The production of silkworm eggs in silkworm farms is divided into three levels of breeding (original seed, original seed and first generation hybrid) and four levels of seed production (original mother seed, original seed, original seed and first generation hybrid). Any person engaged in the production or business operation of silkworm eggs shall obtain a license for the production or business operation of silkworm eggs.

Production and management of silkworm eggs

Article 16

To apply for a silkworm seed production license, the following conditions shall be met: (1) to meet the requirements of the national and regional sericulture development plan; (2) to have a mulberry garden (tussah forest) or a stable and safe raw silkworm breeding area suitable for the production capacity of silkworm seeds; (3) to have funds and inspection facilities suitable for the production of silkworm seeds; (4) to have professional and technical personnel suitable for the production of silkworm seeds;; （5） (6) the annual production capacity of the first generation hybrid is more than 50000. to apply for the production license of silkworm eggs for cold storage and pickling, it is necessary to have the cold storage warehouse, pickling equipment and instruments, site and relevant professional and technical personnel suitable for the cold storage capacity.

Article 17

The following conditions shall be met when applying for a silkworm seed business license: (1) there are places, funds, preservation, inspection and other facilities suitable for the scale of silkworm seed business; (2) there are professional and technical personnel suitable for the scale of silkworm seed business; (3) the silkworm seeds should be approved varieties.

Article 18

An application for a license for the production and operation of silkworm eggs shall be submitted to the competent administrative department of agriculture (sericulture) of the local people's government at or above the county level. The competent administrative department accepting the application shall complete the examination and approval within 20 working days from the date of receiving the application, and report to the competent administrative department of agriculture (sericulture) of the provincial people's government for examination and approval. The administrative department of agriculture (sericulture) of the provincial people's Government shall make a decision on examination and approval within 20 working days from the date of receiving the application. If approval is not granted, the applicant shall be notified in writing and the reasons shall be explained. the form of silkworm seed production and business license shall be stipulated by the Ministry of agriculture. the cost of production and business license for silkworm eggs shall be in accordance with the provisions of the financial and price departments of the State Council.

Article 19

The period of validity of the silkworm seed production and business license is three years. If it still needs to continue production or business operation at the expiration of the term, it shall go through the examination and approval procedures according to the original application procedures 30 days before the expiration of the term. if the license items are changed within the validity period of the license, the change procedures shall be handled in a timely manner. It is forbidden to forge, alter, transfer or rent the silkworm seed production and business license.

Article 20

Where an advertisement for silkworm eggs is published, a copy of the license for production and business operation of silkworm eggs shall be provided. The content of the advertisement shall conform to the provisions of relevant laws and regulations, indicate the approved name of the silkworm variety, and the text introduction shall conform to the actual characteristics of the variety.

Article 21

The silkworm eggs sold shall pass the quarantine and inspection, and shall be attached with the silkworm eggs quarantine certificate, quality certificate and label. the label of silkworm eggs shall indicate the name of the enterprise (seed farm), the address of the enterprise (seed farm), the name of the variety, the period, the batch, the executive standard, the amount of eggs, etc.

Article 22

The production and business operators of silkworm eggs shall establish archives for the production and business operation of silkworm eggs. the production archives of silkworm eggs shall state the name of the variety, the source of the parents, the place of reproduction, the quantity of production, the results of quarantine and inspection, the person in charge of technology and quality inspection, the direction of sales, etc.; the management archives of silkworm eggs shall state the source, the place of preservation, the quality status, the direction of sales, etc. the production and management archives of silkworm eggs shall be kept for at least two years.

Prohibited acts

Article 23

It is forbidden to sell the following silkworm eggs: (1) passing off unqualified silkworm eggs as qualified ones; (2) passing off the names or varieties of other enterprises (seed farms); (3) silkworm eggs without quarantine certificates, quality certificates and labels of silkworm eggs as stipulated in Article 21 of these measures.

Article 24

The export of original mother species, original seeds and original seeds is prohibited. The export of the first generation hybrid after examination and approval shall be approved by the administrative department of agriculture (sericulture) of the people's government at the provincial level and reported to the Ministry of agriculture for the record. "approval form for the export of silkworm F1 hybrids" shall be formulated by the Ministry of agriculture.
