He resigned as the leader of Taiwan in 2008 and was sentenced to 20 years for corruption and money laundering.
Chen Shui Bian has been in power in Taiwan for eight years, realizing the first round of political party rotation in Taiwan's history. During his term of office, he put forward the theory of "one side, one country", actively promoted "Taiwan independence", leading to the deterioration of cross-strait relations.
On January 12, 2020, Chen Shui Bian announced his withdrawal from politics.

Chinese PinYin : Chen Shui Bian
In 1950, Chen Shui Bian was born in guantian District, Tainan City, Taiwan Province. His ancestral home is Bai Ye Village, Taiping Town, Zhao'an County, Zhangzhou City, Fujian Province. Father Chen Songgen, mother Li Shen, Chen Shuibian is the eldest son, with one younger brother and two younger sisters. Chen Shui Bian originally wanted to be named "Chen shuipan", which was taken by his father at the request of master Ding Miao of Baoji temple in Matou district. Later, when registering his household registration, the household administrator mistook the word "Bian", so he made the mistake. Chen's father lives as a tenant farmer and a long-term worker. His family belongs to three levels of poverty, that is, the poorest of the poor. In such a difficult environment, Chen Shui Bian knew for a long time that he had to strive for the top, so he studied extra hard and was gifted. Therefore, he has often been the first since primary school.
After graduating from Tainan No. 1 middle school in 1969, Chen Shui Bian was admitted to the business administration group of the Department of business at Taiwan University in September of the same year and soon suspended.
In 1970, he was re admitted to the judicial section of the Department of law of Taiwan University. Chen Shui Bian, who was still outstanding in his college years, has received various scholarships from the cement company, the farmers' Association, Buddhism, the Lion Club, the Kuomintang and so on,
In 1973, when I was a junior in college, I was admitted to the qualification of a lawyer in Taiwan with the result of being the top lawyer, and became the youngest lawyer in Taiwan at that time. During his college years, Chen Shui Bian participated in a student association in northern China. At the meeting, he met Wu Shuzhen, a younger sister of Zeng Wen's junior high school. Wu Shuzhen was enrolled in the Department of land administration at Chung Hsing University (now the Department of real estate and urban and rural environment at Taipei University). However, Wu Shuzhen came from a doctor's family, and her family is rich. There is a big gap with Chen Shuibian's family background, so Wu's parents are not optimistic about this relationship.
In 1974, Chen Shui Bian graduated first in the law department of Taiwan University. Because his right elbow was naturally bent too large, he was exempted from military service. Therefore, he was able to directly enter the workplace and start working as a lawyer.
In 1975, Chen Shui Bian married Wu Shuzhen.
In 1976, with the support of his father-in-law Wu Kunchi, Huaxia maritime business law firm was established, with booming performance and greatly improved economic situation. He once served as a legal adviser for EVA shipping and had a hand in court with Dr. Chen Changwen, who once served as the vice chairman of the "Strait Exchange Foundation". His eldest daughter Chen Xingyu was born. After the "beautiful island" incident, Zhang Junxiong went to Chen Shui Bian and asked him to act as Huang Xinjie's defense lawyer. Until this time, Chen's life took a major turn and bumped into the political circle.
New to politics
In 1979, the beautiful island incident was an opportunity for Chen Shui Bian to step into Taiwan's political arena. Zhang Deming, who hired a lawyer for the defendant of the Meili Island incident, approached Chen Shui Bian and hoped that Chen Shui Bian would come forward to defend. Because China's Taiwan area was a one party dictatorship of the Kuomintang and China had a very tense political atmosphere, Chen Shuibian was willing to do so but not readily. Chen Shui Bian consulted his university mentor, but he did not get support. After that, he asked his wife Wu Shuzhen what she thought. Wu Shuzhen supported Chen Shuibian to speak for human rights. Therefore, Chen Shuibian became a member of the defense lawyer group of the defendant of the Meili Island incident and was responsible for defending Huang Xinjie, one of the principal criminals. The defense lawyers of the defendants in the Meili Island incident had a total of 15 lawyers, who became famous because of the case. Many of them later became important actors in the non Party movement, such as Zhang Junxiong, Jiang PENGJian, you Qing, Xie Changting, Su Zhenchang, etc. Chen Shuibian also began to actively participate in the non Party movement.
