Baishanzu town is the highest mountain town in East China. It is located in the core area of Baishanzu National Park. The altitude of the town government is 1138 meters, with an average altitude of 1089 meters. The climate is warm in winter and cool in summer. The average temperature of the hottest month in summer is 22.5 ℃. It is a rare summer resort. Baishanzu town is located in the northeast of Qingyuan County, Zhejiang Province, 22 kilometers away from the county. It borders Jingning She Autonomous County and Zhangcun Township in the East, Longquan City and Jingning She Autonomous County in the north, wudabao Township and Xianliang town in the south, Longquan City in the west, and chegen village, where the town government is located. The total area is 190.26 square kilometers, the cultivated area is 8.73 square kilometers, the mountain forest area is 140.71 square kilometers, and the forest coverage rate is 88.8%. The town governs 17 administrative villages and 31 natural villages (17 administrative villages), which is a representative eco-tourism town in Lishui City. Evolution of organizational system
Before liberation, Baishanzu area was called Erdu in ancient times, and the main population gathering villages were Sandui village, Hehu village, Longyan village and other administrative villages.
In July 1958, wanlilin forest farm of Qingyuan County was established.
On November 1, 1980, Lishui Administration approved the establishment of "wanlilin industrial and commercial complex" (administrative level equivalent to District Office) based on wanlilin forest farm, which was divided into four brigades: Huangpi, qiaomo, chegen and Tongzi of Hehu, zhailang commune and houguang commune.
On May 5, 1982, Wanli forest office was established, and the original "Wanli forest industrial and commercial joint enterprise" was abolished.
In October 1982, Huangpi, chegen, qiaomo and Tongzi villages were designated to establish Huangpi management area, which is subordinate to Wanli forest area
In May 1984, the original Huangpi management area was transformed into chegen Township, and Wanli Forest District governs chegen Township, Hehu Township and zhailang township.
In 1992, Qingyuan County implemented the adjustment of withdrawing and expanding the township, abolished the establishment of Wanli forest area, merged chegen Township and zhailang Township, and established Baishanzu township.
On March 28, 2013, the reply of Zhejiang Provincial People's Government on the adjustment of some administrative divisions of Qingyuan County (zzh No. 61): it is agreed to abolish the organizational system of Hehu Township and Baishanzu Township, and merge to establish Baishanzu town.

In 2019, after the scale adjustment of administrative villages in Qingyuan County, Baishanzu town will be adjusted from 17 villagers' committees to 9 villagers' committees. It includes:
(1) Four villagers' committees, including chegen village, Huangpi village, qiaomo village and Tongzi village, were abolished, and Baishanzu village villagers' committee was established;
(2) The three village committees of Longyan village, Fengping village and Liyang village were abolished, and the village committee of Longyan village was established;
(3) The three village committees of Huangshui village, Huangshui Ao village and XiPai village were abolished, and the village committee of Huangshui village was established;
(4) Two villagers' committees, including huangtuiyang village and Kengdi village, were abolished, and huangtuiyang village villagers' committee was established. The village committee was stationed in huangtuiyang village.
Five village committees including Hehu village, Sandui village, jiuzhuyang village, Lanni village and zhailang village are reserved.
