Industrial construction
Located on the Bank of the Yangtze River, Laoqiao town has a long history and profound culture. It is only a river away from the city of Ma'anshan and Wuhu, less than an hour and a half away from Nanjing and Hefei. As one of the four major economic sectors in Hexian County, Laoqiao town is playing more and more of its great advantages, and ushering in the historical opportunity of vigorous development in many fields, such as economy, culture, social undertakings, etc. The construction of industrial concentration area provides a good platform for the economic development of our town. The industrial concentration area of Laoqiao town was built in April 1999, with a planned area of about 500 mu and a built-up area of about 258 mu. There are 14 enterprises with 436 employees in the industrial concentration zone. The existing industrial concentration area drives 281 workers to transfer, which can increase the average annual income of each transferred labor force by about 5000 yuan. The industrial concentration area of Laoqiao town has utilized 148 million yuan of domestic and foreign capital and absorbed 42 million yuan of local private capital. Since the completion of the concentration area, it has achieved a total industrial output value of 320 million yuan, total profits and taxes of 59 million yuan and total taxes of 14 million yuan, accounting for 34% of the fiscal revenue. Since 2007, the total industrial output value has reached 60 million yuan, the total profits and taxes 13 million yuan, and the total taxes 3.2 million yuan, accounting for 37% of the fiscal revenue. This spring, the municipal planning and Design Institute of Laoqiao town was invited to prepare the master plan for urban construction of Laoqiao town from 2007 to 2020, and the construction of Maanshan Yangtze River Bridge (Qiaoxi) economic zone and town industrial concentration area were included in the planning scope, adhering to the principle of "planning first, paying equal attention to construction and management" and overall development. In the process of strengthening the infrastructure construction of the industrial concentration area, our town always insists on combining it with the construction of small towns, and strives to make sure that resources do not boil, investment does not repeat, and take precautions to jointly promote. At the same time, we should pay attention to environmental protection. We should not introduce enterprises with high pollution and high energy consumption. We should try our best not to introduce enterprises with limited investment by the state and enterprises with fixed assets investment less than 3 million yuan. Strengthen the supervision of the existing enterprises with pollution in the industrial concentration area, and actively cooperate with the environmental protection department to guide the enterprises to do a good job in the rectification work. The industrial concentration area of Laoqiao town has begun to take shape, but many problems have been exposed in the process of development. The serious shortage of land reserves, the increasing difficulty in land acquisition from the masses and the difficulty in obtaining land use indicators are particularly prominent. This is the biggest difficulty in the development of industrial concentration area. In order to solve this contradiction and problem, our measures are as follows: (1) increase the government's investment and financing efforts, increase the compensation for land requisition, patiently and meticulously do the mass work, improve the procedures, and increase the land reserves; (2) strictly control the entry-level of investment enterprises, try not to introduce the enterprises with too little investment in fixed assets, and urge the enterprises that have been introduced as soon as possible At the same time, we should strictly control the amount of land used by investment enterprises, adhere to the principle of "enough but not much", and guard against investors "enclosure", so as to save land.
