Xihai Town, also known as the Atomic City, is located in Haiyan County, northeast of Haibei Tibetan Autonomous Prefecture and southeast of Haiyan County in Qinghai Province. It is the seat of the government of Haibei Prefecture and the political, economic and cultural center of the Autonomous Prefecture. Xihai town is 9 kilometers away from Haiyan County and 110 kilometers away from Xining City, the capital of Qinghai Province. The total area of Xihai town is 18.61 square kilometers, under the jurisdiction of two communities, with a land area of 436.96 square kilometers.

The total population of Xihai town was 15366 (2017). In 2014, the Gross Regional Product of Xihai town was 1.743 billion yuan, and the per capita disposable income of urban residents was 26411 yuan.

Historical evolution

Xihai Town, formerly known as Atomic City, was formerly known as 221 state-owned plant of China National Nuclear Industry Corporation, also known as Qinghai mining area. It originally covers an area of 580 square kilometers and consists of 18 independent production and research units with a building area of 560000 square meters. The base is divided into two areas: Area A is in Xihai Town, which is the political, scientific research, production and cultural center of the base; area B is in Haiyan County, which is mainly for staff living.

In 1956, the central government decided to build a nuclear weapons research and development base. In February, more than 2000 demobilized servicemen, more than 7000 migrant workers and more than 2000 construction workers from all armed forces across the country moved into the area and began the construction of the base.

In July 1958, the central government approved the site selection report of the base, which was located in Jinyintan grassland in Haiyan County, Qinghai Province; in 1964, the base was officially put into operation.

In June 1987, in order to adapt to the changes in the international situation, to show that the Chinese government has banned and destroyed nuclear weapons in an all-round way, to maintain world peace and to meet the needs of the strategic shift of socialist modernization, the State Council and the Central Military Commission made a decision to abolish the state-owned 221 nuclear power plant. In 1995, the former site of state-owned 221 factory was transferred to the government of Haibei Prefecture and named Xihai town. On May 15, Xinhua News Agency announced to the world that "China's first nuclear weapons research and development base" would be decommissioned.