In 1981, Chen Shui Bian ran for Taipei City Councilor and was elected with the highest vote.
In 1984, Chen Shui Bian served as the president of Penglai Island magazine founded by Huang Xinjie and others.
In 1985, Chen Shui Bian resigned from the post of Taipei City Councilor and returned to his hometown of Tainan to run for the head of Tainan County on behalf of non party people. During the fierce election campaign, he hung a little bit on a stretcher and made sad appeals at the political opinion presentation venue. Finally, he lost to Kuomintang candidate Li yaqiao by about 10000 votes. The day after losing the election, his wife Wu Shuzhen was hit by an assembly car driven by worker Zhang Rongcai while accompanying her to thank the ticket, resulting in permanent paralysis of the lower body and loss of consciousness below the chest. Although the investigation later concluded that the case was an unfortunate accident, Chen Shuibian himself withdrew it, but since then, Chen Shuibian has repeatedly claimed that Wu Shuzhen had been rolled back and forth for 3 times. It was a "political car accident planned by the Kuomintang" and received many people's trust, sympathy and support.
In 1986, because Feng Huxiang, a "legislator" of the Chinese National Party, copied other people's works in his paper, and many scholars provided evidence. At that time, Penglai Island magazine described it as "replacing works with translation". Chen Shuibian and other three people were sentenced to one year by the court, and the sentence was changed to eight months' imprisonment after appeal. In the same year, Wu Shuzhen was elected as Taiwan's "legislator". After Chen Shui Bian was released from prison the next year, he continued to work as a lawyer and served as Wu Shuzhen's "congressional" assistant.
In 1987, he joined the Democratic Progressive Party and was elected as a member of the Central Standing Committee.
In 1989, Chen Shui Bian was elected as an "additional legislator" of Taiwan's "Legislative Yuan" and became the Secretary General of the Democratic Progressive Party.
In 1992, Chen Shui Bian was re elected as a "legislator" successfully.
legislator
In July 1990, while serving as a "legislator", Chen Shui Bian was affirmed by the people and the "congressional" assistants of all parties. He was one of the "increased legislators" with the best political performance.
From 1990 to 1991, during his participation in the "National Defense Committee of the Legislative Yuan", he presided over the compilation of the draft national defense organization law and exposed a number of fraudulent cases of "national defense" military procurement, including the Lafayette military procurement case that attracted much attention.
In 1991, he served as a "legislator" and was interested in holding a forum with the Chinese mainland's military in the capacity of "National Defense Council". He visited Beijing from July 21, 1991 to July 26, 1991 and took pictures in Beijing Military Museum and Tiananmen Square.
In March 1992, he became the first convener of the "National Defense Committee" of the opposition party.
In July 1993, he was selected by Newsweek as the man of the moment in Taiwan's "Congress".
Taipei Mayor
In 1994, after being upgraded to "municipality directly under the central government", the mayor of Taipei held direct elections for the first time. In the primary election of Taipei, Hsieh won the nomination of the Democratic Progressive Party's opponent, Chen Changting. At that time, the KMT had just split, which led to the dispersion of voters' votes of the pro KMT system (later the so-called "Pan blue alliance"), enabling Chen Shui Bian to be elected mayor.
In 1996, he won the honorary doctor of law of Kyungnam University in South Korea and the honorary doctor of economics of the Russian Academy of economics.
On March 21, 1996, Mayor Chen Shui Bian changed the name of Jieshou road in front of the "Taiwan leader's office" to kaidaglan Avenue, and the square next to it to kaidaglan square.
