Danshan scenic spot is located in Xuyong County, 114 kilometers south of Luzhou city. It is composed of several scattered scenic spots, with a total area of more than 200 square kilometers. The provincial-level Danshan scenic spot, 16km away from the east of Xuyong County, is 1000-1619km above sea level. It is composed of its majestic Danxia landform, Qifeng and cliffs, the Taoist instructors of the suishan School of Quanzhen religion since the Song Dynasty, and the ancient ethnic totem of southern Sichuan. On January 13, the Xuyong county Party committee and government convened more than 10 NPC deputies, CPPCC members and retired county-level senior leaders to report the investigation on the recent uproar of "deforestation in the yuhuangguan work area of Da'an forest farm". Deforestation: strongly opposed by NPC deputies

Located in the suburb of Xuyong County, the Danshan provincial scenic spot with an altitude of 1400 meters is famous for the Yuhuang Taoist temple built in the Song Dynasty in southern Sichuan. With dense vegetation, the scenic spot is the most humanistic and natural scenic spot in Xuyong. On August 5 last year, Xuyong was hit by the worst wind and snow disaster in a hundred years. Trees and Phyllostachys pubescens in Danshan scenic area were damaged in a large area, especially the fragile Cryptomeria fortunei. With the approval of Luzhou Forestry Bureau and the county government, Da'an forest farm has been granted a cutting plan of more than 500 cubic meters in order to remove the forest trees broken by wind and snow. Since November 5, seven days after the announcement, Da'an Forest Farm began to cut down the Cryptomeria fortunei forest within the scope of design approval.

When the 509 cubic meter logging plan reached more than 180 cubic meters, it was immediately strongly opposed by a large number of people's congress deputies, CPPCC members and retired county leaders in Xuyong County, represented by haineisheng. On November 15 last year, Xuyong County Construction Environmental Protection Tourism Bureau issued an urgent document, requesting to stop logging according to the relevant regulations of the state, province and city on the management of scenic spots.

Heartbreaking: cutting down the trees in the core scenic spot

On the afternoon of January 5 this year, haineisheng and others immediately rushed to the scene together with Pan Guoyun, section chief of Luzhou Forestry Bureau, after their reflection of the "massacre of trees in the provincial scenic spot", and found that the traces of wind and snow disaster are still clearly visible, and some of the willow trees that have not been cut down do have broken branches and tips. On both sides of the road from the gate of the scenic spot to the ancestral hall, Cryptomeria fortunei has been almost cut down, and the former lush and beautiful forest no longer exists; on the bare hillside, some sections have been replanted with Phyllostachys pubescens; in the bamboo forest beside the Taoist temple of the core scenic spot, the trees have been cut off, leaving huge stumps, and the largest trees are nearly 30 years old. The reporter said to the county magistrate Li Minglong on the spot: "this forest is really heartbreaking." On both sides of the mountain road, there are piles of large and small timber everywhere. In addition to Cryptomeria fortunei, there are several unknown miscellaneous trees.

Xuyong county Party committee and government attach great importance to the situation reflected in this newspaper. At 5 pm that day, Xuyong county Party committee held an emergency secretary's office meeting and decided to immediately stop the logging plan. A joint investigation team composed of relevant personnel from the county Party committee, the government, the National People's Congress, the Chinese people's Political Consultative Conference and the forestry department immediately launched a comprehensive investigation into the logging in the scenic spot.

Joint investigation: poor supervision and good tree felling

The conclusion of the joint investigation group is: the cutting site of Da'an forest farm is constructed according to the approved design, which does not exceed the limit; the approved cutting volume is 500.9 cubic meters, and the actual cutting volume is 180.1 cubic meters.

The problems found in the survey are as follows: firstly, a small amount of non windbreak trees were cut down in the process of cutting in Da'an forest farm, which indicates that the forest farm does not supervise the cutting process effectively, and the competent forestry department has omissions in the work; secondly, the management system of forest resources in scenic spots between forestry department and Tourism Department has not been straightened out.

Zhou Honghua, member of the Standing Committee of Xuyong county Party committee and director of Xuyong county Party committee office, said: the plan of more than 300 cubic meters that have not yet been felled will be cancelled immediately. It is necessary to further investigate and verify the problems strongly reflected by the masses, such as whether there are illegal felling in the process of felling, and whether there are people involved in the operation of the forestry department. If so, they will be investigated for responsibility according to law.

Representative query: illegal logging plan procedure

Haineisheng, a deputy to the county people's Congress, pointed his doubts at the forestry department after hearing the report of the county joint investigation team: according to the Interim Regulations on the administration of scenic spots issued by the State Council and the regulations on the administration of scenic spots issued by Sichuan Province, those that really need to be felled must be examined and approved by the scenic spot management organization, and then submitted to the competent forestry department at or above the county level for approval. Excuse me, has the cutting plan of the County Forestry Bureau been examined and approved by the management organization of the scenic area? This document is very clear that this forest belongs to Da'an forest farm and should not be cut down. The procedure is illegal, everything is illegal. More than 180 cubic meters of wood, more than 3000 trees, finished! Have you considered the ecological imbalance and soil erosion caused by large-scale tree cutting? Have you considered the disaster caused by the outbreak of debris flow on the farmland of zhongbashangba in danyan Township? Have you considered the natural forest protection project in the middle and upper reaches of the Yangtze River?

He suggested that: the person responsible for the deforestation incident should be subject to disciplinary action, and whether anyone in the Forestry Bureau participated in the forest sales business activities should be investigated; the income from forest sales should be applied to the planning and construction of the restoration scenic spot, and qualified experts in environmental protection, tourism and forestry should be invited to conduct a comprehensive evaluation. The opinions of experts should be listened to, and the opinions of the CPPCC, the National People's Congress and the people should be widely solicited Suggestions: freeze the thinning plan of the whole county immediately, investigate whether there are scalping plans, and put an end to the occurrence of deforestation; take the lead of the state owned Assets Administration Bureau, straighten out the ownership relationship between Danshan scenic spot and Da'an forest farm, and clarify the management authority and responsibilities of the scenic spot.

Forestry Department: the procedure law of approval is not clear

Xu Jianxin, director of the forestry bureau of Xuyong County, explained that Xuyong had indeed suffered from the once-in-a-hundred-year wind and snow disaster. The artificial Cryptomeria fortunei forest in Danshan scenic area had broken branches and branches after a large area of disaster. If it was not removed in time, not only the affected Cryptomeria fortunei trees would wither, but also forest diseases and insect pests would be caused, and the forestry department had to remove them in time.

"Replanting Phyllostachys pubescens after cutting the affected Cryptomeria fortunei may affect the landscape of the scenic spot in the short term. But two years later, when Phyllostachys pubescens grows up, the natural landscape of Danshan scenic spot will be completely able to make up for it and will not cause much impact on the scenic spot. " Pan Guoyun, section chief of Luzhou Forestry Bureau, holds a different view on whether the destruction of some Cryptomeria fortunei forests is like the "massacre" as haineisheng said: "the life of Cryptomeria fortunei is extremely limited, and the felling will happen sooner or later.
