Kuqa economic and Technological Development Zone is located in the east of Kuqa City, starting from Chang'an Road (former South Xinjiang Road) in the west, to the west of Kuqa River in the East, to national highway 314 in the north and to South Xinjiang Railway in the south, with an overall planning area of 47.97 square kilometers. Since the start of infrastructure construction in 2003, the development zone has completed a total investment of 650 million yuan, and has successively completed the overall planning of Kuqa chemical industry park, industrial development planning of Kuqa chemical industry park, environmental impact assessment of Kuqa chemical industry park, and special assessment work of fire protection, safety, geological disasters, water resources, overlying minerals, intensive land use, etc.
On April 29, 2015, the State Council approved Kuqa to establish a national economic and Technological Development Zone.
Overview of the Development Zone
On January 5, 2004, Kuqa economic and Technological Development Zone was approved by the people's Government of the autonomous region as an "autonomous regional chemical industry park". In August 2010, Kuqa economic and Technological Development Zone was renamed as Kuqa economic and Technological Development Zone. In January 2005, Kuqa economic and Technological Development Zone was rated as one of the ten "parks with the most investment value of China's petrochemical industry" in China. In September 2009, Kuqa economic and Technological Development Zone was approved by the science and Technology Department of the autonomous region to establish an "autonomous regional chemical industry park" In September 2010, Kuqa economic and Technological Development Zone was designated as "Kuqa national high tech industrial base of petroleum and natural gas chemical industry" by the Ministry of science and technology of the people's Republic of China.
Industry orientation
With abundant natural gas as raw material, the advanced conversion process is adopted to produce syngas according to natural gas conversion, methanol and ammonia are produced from syngas, and then the methanol and ammonia are deeply processed to produce a series of chemical products to develop natural gas chemical industry; with abundant condensate as raw material, petrochemical products are produced according to condensate aromatization (or ethylene cracking) Under the condition of mature conditions, through the construction of large-scale refining units, the integration of characteristic heavy oil processing is implemented to develop petrochemical industry. Kuqa economic and Technological Development Zone will become a national large-scale chemical production base integrating natural gas chemical industry, petrochemical industry and fine chemical industry.
Kuqa economic and Technological Development Zone takes natural gas chemical industry as the main body and methanol extended processing as the main content of chemical industry as the leading industry. The industrial structure is generally divided into three kinds of raw material routes, and the chemical product chain is basically extended around these three kinds of raw material routes.
1. Product chain with natural gas as raw material;
2. Product chain with condensate as raw material;
3. Integrated product chain of characteristic heavy oil processing with refining as the core;
Its main products are: refining products, dry gas to ethylbenzene, styrene, polystyrene, etc.
Planning structure
The planning determines that Kuqa economic and Technological Development Zone will form the overall planning structure of "six districts, five axes, three rings and one center".
Six districts
From west to East, the development zone plans four industrial processing zones, i.e. class I and II Industrial Zone, characteristic heavy oil processing and downstream chemical zone, natural gas downstream chemical zone and aromatic hydrocarbon downstream chemical zone; material distribution and storage and transportation zone is formed along the southern part of the development zone and the parallel area of Southern Xinjiang Railway; core ecological greening zone is formed in the middle of the Development Zone, which is also a petrochemical tourism, sightseeing and exhibition zone It is a functional area integrating demonstration and popular science education.
Five axis
Tianshan Road, Xingfu road and Donghuan Road in the east-west direction, Changchun Road and Jingsi road in the north-south direction are planned to be the main roads of the development zone. Relying on the main roads, five main axes of "three horizontal and two vertical" are formed to connect the functional areas of the development zone.
Three rings
In the Development Zone, a 150-200m wide green belt is set up in combination with Tianshan Road, East Ring Road, Changchun Road and natural gullies to form a circular protective and isolated green belt in the Development Zone, which is also used as the land for laying various pipelines in the development zone.
One center
The public service and management center of the park is arranged along the middle of the east ring road.
Physical geography:
The development zone is high in the north and low in the south, with a slope of about 1% in the north-south direction. There is a Kuqa River in the east of the development zone. There are two platforms in the north of Tianshan Road in the development zone. The East platform is located between Chang'an Road and Changchun Road, the West platform is located at Jingsi Road, and a small island platform is located in the west of the horticultural farm, It is suitable for pipeline and power corridor. The area south of Tianshan Road in the development zone is flat.
External transportation conditions:
Highway: Tianshan Road and Changchun Road are the entrances and exits of the Development Zone, and national highways 314 and 217 are the main highways of the development zone. Railway: the railway stations and yards in the Development Zone shall be constructed according to the overall planning of the railway department. It is planned to set up a freight depot in the material distribution storage and transportation area of the Development Zone, and introduce a special railway line from the southern Xinjiang Railway line to the storage and transportation area, so as to ensure smooth railway transportation in the development zone. Pipeline transportation: 200m protection greening is reserved along the north of Tianshan Road in the Development Zone, which is also used for natural gas and crude oil input pipeline.
Water source status:
Dongcheng water plant in the development zone has a daily water supply capacity of 90000 cubic meters. The water consumption of enterprises in the development zone is 45000 cubic meters per day. Dongcheng water plant can fully meet the production and domestic water demand in the development zone. A new Chengbei water plant is built 9 kilometers north of the Development Zone, with a daily water supply of 200000 cubic meters, which can meet the future water demand of the development zone.
Power condition:
Two 110 KVA substations have been built in the Development Zone, and 220 KVA substations are under construction and will be put into use. The annual power consumption of enterprises in the park is 300 million kwh, and the power consumption of enterprises in the development zone is double circuit connection.
natural gas:
The natural gas sources in the development zone are YAKELA natural gas station of Sinopec, Menkou station of Zhongshi oil depot and natural valve station of chemical industry park. In 2010, the natural gas demand of the development zone was 1 billion cubic meters.
Chemical enterprises and scale:
The main products of Tahe branch of SINOPEC are gasoline, diesel oil, asphalt, solvent oil, etc., with an annual output of 2.2 million tons; Aksu Huajin Chemical Fertilizer Co., Ltd., with an annual output of 300000 tons of synthetic ammonia and 520000 tons of urea; Tianhe chemical plant, with an annual output of 20000 tons of civil explosives; Jinshi asphalt Co., Ltd., with an annual output of 300000 tons of modified asphalt; Kuqa Huawei Industrial Co., Ltd., with an annual output of 150000 tons of petroleum coke; Kuqa Petrochemical Co., Ltd Tianshan environmental protection dimethyl ether Co., Ltd., with an annual output of 60000 tons of dimethyl ether; Kuqa Xincheng Chemical Co., Ltd., with an annual output of 150000 tons of dimethyl ether; Xinjiang Lvyuan gas Trading Co., Ltd., with an annual output of 4000 tons of liquefied petroleum gas; Kuqa Chenguang building materials and coatings Co., Ltd., with an annual output of 10000 tons of latex paint; Kuqa Changyuan Ecological Environmental Protection Technology Co., Ltd., with an annual output of 30000 tons of waste mineral oil recycling; Kuqa Chedafang Industrial Co., Ltd., with an annual output of 150000 tons of carbon products; Qinghai products Kuche Wutai Co., Ltd., with an annual output of 200000 tons of carbon products.
