The provincial administrative college, founded in 1949, was the initial foundation of Taipei University. After that, Taipei University went through the periods of the provincial legislative business school and the law and Business School of Zhongxing University, and became an independent comprehensive university in 2000.

Looking back on its founding history for more than half a century, it has a long history of inheriting the old and the new. In memory of its predecessors, I would like to give a brief account of the past development of Taipei University.
The first stage: Taiwan Provincial Administrative College
Founded in November 1949, the school aims to help the college dropouts who follow the Taiwan authorities to complete their unfinished studies and cultivate local administrative cadres at all levels needed for the implementation of local autonomy in Taiwan Province. At the beginning of the school, Mr. Zuo Lusheng, the president of Chenggong Middle School of Taiwan Province, was the first president of the school, and temporarily borrowed the school building of Chenggong Middle School of Taiwan Province to teach. In May 1950, the Administrative College moved to Chung Hsiao East Road, Taipei, and temporarily borrowed the building of Taiwan Provincial Institute of Technology (now Taipei University of science and Technology) to teach. In July of the same year, President Zuo resigned and was succeeded by Mr. Zhou Yikui. In August 1950, the school was built on the site of yishisan lane, Changchun Road (now No. 53 Hejiang Street) in Taipei city. Since then, the teachers and students of the administrative college have been able to lay the foundation for sustainable development in the future. At the beginning of its establishment, the school set up four branches, namely, civil affairs, finance, planning and land administration. After that, the civil affairs branch was changed into general administration branch; the planning and administration branch was changed into accounting and Statistics Branch; the land administration branch was changed into land administration branch; however, the finance branch still follows the old name. After that, social administration section, judicial administration section, cooperation section and business administration section were successively added.
The second stage: Taiwan Provincial Administrative specialized class
