In 1946, it belonged to Bayanhua district. In 1958, it belonged to Bayanhua commune. In 1963, Shanjian Xinmin commune was separated from Bayanhua commune. In 1984, Xinmin Township was changed. In June 2020, Xinmin Township governs 17 administrative villages.
