Yangmingtan bridge, located on the Songhua River in Harbin, Heilongjiang Province, is the longest super large river crossing bridge in the north of the Yangtze River. Yangmingtan bridge is located on the main stream of Songhua River in the west of Harbin city. It is named after the main bridge crossing yangmingtan island of Songhua River. The project started construction on December 5, 2009 and was completed and opened to traffic on November 6, 2011, with an estimated total investment of 1.882 billion yuan. Yangmingtan bridge is a major urban construction project of the province and the city. It is also another large bridge project across the river organized by Harbin City after Songpu bridge. Relief project

Yangmingtan bridge relief project connects yangmingtan bridge in the north and Wanggang street in the south. It will cross Youyi West Road, Qunli Avenue, hasshuang North Road and airport expressway to Yingbin Road in the middle. After 2 km, it will cross Beijing Harbin railway line to Wanggang street, with a total length of 8.3 km. Among them, 6 km is viaduct, with 10 ramps. At about 5:30 on August 24, 2012, the separated ramp of Qunli viaduct Honghu Road on the Third Ring Road, the approach bridge of yangmingtan bridge in Harbin, broke, and the collapsed girder was about 130 meters long, belonging to the overall collapse. Survey results
On the afternoon of September 19, 2012, Harbin released the investigation results of "8.24" ramp overturning accident at Hongfu section of Qunli Viaduct on the third ring road. According to the analysis opinions of the expert group, the inspection conclusions of the inspection institutions and the investigation and evidence collection of the investigation group, the direct cause of the accident of the up ramp overturning, vehicle overturning and casualties on Hongfu road of Qunli Viaduct on the third ring road is that Wang Zhiwu drives the overload truck, and Zhang Huibo and Liu Guodong drive the seriously overloaded vehicle without changing the shape and technical data, which is within the 121.96 meter long beam body At the same time, the steel-concrete composite beam was driven to the right, which resulted in one side of the steel-concrete composite beam under partial load and serious overload, resulting in overturning.
Indirect causes:
1. On August 24, 2012, Lanling squadron and Xinxing squadron of Shuangcheng Traffic Police Brigade did not find the accident vehicle passing through the section under their jurisdiction.
2. Harbin highway management office didn't consider the request of the superior to dispatch law enforcement personnel to reinforce Wanggang Town section of Beijing Harbin highway reconstruction project. Eight law enforcement officers were all transferred from the shuangchengyang section of Beijing Harbin highway, resulting in the omission of Road Administration inspection.
3. On August 23, 2012, the highway management section of Dehui City, Jilin Province punished vehicles 2-4 and failed to take unloading measures as required.
Nature of the accident: after obtaining evidence, according to the expert analysis and the conclusion of the national construction engineering quality supervision and inspection center, the accident investigation team determined that the accident was caused by the ramp overturning caused by the serious overload of vehicles, the vehicles overturned on the ground, causing casualties.
