San Kuai Shi reservoir
Sanjuashi reservoir is located in the south mountain of shidianba, upstream of Yaoguan river of Nujiang River system, 15km away from the county. The dam site is located in sanjiawan, Suanyuan village, Yaoguan Town, with geographical coordinates of 99 ° 13 ˊ E and 24 ° 39 ˊ n. It is named because there is a Gushan in the reservoir, there is a Paleozoic stromatolite in the northwest corner of the Gushan, and the fractures are layered into three blocks.
Reservoir scale
The main dam of sanguashi reservoir is 41m high with a total storage capacity of 23.4 million cubic meters. The main function of the reservoir is agricultural irrigation, as well as downstream power generation, rural water supply and flood control. The designed irrigation area is 41000 mu, the total installed capacity of downstream cascade hydropower stations is 25650kw, the water supply for villages and towns is 1400, the population for flood control protection is 12000, and the farmland is 7100 mu.
The controlled runoff area of the reservoir is 43.2 square kilometers, including 9.53 square kilometers in the area and 33.67 square kilometers in the diversion area. The main channel of the runoff area is 3.25km long, with the average elevation of 1895m, the highest elevation of 2069.0m and the lowest elevation of 1787.0m.
The project was started in October 1977, completed in 1982 and completed in December 1985. The project is composed of four parts: pivotal project, water diversion project, water conveyance project and dam power station.
The main dam, an auxiliary dam and a water conveyance (flood discharge) tunnel are the main structures of the reservoir. The main dam and the auxiliary dam are homogeneous earth dams with the height of 41m and 11m respectively, the top length of 196m and 114m, and the top width of 5m. The main dam is located in the bend section of the river, with the crest elevation of 1829.43m. The upstream and downstream of the dam are provided with five grade variable slopes (including prisms in the downstream), and the average slope ratios are 1:3.35 and 1:3.125 respectively. The crest elevation of the auxiliary dam is 1829.43m, and the upstream and downstream dam slopes are 1:2.5. The water conveyance and flood discharge tunnel is located in the mountain between the main dam and the auxiliary dam. It is a straight pressure tunnel with a circular cross section and an inner diameter of 1.7m. The total length is 354m, of which the length of the tunnel is 176m, and the original design maximum discharge is 22.5m3/s.
The completion and operation of the reservoir in 2001 has promoted the local economic and social development. But in the operation of the reservoir, with the passage of time, the dangerous situation gradually exposed, and showed a trend of deterioration, endangering the safety of the dam.
Examination and approval
In September 2001, Yunnan Provincial Department of water resources organized a provincial expert group to review the dam safety appraisal results of sanjuashi reservoir, On January 17, 2002, the Department of water resources issued the "notice on the safety appraisal opinions of the dam of sanjuashi reservoir in Shidian County" with Yunshui Nongshui No. 16 document, which agreed with the appraisal conclusion of the dam safety of sanjuashi reservoir and confirmed that the dam of the reservoir is of class III.
On January 29, 2002, the dam safety management center of the Ministry of water resources issued the "verification opinions on the safety appraisal results of class III dam of sanjuashi reservoir" in the form of bahan No. 149 document.
In March 2003, Yunnan Provincial Development Planning Commission and Yunnan Provincial Department of water resources [Yun Shui GUI Ji (2003) No. 20] approved the reinforcement construction, and approved the estimated investment of 26.4912 million yuan.

Sanjuashi reservoir reinforcement project started on May 29, 2003. Under the supervision and guidance of the central, provincial and municipal departments, and under the direct leadership of Shidian County Party committee and government, the project legal person responsibility system, bidding system, construction supervision system and contract management system are implemented. Due to the sound organizational structure, the implementation of responsibility system, the improvement of management and supervision, and the active cooperation of all parties involved in the construction, the smooth implementation of quality, investment and schedule objectives has been ensured. On December 18, 2004, the project was completed according to the design approval.
According to the provisions of the Ministry of water resources [1997] No. 177 document "Interim Measures for water storage safety appraisal of water conservancy and hydropower construction projects" and "measures for water storage safety inspection of medium-sized water conservancy and hydropower construction projects in Yunnan Province", From March 22 to 25, 2006, Yunnan water conservancy and hydropower project construction management station organized the experts of hydrology, geology, hydraulic engineering, construction and metal structure to inspect the water storage safety of the danger removal and reinforcement project of sanguashi reservoir
(1) The construction content of the danger removal and reinforcement project of sanjuashi reservoir has been completed according to the approved design measures, and has the conditions to put into operation.
(2) All the reinforcement construction projects have completed the acceptance of divisional works, the construction quality is qualified, and has passed the test of two years of initial water storage operation, and the project is running normally.
(3) Strengthen the project safety monitoring, establish the monitoring system of monitoring data analysis and sorting, and the reservoir storage and discharge operation system.
(4) After review, the flood control capacity of the project has reached the flood control standard of 50 year return period flood design and 1000 year return period flood check, which meets the requirements of national flood control specifications.
construction quality
On May 17, 2006, under the leadership of Yunnan Provincial Department of water resources, the project legal person, design, supervision and construction units participated in the unit project acceptance of seven unit projects including concrete cutoff wall, curtain grouting, main dam reinforcement, auxiliary dam reinforcement, water conveyance tunnel reinforcement, extraordinary spillway and other permanent projects. The quality of three unit projects including concrete cutoff wall, curtain grouting and water conveyance tunnel reinforcement was evaluated as excellent The other four units are qualified.
Investment situation
A total of 22.98 million yuan has been put in place for the danger removal and reinforcement project of sanguashi reservoir, including 17.7 million yuan from the central government, 4.4 million yuan from the provincial finance and 880000 yuan from the municipal finance.
A total investment of 20.65 million yuan has been completed in the reinforcement project of sanguashi reservoir. The surplus fund was 2.33 million yuan, which was approved by Yunnan Provincial Development and Reform Commission with yfgnj [2006] No.456 document on April 30, 2006. The surplus fund was used for canal seepage control and reinforcement project.
The audit of danger removal and reinforcement project of sanjuashi reservoir has come to an end. The administration is compiling the completion data and plans to apply for completion acceptance in November.
