Jiulonghu town is a town under the jurisdiction of Zhenhai District, Ningbo City, Zhejiang Province. Most of the town area was originally under the jurisdiction of Hetou city and Wenxi township of Cixi County (today's Cicheng). It overlooks Putuo Mountain, the Buddhist kingdom of Haitian in the East, the downtown of Ningbo in the South, Cicheng, the old town of Ningshao plain in the West and Hangzhou Bay in the north. The town governs 1 community and 11 administrative villages, with an area of 65.3 square kilometers and a population of 37356 (2017). With beautiful scenery and pleasant environment, it is known as the "back garden" of Ningbo.
In October 2019, Jiulonghu town was selected as one of the "Top 1000 towns with comprehensive strength in China in 2019".

The ancient name is Hongluo (Hetou) and Wenxi township. At the end of the Northern Song Dynasty, the descendants of Xu Zhongsun, who was a member of the army of foreign affairs in the Ming Dynasty, migrated here from Fenghua. Xu's native place is Huizhou, which can be interpreted as the hidden settlement of wild geese; it can also be interpreted as the source of the river, which forms a river from the water of the mountain and reaches the outer river, so it is named Hetou.
Hetou township was liberated on May 25, 1949, named Xihe township. Its office address is located in the western style house behind Tiangu village, which governs 12 administrative villages.

Gaili Zhenhai
In 1956, Hetou Township and Xigu Township were merged into one Township, still named Xihe Township, which was under the leadership of Luotuo District of Zhenhai county. (camel bridge was originally under the jurisdiction of Cicheng, Cixi County.)
In October 1958, during the period of people's communization, Luotuo district was renamed Luotuo commune. Xihe township was divided into two administrative areas: Hetou administrative area and Xihe administrative area.
In August 1961, Xihe and Hetou were merged into Xihe people's commune management committee.
In April 1962, the Management Committee of Xihe commune was divided into two communes, Hetou commune and Xihe commune.
At the end of the "four Qing Dynasty" in March 1967, Xihe and Hetou still merged into a commune during the "Cultural Revolution".
In June 1968, it was renamed the Revolutionary Committee of Hetou commune, and in December 1980, it was renamed the Management Committee of Hetou people's commune.
In October 1983, according to the requirements of the higher authorities, the government and society were separated, and the government was officially named Hetou Township People's government. In 1996, it covers an area of 36 square kilometers and has a population of 14000. It governs 21 administrative villages including Hengxi, Shizilu, Changsheng, Qinshan, Heshan, Jinchi, luxiaxu, majiaqiao, Yingjia, wujiaao, duguo, Xihe, Xijing, Shaojia, Caolang, Yangjia, tianshechen, chenshen, Tiangu, Xiaqi and langjiaping.
The former Changsheng village is located at the south foot of Huajiashan mountain, the head of Shizilu reservoir dam and the head of changqiaotou. It has jurisdiction over seven natural villages: changqiaotou, zhoujiaxiang, tianyangshen, Shangjia, Maoling, yangjialingxia and meisongjiao. It has a population of 240 households and 613 people.
In September 2001, Jiulonghu Town, named after Jiulonghu, was established by merging the four villages of shihshi, Changhong, Wenxi and Zhongxin (namely, eight villages of two townships of shihshi and Wenxi, which were merged into Luotuo town in May 1992) and the original Hetou township. It covers an area of 63.67 square kilometers and has a total population of 21800. It has jurisdiction over 11 administrative villages and is located in Hetou Village (formerly Hetou township).
By the end of 2002, it had jurisdiction over Shiji neighborhood committee and 11 administrative villages, including Jiulonghu, tianyangchen, dujiaao, xijingtang, Hetou, Xihe, Shiji, Changhong, Wenxi, Zhongxin and Tiangu.
At the end of 2005, it covers an area of 65.3 square kilometers and has a population of 24800. It has jurisdiction over a community in Siyuan and 11 administrative villages in Hetou, Tiangu, Shishi, Zhongxin, xijingtang, tianyangchen, Changhong, Wenxi, dujiaao, Jiulonghu and Xihe. After the adjustment of the administrative division in October 2001, Jiulonghu town made full use of the advantages of being close to the mountains and the sea, convenient transportation and perfect facilities.