In 1998, in the Taipei mayor election, Chen Shui Bian sought re-election. In order to win back the mayor, the Kuomintang launched Ma Ying Jeou to participate in the election. In order to win the election, supporters opposed to Chen Shui Bian concentrated their votes for Ma Ying Jeou. Although Chen Shui Bian was 80% satisfied with the term of Taipei mayor, he was still defeated by Ma Ying Jeou with 688072 votes and 766377 votes. In the election, Chen Shui Bian used Taiwan native dogs and VIP dogs to compare himself with his opponents. It is generally believed that the successful integration of the blue camp and the abandonment effect caused Chen Shui Bian's defeat. On the night of the vote, when supporters determined that Chen Shui Bian was defeated, they began to support Chen Shui Bian's election as a leader.
"President" period
In 2000, Chen Shui Bian ran for the local leader election in Taiwan and was successfully elected as the first democratically elected leader of the party rotation. Since then, the media called him "the son of Taiwan".
On May 20, 2000, he became the 10th "President" and formed Tang Fei's cabinet, realizing the first rotation of political parties and peaceful transfer of political power in the "Republic of China". In October, Zhang Junxiong's cabinet was established.
In May 2001, Chen Shui Bian won the jade medal in accordance with the constitution of the "Republic of China".
In January 2002, Chen Shui Bian formed you Xikun cabinet.
On March 19, 2004, Chen Shui Bian and his running mate Annette Lu were on the way to sweep the streets in a rally in Tainan. Chen Shui Bian suffered a belly scratch, while Annette Lu was shot in the knee.
In the leader election in Taiwan held on March 20, 2004, Chen lvpei of the Democratic Progressive party ran for re-election, and took "believing in Taiwan and adhering to reform" as the main axis of national political opinion. In the end, Chen Lu narrowly defeated lien and song by 0.228%, and Chen Shui Bian was re elected successfully.
In August 2005, Gao Jie's foreign labor abuse case broke out, and the integrity of the "first family of the Republic of China" and the "Taiwan leader's office" began to be questioned under the extensive media coverage of these events. Legislator Qiu Yi often broke out the fraud cases and scandals about the Taiwan leader's office and the first family in the absence of specific evidence.
On January 25, 2006, Chen Shui Bian appointed Su Zhenchang, former chairman of the Democratic Progressive Party, as president of the Executive Yuan.
On May 16, 2006, the satisfaction rate of Chen Shui Bian's administration from 2000 to 2006 was only 5.8%, the dissatisfaction rate was as high as 88.4%, and Chen Shui Bian's support rate decreased from 79% in 2000 to 5.8%.
In June 2006, legislator Ding Shouzhong and others proposed to dismiss Chen Shuibian. The co signers were all party legislators affiliated to the Kuomintang and the people first party of China.
On July 15, 2006, most pro green people and scholars issued a statement on "democratic politics and moral crisis of Taiwan identity" (July 15 statement), calling on Chen Shui Bian to resign.
On May 25, 2006, Zhao Jianming, Chen Shuibian's son-in-law, was detained and banned by the Taipei District Court because of an insider transaction involving the Taiwan Land Development Corporation. Wu Shuzhen was also accused of accepting gift certificates from Pacific SOGO Chongguang department store, stock speculation and investment funds. There is solid evidence. Since August 2006, Shi Mingde, the former chairman of the Democratic Progressive Party, has mobilized the masses to raise funds after the media reported the possible abuse of state secret funds, the suspicious source of a large number of jewelry of first lady Wu Shuzhen and the scandal that her daughter's housekeeper paid the national salary. Shi Mingde originally agreed to launch the "million people's campaign to overthrow Chen Shui Bian" in the form of peaceful sit in and asked Chen Shui Bian to step down. However, the situation has become more and more intense, and the public sentiment participating in the overthrow of Chen Shui Bian has become more and more intense under the speeches of Shi Mingde and many political figures.
