Putian, a prefecture level city under the jurisdiction of Fujian Province, was formerly known as "Xinghua", also known as "Puyang" and "Puxian". The terrain in Putian is high in the northwest and low in the southeast, with a saddle shaped cross section. It is located on the northern edge of the tropic of cancer and adjacent to the ocean in the East. It is a typical subtropical marine monsoon climate. Before the northern and Southern Dynasties, there was no county or above. According to the region, it belonged to Yangzhou in the Xia and Shang Dynasties, Qimin in the Western Zhou Dynasty, Yue in the spring and Autumn period, Baiyue in the Warring States period, Minzhong County in the Qin Dynasty, Minyue in the early Western Han Dynasty, Yexian in Kuaiji County in the late Western Han Dynasty, Houguan County in the southern Duwei County in the late Eastern Han Dynasty, Houguan County in Jian'an County in the Three Kingdoms period, Houguan County in Jin county in the Western Jin Dynasty, and Nan county in the early Southern Dynasty.
In the second year of Chen Guangda (568) and the ninth year of kaihuang (589), Putian County was abolished twice, and it was subordinate to Nanan County of Fengzhou (now Fuzhou) and Quanzhou (now Fuzhou). In the second year of Tang Shengli (699), Qingyuan County was set up in the west of Putian County. Putian and Qingyuan belong to wurongzhou (later changed to Quanzhou). In the first year of Tang Tianbao (742), Quanzhou was changed into Qingyuan County, while Qingyuan County was changed into Xianyou County. Putian and Xianyou belong to Qingyuan County. After that, Qingyuan County was changed to Quanzhou, Qingyuan army and Pinghai Navy, and Putian and Xianyou counties also belonged to them.
In 979, the fourth year of Taiping Xingguo in the Northern Song Dynasty, Emperor Taizong of the Song Dynasty ordered the establishment of Xinghua County (which is located in Youyang town of Xianyou County today) and the establishment of Taiping Army in Putian, Xianyou, Yongfu (now Yongtai) and Fuqing. In the fifth year of Taiping's rejuvenation of the country, the Taiping army was changed into the Xinghua army, and Putian and Xianyou counties of Pinghai Navy (now Quanzhou City) were under the jurisdiction of the Xinghua army. The Xinghua army was directly under the jurisdiction of the two Southwest Zhejiang roads, and was called "Bamin" together with Jianzhou, Fuzhou, Quanzhou, Zhangzhou, Tingzhou, nanjianzhou and shaowujun. Its jurisdiction was basically the same as that of today's Putian City. In the eighth year of Taiping's rejuvenation, the military administration moved to Putian County. In the second year of Yongxi of Song Dynasty (985), Fujian was separated from the southwest roads of Zhejiang and Fujian road was set up. Xinghua army was subordinate to Fujian road.
In 1276, Emperor Gong descended to Yuan Dynasty in Lin'an (now Hangzhou). In May of the same year, Zhao Shi, king of Yi, ascended to the throne in Fuzhou. He was a duanzong, changed the Yuan Dynasty to Jingyan, and promoted Fuzhou to Fu'an Prefecture, which was designated as the industrial capital. In the second year of Jingyan (1277), the military city of Xinghua was recovered. Duanzong imperial edict changed Xinghua army into Xing'an Prefecture, so Putian City is also known as "Xing'an".
In 1277, the yuan army fell into xinganzhou city. In the Yuan Dynasty, the local government set up the province of Zhongshu. Xingan Prefecture, renamed Xinghua Road, is under the jurisdiction of Jiangsu and Zhejiang provinces. It has a general manager's office, a recording department and three counties of Putian, Xianyou and Xinghua. In the 15th year of the Zhiyuan Dynasty, Fujian bank, Zhongshu province and Xinghua Road were established. In the second year of yuanhuangqing (1313), Xinghua County government moved from Youyang town to Xiangxi (now new County township of Putian County). In 1367, when Fuzhou took part in politics, Manjusri opened the city to bring down Ming Dynasty, and Xinghua Road also accepted money to return to Ming Dynasty.
