townships: Dongmen Town, longan Town, Huangjin Town, xiaochang'an Town, Siba Town, Tianhe Town, Huaiqun Town, Baotan Township, Qiaoshan Township, naweng Township and Jianai township. The county government is located in Dongmen town.

On June 13, 2005, the government of Guangxi Zhuang Autonomous Region (GZH 169) agreed to adjust the administrative divisions of some villages and towns in Luocheng Mulao Autonomous County: abolish Xiali Township, merge the whole system into Siba Town, and the government residence of Siba town remains unchanged; abolish Qiaotou town, merge the whole system into Dongmen Town, and the government residence of Dongmen town remains unchanged.

Dongmen town has five communities: Qiaotou, Fenghuang, Shizishan, Baima and Wulixiang; 19 village committees: Chongdong, Dajing, Sanjia, Yantang, Dafu, Le'er, Guyao, Deyin, Pingluo, Zhangluo, Yong'an, Fengwu, HengAn, Zhongshi, Youdong, Dongyong, Nongda, Longshan and rongmu.
Longan town governs: Longan community; 16 village committees including Pingshi, Beiyuan, Tianbao, Wuhua, Dameng, Taihe, Gao'an, Lianhua, Longfeng, Longping, Shankou, Sipan, Zhujiang, Rongshan, Sanling and Balian.
Huangjin town governs: Huangjin community; seven village committees, namely, Shimen, Baoju, Zhaibei, zhaidao, Yihe, Beisheng and Youdong.
Xiaochang'an town governs: Chang'an community; 11 village committees of Gui'an, Shuanghe, Longteng, Hebei, Luodong, Shoushan, Niubi, xiawu, Minzu, Lixin and shuangmeng.
Siba town governs Siba community and lining community; 21 village committees are Xinyin, Daxin, Siping, Simin, SIAI, Neng, Shimen, Longma, shuangzhai, Dashan, dimen, Gantang, Jihuan, Mianmian Mian, Lisheng, lile, Lijiang, Ma'an, Changchun, Xin'an and Datong.
Tianhe town governs: Tianhe community; 14 village committees of Gubang, Bairen, Jiaquan, Jinxin, Huazhang, diaoshui, Tunxiang, Weixin, Beihua, Jinxing, Jincheng, Bei'an, Jicheng and Shangchao.
Huaiqun town governs: Huaiqun community; 9 village committees, including Dong'an, Si'an, Jianjiang, Guogan, lundong, Jiawan, Xiadong, Ziqiu and gengyao.
Baotan Township governs: Baotan community; 7 village committees: Lalang, Sibao, Zhuangdong, Xihua, zhaicen, Wudi and Pingying.