On November 3, 2006, Chen Ruiren, prosecutor of the criminal investigation center of the procuratorial Office of Taiwan's high court, closed the case of state secret funds. In the indictment, the prosecution found that Chen Shui Bian was suspected of corruption and forgery of documents. However, due to the protection of Article 52 of the constitution of the "Republic of China", the prosecution will not proceed until he is removed or dismissed.
On January 12, 2008, the legislative election of the "Republic of China" in 2008. As a result, the Democratic Progressive party suffered the biggest defeat since its founding. Chen Shuibian, who is also the chairman of the Democratic Progressive Party, announced his resignation as the chairman of the Democratic Progressive Party.
In May 2008, the embezzlement case of Taiwan Pakistan foreign aid billion broke out. Chen Shui Bian issued a statement on May 6, pointing out that "I am open-minded and have neither led nor participated in the implementation". On the same day, Qiu Yiren, vice president of the "Executive Yuan", Huang Zhifang, head of the "Ministry of foreign affairs" and Ke chengheng, Vice Minister of the "Ministry of national defense", resigned and approved the case. Some DPP members, including Su Zhenchang, have reservations about Chen Shui Bian's eight years in power, which has greatly damaged the DPP's image. They believe that the whole party can discuss whether to quit the party, while some party members have reservations.
On May 20, 2008, the outgoing leader of Taiwan.
Corruption and money laundering case
On August 14, 2008, legislator Hong Xiuzhu held a press conference to expose that Huang Ruiliang's account in Switzerland was frozen by the Swiss federal prosecutor's office due to suspected money laundering, and took the initiative to write to Taiwan to request judicial assistance. On the afternoon of the same day, Chen Shui Bian held a press conference to apologize and admit that his historical election balance had not been honestly declared, and his wife Wu Shuzhen secretly remitted his election balance for four times since 1996 to an overseas account. He learned about it for the first time in early 2008. Under the investigation of the prosecution, several cases suspected of corruption were tracked down one after another, and the source of funds and the relationship between government and business were also exposed. However, the Chen Shui Bian family insisted that all funds were political donations, not corruption.
Confidential diplomatic funds case
Chen Shuibian was accused of taking advantage of the opportunity of "diplomatic visits" 11 times from August 2000 to September 2006 to deduct and retain $30000 of the $100000 pocket money provided by the foreign-related department each time and remit it overseas for his son Chen Zhizhong to study abroad. On June 8, 2010, Chen Shuibian was acquitted in the first trial of the Taipei District Court.
Implicated cases
Case of state secret service fees: from 2003 to 2005, the whereabouts of nearly 100 million of the total state secret service fees of NT $144 million were unknown;
Taikai case: Chen Shui Bian's son-in-law Zhao Jianming bought more than 20000 taikai shares at a low price of 2 yuan per share, making a net profit of hundreds of millions in less than a year, obviously involving insider trading;
Kaojie case: Taiwan's kaojie project exposed the suspicion of large-scale collusion and fraud between officials and businessmen due to the riots in Kaohsiung and Thailand at the end of August 2005;
Sogo case: Huang Fangyan, the "imperial doctor" of Chen Shuibian's family, is accused of playing a key role in the struggle for the management right of SOGO Department store, represented by Wu Shuzhen;
Etc case: Taiwan expressway toll stations have installed etc electronic toll collection system, and there are many suspicious points in bidding and construction;
Stock speculation case: Chen Zhenan, former Deputy Secretary General of Chen Shuibian's office, used public power to buy and sell stocks, filled his private pockets, and had countless ties with Wu Shuzhen.
Fraud trial
On October 13, 2011, the collegial panel of Taiwan's "high court" found that Chen Shui Bian used his substantive influence to intervene in financial holding M & A, and Chen Shui Bian and Wu Shuzhen were changed from innocent to guilty.
