"Bayan" is a Mongolian translation, meaning "rich". Luojiaying commune was established in 1958 and changed to township in 1984. In 1996, the township was withdrawn to build a town with an area of 90 square kilometers and a population of 17000. It governs 15 administrative villages including luojiaying, houluojiaying, guluban, yaojiawan, chaosihao, Yushugou, shenggaiying, Tali, heituao, Bayan, tengjiaying, Qiaojiaying, guojiaying, jialanban and yematou. In 1999, eight administrative villages in Bayan Town, including Tali, shenggaiying, chaosihao, Yushugou, yaojiawan, guluban, jialanban and yematou, were put under the jurisdiction of the new urban area. In 2002, it has jurisdiction over the neighborhood committee of commercial street and seven administrative villages of houluojiaying, luojiaying, heituao, Bayan, tengjiaying, Qiaojiaying and guojiaying. In 2006, Bayan town was abolished, and Bayan street was established by merging with the airport neighborhood committees of Baita, shebiya, yiboss, buduli villages and Zhongzhuan road streets in the former Taipingzhuang township.