In 1369, Xinghua Road was renamed Xinghua Prefecture, which was under the jurisdiction of Zhongshu province of Fujian Construction Bank. In the ninth year of Hongwu, the province of letters in Fujian Province was changed into the Department of political envoys in Fujian Province, which was subordinate to Xinghua Prefecture. Xinghua government abolished the Department of recording affairs and governed Putian, Xianyou and Xinghua counties. In 1448, Xinghua County, located in the mountainous area, suffered from serious tiger disease, epidemic disease, fewer and fewer people, and the people could not bear the heavy burden. The two townships of Wuhua and Changle were merged into guangyeli and Putian County, while Xingtai, Fuxing and Laisu were merged into xingtaili and Xianyou County.
In the Qing Dynasty, the system of Xinghua Prefecture remained unchanged along the Ming Dynasty. It still governed Putian and Xianyou counties and was subordinate to minhai Road, Fujian Province.
On January 1, 1912, the first year of the Republic of China, the Republic of China was founded and changed to the era of the Republic of China. In 1913, Xinghua Prefecture was abolished, and Putian and Xianyou counties were under the jurisdiction of nanludao, Fujian Province. In 1914, Putian and Xianyou were under the jurisdiction of Xiamen road. In the 15th year of the Republic of China (1926), the national revolutionary army launched a northern expedition into Fujian Province and established the Fujian provincial government. At the same time, Dao was abolished and PU and Xian counties were directly under the jurisdiction of Fujian Province. In 1935, the 19th Route Army of the national revolutionary army set up the people's revolutionary government of the people's Republic of China in Fujian. Fujian was divided into four provinces, namely minhai, Xingquan, Longting and Yanjian, and two special cities, Fuzhou and Xiamen. Pu and Xian counties were under the jurisdiction of Xingquan Province. In January 1936, the "Fujian incident" of the 19th route army failed. In February, Fujian provincial government set up the Fourth District Office of administrative Commissioner in Xianyou County, which governs Putian, Xianyou, Yongchun, Dehua, Datian and Hui'an. The following autumn, the special office moved from Xianyou County to Tong'an county. Until 1949, PU and Xian counties were the fourth administrative supervision area. On August 21 and 25, Putian and Xianyou counties were liberated successively.
On October 1, 1949, the people's Republic of China was founded. Fujian Province is divided into eight districts and Fuzhou and Xiamen. Putian and Xianyou counties are subordinate to the fifth administrative supervision district of Fujian Province (in Quanzhou). From April 1950, the fifth administrative supervision district was renamed Jinjiang special district. As of May 1970, the membership of PU and Xian counties remained unchanged.
In June 1970, Putian and Xianyou counties were transferred from Jinjiang District to Minhou District, and the organs of Minhou district were moved from Minhou Luozhou to Putian Chengxiang. In April 1971, Minhou district was changed to Putian district. In May of the same year, Putian district was changed into Putian district. Putian Prefecture governs Putian, Xianyou, Minqing, Fuqing, Pingtan, Changle, Minhou and Yongtai. In July 1973, Minhou County was under the jurisdiction of Fuzhou City. In May 1983, Putian district was abolished, and Fuqing, Minqing, Pingtan, Changle and Yongtai counties under the former jurisdiction were put under the jurisdiction of Fuzhou City.
On September 9, 1983, the State Council approved the establishment of Putian City, and analyzed the establishment of Chengxiang District in Chengxiang town and Chengjiao commune of Putian County, and the establishment of Hanjiang District in Hanjiang town and Hanjiang commune of Putian County. Putian City is a prefecture level city under the provincial jurisdiction, with Putian and Xianyou counties and Chengxiang and Hanjiang districts under its jurisdiction.
On February 1, 2002, the State Council approved the adjustment of some administrative divisions of Putian City, abolished Putian County and established Licheng District and Xiuyu district.