On June 11, 2009, in the six major fraud cases involving the Chen Shui Bian family, the second instance of the Taiwan High Court sentenced Chen Shui Bian from life imprisonment in the first instance to 20-year imprisonment and fined 170 million. Chen Shui Bian's wife Wu Shuzhen was also sentenced to 20 years' imprisonment and fined 200 million. Chen Shuibian's son Chen Zhizhong was sentenced to one year and two months, and Huang Ruiliang was suspended for four years and paid 10 million.
On June 8, 2009, Chen Shui Bian was accused of embezzling "diplomatic pocket money", and the Taipei district court acquitted Chen Shui Bian.
On September 11, 2009, the Taipei District Court sentenced Chen Shuibian and his wife Wu Shuzhen to life imprisonment and deprivation of public rights for life in the first instance of the four major Bian family cases.
On the afternoon of December 2, 2010, Chen Shuibian, who had been detained in Taipei detention center for 734 days, was sent to Taipei prison in Guishan, Taoyuan by prison car and officially served his sentence.
On December 7, 2010, Chen Shuibian was sentenced to 17 and a half years' imprisonment. However, since he was still involved in multiple lawsuits such as the second financial reform, "confidential diplomacy", "state secret service fees", money laundering and so on, after any case was determined; Chen Shui Bian's sentence will change again, or full of variables.
Taiwan's "Supreme Court" previously ruled that part of Chen Shuibian's land purchase case in Longtan was 11 years' imprisonment and fined NT $150 million; Part of Chen minxun's payment case was 8 years' imprisonment and a fine of 5 million yuan; In July 2010, Chen Shuibian was sentenced to two years' imprisonment for money laundering in Longtan case and fined 3 million yuan. The prosecutor of the procuratorial Office of Taiwan's "high court" applied to Taiwan's "high court" for the execution of the sentence. In the afternoon, Taiwan's "high court" ruled that Chen Shui Bian should be sentenced to 18 years and June imprisonment, and fined 156 million yuan, which was easy to serve hard labor.
Medical records on bail
On June 10, 2014, Chen Shuibian commissioned a lawyer to apply for medical parole for the first time. The "Ministry of justice" of the Taiwan authorities considered that his medical condition did not meet the provisions of medical treatment on bail, so it rejected it. Chen Shui Bian also filed a statement of objection with the Taipei District Court. The Taipei court rejected the case as a non jurisdictional case. Therefore, Chen Shui Bian filed an appeal with the Taipei court and filed a statement of objection with the Taiwan High Court. In December 2014, Chen Shui Bian declared his objection to the Taiwan High Court. The Taiwan high court divided the case on the 11th and ruled that "the objection was rejected" on the afternoon of the 12th.
Criticize blue and scold green
After serving his prison sentence in December 2010, Chen Shuibian broke his news regardless of blue and green, and frequently guided the DPP. While accusing the blue camp of "political persecution", he reminded his former comrades in arms that if he helped him get dark green support, he would be at risk of being discredited.
In his recently published article, Chen Shui Bian incidentally placed Su Zhenchang and Annette Lu among the "Four Heavenly Kings". He said that when the red shirts besieged the city and asked him to step down, Su Zhenchang strongly opposed it, because if Bian stepped down, Annette Lu would take over. Su Zhenchang described Annette Lu's thoughts and actions as "unpredictable", which could cause "significant harm" to cross-strait relations once she rose to the top, and said that "being a leader is the most feared thing for many party members".
The most profitable prisoner
In prison, Chen Shui Bian has become the most profitable prisoner in the history of the island. He can earn 80000 yuan a month by writing a column for one weekly alone.
Attempted suicide
At about 9 p.m. on June 2, 2013, he tried to commit suicide by strangling his neck with a towel in the bathroom of his dormitory, but he was immediately rescued by the nurse. There was no strangulation mark on his neck and no abnormality in his body, but he was depressed.
