Anhui Huoqiu Economic Development Zone

Huoqiu economic development zone is located in the northwest of Huoqiu County, adjacent to Huaihe River in the north and Henan Province in the West. Covering an area of 41 square kilometers, it governs eight administrative villages, namely Wuji, Changshan, Huanshan, Eryan, Pengdian, Baimiao, Mawei and Maotai, with a permanent population of 21000.

Its predecessor is Huoqiu iron ore Industrial Park; in May 2003, Huoqiu iron ore Bureau was established; in April 2006, Anhui Huoqiu economic development zone was established with the approval of the provincial government, and approved by the national development and Reform Commission in July of the same year. It is a provincial-level development zone and a 100 billion yuan iron and Steel Industrial Park in Lu'an City. In 2013, it was approved as the first batch of industry city integration demonstration park in Anhui Province; in 2014, it was approved as the national recycling transformation demonstration pilot park; in July 2016, it was approved as the joint construction Park with Hefei high tech Zone by Anhui Province; in January 2019, it was recognized as the modern environmental protection industry demonstration park of comprehensive utilization of crop straw in Anhui Province (the second batch) by Anhui Provincial Department of agriculture, Department of Finance and other six units. The Management Committee of Huoqiu Economic Development Zone assists the county Party committee and the county government in serving, managing and developing Huoqiu iron ore resources, and is committed to the economic development of mining and metallurgy. The development zone has management committee, Party Working Committee and discipline Working Committee. The management committee has seven sub section level secondary organizations: Management Committee Office of the working committee, planning and Construction Bureau, finance and Taxation Bureau, Social Affairs Bureau, Economic Development Bureau (China Merchants Bureau), work safety supervision and Environmental Protection Bureau, and government affairs service center. Iron ore resources

Huoqiu iron mine covers an area of 300 square kilometers, with proven reserves of 2.5 billion tons and prospective reserves of more than 3.5 billion tons, ranking fifth in China. It has the advantages of large reserves, shallow burial, thick ore body, good washability and simple hydrogeological conditions. The average geological grade of Huoqiu iron mine is 32.2%. Through beneficiation experiments, the metal yield is about 86%, the concentrate grade is 65%, and the concentrate grade reaches 7.5% after deep beneficiation 19%, single mineral component, low content of sulfur and phosphorus.

In 2019, the fixed production investment will reach 4.313 billion yuan (including iron ore mining and dressing enterprises outside the zone), with a year-on-year increase of 41%; the iron ore mining will reach 16.81 million tons, with a year-on-year increase of 12%; the iron concentrate will reach 6.04 million tons, with a year-on-year increase of 11%; the total industrial output value will reach 9.773 billion yuan, with a year-on-year increase of 114.6%; and the tax revenue of the development zone will reach 960 million yuan.

Key projects

In 2019, we will continue to promote the implementation and acceptance of recycling transformation projects. Among the 30 projects, 16 have been completed and 12 are under construction, with a total investment of 2157.3311 million yuan, accounting for 59.5% of the total approved investment, and a special reward fund of 41.3834 million yuan has been allocated. The project approval of Huoqiu iron ore powder loading base has been approved by China Railway Shanghai Bureau, and has been submitted to China Railway Corporation for approval. We will continue the construction of Pengdian phase II resettlement housing project, complete the main construction of four buildings and the bidding of elevators; complete the construction of Xiaogang road; complete the expansion of Longma water plant and rural drinking water safety project; and complete the 11 km extension project of seven villages. We have completed the application for 9 road projects of the poor village upgrading project and handed them over to the County Transportation Bureau. The Siwei road project has entered the construction site, and the bidding for Miaoshan road and Liuwei road has been completed. The demolition of 474 households in 9 villager groups of 2 villages in the West and 165000 square meters in 10 households in the south of the steel plant has been basically completed. The demolition of 172 households in 4 villager groups in the east of the steel plant has started rapidly. The project of steel plant railway special line has been approved by China Railway Shanghai Bureau, and the preliminary procedures of energy rating are being handled. Since the resumption of the construction of the iron and steel project, the construction of each process has been steadily promoted, the overall image progress of the main process of the project has been completed by 95%, and the total payment has reached 10.5 billion yuan, which has been preliminarily inspected by the national emergency management department.

In 2019, 5.359 billion yuan of investment will be attracted in place, and 3.359 billion yuan will be overfulfilled. In the whole year, 12 new projects of RMB 100 million were introduced (dry quenching waste heat power generation project, sintering flue gas desulfurization project, water slag fine grinding comprehensive project, gas power generation comprehensive project, Liugang logistics park project, 4 million tons pellet project, jinliao composite magnetic project, Jinding textile project, Liuxing Logistics Park, Huanshan mining 200000 tons iron ore technical transformation project, re collection iron ore technical transformation project, Weibo furniture project) Two projects (mica iron oxide project and dry mixed mortar project) with a total investment of more than 50 million yuan were introduced to complete the annual task.

By 2019, 13 photovoltaic projects have been completed, with a total power generation of 1230kw; SINOSURE grants have been fully covered in the compulsory education stage; Yulu plan has applied for 93000 yuan for 31 people; 111 dilapidated houses have been reconstructed, and subsidies of 1422000 yuan have been issued; 206 public welfare jobs have been developed to solve the employment of poor households with labor ability; 829 industrial poverty alleviation households have been granted subsidies of 2418000 yuan, which has driven the growth of poor households The total income was 7.2 million yuan and the average household income was increased by more than 8700 yuan. The outstanding problems of "two don't worry about three guarantees" and drinking water safety were investigated. In September, 1150 poor households passed the national poverty alleviation census.

environmental protection

We will carry out day and night inspection to ensure that we can win the battle of blue sky; we will further implement the river head system; the extension pipe network project of the sewage treatment plant has passed the budget audit, and the sewage outlets in the development section of Fengxi main canal have been renovated; we will comprehensively strengthen the protection of water resources, the control of water ecological space, the prevention and control of water pollution, the treatment of water environment, and the restoration of water ecology. Regular supervision and inspection should be carried out to consolidate the responsibility of safe production and food safety production. Constant efforts should be made to stop 12 "scattered, disorderly and polluted" enterprises, ban 2 oil filling points, and rectify 6 catering service units, 14 coal-fired boilers and bucket water production and operation units.

Grass roots Party Building

We should standardize the theme education of "never forget the original intention and remember the original destiny". We should carry out the central group learning monthly, focus on the activities of striving for the advantages and evaluating the day, conscientiously carry out the "three meetings and one lesson" and other activities, do a good job in the party construction report and appraisal of the Party branch secretary, and complete the rectification of the party organization in Wuji village and pass the acceptance. Efforts have been made to develop the village level collective economy. Each village has an income of more than 50000 yuan, of which the income of Maotai village is 650000 yuan.
