The Japanese police department and its dormitories, as ancillary facilities of the Japanese consulate, started construction next to the Japanese Consulate in July 1928 and completed construction in April 1929. As early as 1915, the Japanese Consulate set up police stations, prisons and detention centers. The main functions of the Japanese consulate were to manage the Japanese expatriates on Gulangyu Island and the Japanese Taiwanese residents on Gulangyu Island. By 1928, two new buildings were built to serve as police stations, police stations and consulates' dormitories. During the Japanese occupation of Gulangyu Island from 1941 to 1945, the Japanese police department became an integral part of the island's law enforcement agencies. The former building of the Japanese police department (now No. 28, lukao Road) is located in the southwest of the Japanese Consulate compound. It is two stories high, with office, interrogation room and prison. The building area is more than 500 square meters. The building is a reinforced brick concrete structure with symmetrical central axis. The facade of the building emphasizes vertical lines, which has the characteristics of decorative art style popular in the United States and East Asian cities at that time. The thin and simple concrete semicircular arched canopy at the entrance of the building has the characteristics of separatist architecture rising in Japan at that time.
Police dormitory (now No. 26 Lujiao Road) is a simple building with early modern architectural style. Some Japanese style interior decoration is reserved in the dormitory.