Medical parole
Chen Shui Bian applied to the "Ministry of justice" for medical parole on December 10, 2014, and the review results of the 15 member medical appraisal team of the "Department of corrections" recommended that Chen Shui Bian's application be approved. Members of Taiwan's expanded medical team reached a consensus on the evening of December 29, 2014 to let Chen Shui Bian go on bail for medical treatment. DPP spokesman Huang DIYing said that night that respecting the results of the medical appraisal team, the "legal affairs department" of the Taiwan authorities should implement it as soon as possible according to law.
Huang DIYing also said that in the past, "Beirong" and "Zhongrong" had done the same results, but the "legal department" did not face it squarely. This time, the medical team made the same results, hoping that the "legal department" could actively and positively deal with it and let Bian be released for medical treatment as soon as possible. In addition, according to Taiwan's China times, after the third evaluation of the expanded medical identification team that night, it was determined that Bian's brain, urine leakage, hand shaking and other conditions were serious. The audit was correct, and it was unanimously approved to let Bian go on bail for medical treatment. The administrative operation was launched on December 30, 2014. If the operation can be completed quickly, Chen Shuibian, who has been in prison for six years, is expected to go home for the next year.
At 9:00 a.m. on January 5, 2015, the ten member review team of the "Department of corrections" met to consider Chen Shui Bian's medical case on bail, made a resolution, approved Chen Shui Bian to go on bail for medical treatment for one month, and made another evaluation at the expiration of the period. Chen Shui Bian can be released from prison as soon as this afternoon.
On February 5, 2015, Chen Shui Bian was granted medical parole, and the Taiwan authorities reviewed and agreed to the extension on the same day.
On March 10, 2015, in response to the fact that Xu Jiaqing, a former spokesman of the Democratic Progressive Party, disclosed in a public speech that Chen Shui Bian had received billions of new Taiwan dollars from builders, Taiwan's special investigation team 1 said that it had been handled in the "character investigation case" on March 10.
Special investigation group further pointed out that for Chen Shuibian, Wu Shuzhen and other related cases of corruption and money laundering, once the donation to the business community was summoned, relevant witnesses were summoned, and relevant evidence was investigated. The former case will be reviewed as soon as possible to clarify whether the scope of the investigation is the same as before.
On January 12, 2020, Chen Shui Bian announced his withdrawal from politics on Facebook.

Because the ending name after the word "a" is the customary usage of the abbreviation of Minnan people's names, which is mostly used by relatives and friends to call their peers and younger generations, they call themselves "a Bian" to express the style of being close to the people. The Taiwan media are used to calling the Taiwan authorities led by Chen Shui Bian the "Bian government".
In China's Chinese mainland and the United States, Chen Shuibian, who is a strong political figure in Taiwan independence, has made a commitment to "four different things" in his inaugural address in May 20, 2000. He temporarily eased the doubts of the Chinese mainland. In response, Chinese Premier Zhu Rongji responded to "four different things." The Chinese mainland will "listen to words and watch the line" for Chen Shuibian. A year later, Chen Shuibian put forward the theory of "one country on one side". As the Chinese mainland government did not recognize the political entity produced by the democratic election of the Taiwan Democratic Republic of China in the Taiwan Republic of China, the Chinese mainland government strongly protested against these declaration put forward by Chen Shuibian. Later, Chen Shuibian terminated the "national unification program" in accordance with the requirements of the people of the Republic of China.
On March 4, 2007, when attending the dinner of the Taiwan people's public affairs conference, Chen Shui Bian issued the "four wants and one no", that is, "Taiwan wants independence, Taiwan wants to correct its name, Taiwan wants a new constitution and Taiwan wants development; there is no so-called left-right line issue, only the issue of independence and reunification". However, he has also made it clear that some people in the private sector have expressed concern about changing the country name of the "Republic of China" to the Republic of Taiwan during his term of office, It was impossible for the Republic of China to achieve four times the number of seats in the national assembly, even if it could not be changed by the three countries. Let alone the idea that the Republic of China could not achieve four times the number of seats in the national assembly If I can't cheat others, I can't do it. ".
Chen Shuibian also launched a policy of "diplomacy of flames" in foreign policy, and fought with the Chinese mainland in the form of a large number of gold aid to friendly countries. The number of diplomatic relations between the Republic of China and the 31 governments of the Republic of China was reduced to 25 when it came to power. At the end of Chen Shui Bian's reign, the "png Nyunt case" about financial aid to friendly countries broke out, which led to the resignation of Foreign Minister Huang Zhifang. Qiu Yiren, the main operator of "beacon diplomacy", was subject to judicial review and detained by the prosecution.
Chen Shuibian's foreign policy is changeable, and he often breaks promises, and constantly stirs up sensitive nerves in Chinese mainland, creating the Taiwan Strait crisis. It also leads to tension with Chinese mainland. The Chinese and American governments classify Chen Shuibian as "troublemaker". According to Lin chuoshui, a DPP veteran, Bush hated Chen Shui Bian very much. In March 2008, when discussing Asia Pacific Affairs at the White House cabinet meeting, US President George W. Bush also called Chen Shui Bian a "son of a bitch" (SOB).
On the economic issues, although some Taiwan private enterprises have proposed that Taiwan and Chinese mainland should "three links" to promote cross-strait economic and trade exchanges, he also worried that Taiwan's national defense security must be reduced to the Chinese mainland's economic dependence. Therefore, the government should not actively promote it in a short period. In order to replace the westward policy, Chen Shui Bian also proposed a "Southward" policy and encouraged Taiwan businessmen to invest in Southeast Asia. In his new year's Day speech in 2006, Chen Shui Bian proposed to replace the previous "active opening and effective management" with the mainland economic and trade policy of "active management and effective opening". The KMT and PFP attacked this as a "lock-in policy" that caused Taiwan's economy to decline rapidly.
In a speech delivered at the Spring Festival of the same year, he said that he would consider abolishing the national unification program and the National Unification Council, which had been shelved for six years, and joining the United Nations in the name of Taiwan after years of failure to promote the entry of the "Republic of China" into the United Nations. However, internationally, the abolition of the national unification program and the National Unification Council violated the "one no" clause of his "four no's and one no's" commitment, and was fiercely criticized by Pan blue people. In a briefing, the US State Council made a statement in January 30th in a briefing on Chen Shuibian's new spring talks, reiterated the US policy toward Taiwan, "one China, Taiwan relations and three communiques", and opposed any unilateral change of the status quo. It also said that "the abolition of the national unification program and the National Unification Council" is like the Beijing's anti secession law, which unilaterally changed the status quo.
On February 27, 2006, after revising the terms, Chen Shui Bian announced that the National Unification Council would cease to operate and the national unification guidelines would cease to apply, which was strongly criticized by the officials of the people's Republic of China.
On July 19, 2007, the permanent representatives of Solomon Islands and other three countries transmitted a letter from Chen Shui Bian to the Secretary General of the United Nations, proposing an application for "joining the United Nations in the name of Taiwan", which was immediately returned by the United Nations on the grounds that the United Nations only accepts applications for accession from new countries that are not members of the United Nations, and Taiwan is a part of China, not a country, The legitimate status of the "Republic of China" in the United Nations has also been replaced by the people's Republic of China, so it is inadmissible.

Nanfang Shuo, a Taiwan political commentator, said in an article that people like Chen Shui Bian are both hateful and pitiful, and hateful and pitiful are entangled. A poor man must be hateful. Self distortion, misinterpret history and make up a life-saving benefactor. Chen Shui Bian is pitiful and even hateful.
Lin Yixiong, former chairman of the Democratic Progressive Party, said that the evaluation of him by the society has been determined. "Talking about this person is meaningless and it is not worth talking about in Taiwan society.".
Chen Shui Bian
