The history of the school can be traced back to the Haizhou fishery technology training institute, which was jointly established by the Ministry of agriculture and Commerce of the Republic of China and Jiangsu Province in 1919. In 1958, with the approval of Jiangsu provincial government, Jinping Phosphate Rock technical school, xinhailian Fisheries College and xinhailian salt industry school were established one after another. In 1985, Huaihai University was founded by Jiangsu provincial Party committee and government. At the beginning of its establishment, Professor Ding Shisun, President of Peking University, served as the director of the Advisory Committee, and 12 universities, including Nanjing University and Southeast University, assisted the construction. In 1989, with the approval of the State Education Commission, Huaihai Institute of technology was established on the basis of Huaihai University. From 1998 to 2002, Jiangsu salt college, Lianyungang Fisheries College and Lianyungang Chemical College were merged into Huaihai Institute of technology. In 2010, the University became a master's degree awarding unit. In July 2017, the University became the construction unit of doctoral degree awarding project. In July 2019, the University changed its name from Huaihai Institute of technology to Jiangsu ocean university.
As of June 2019, the university has four campuses, Cangwu, Tongguan, Songliao and Xugou, covering an area of 2184.87 mu, with an area of 657400 square meters, 65000 sets of teaching and scientific research experimental equipment, with a total value of 356 million yuan. It has 19 secondary colleges, 67 undergraduate majors, 1584 teaching staff, and more than 20000 full-time undergraduate and graduate students.

Lianyungang fisheries school
In 1919, the Haizhou Fisheries Technology Training Institute was established by the Ministry of agriculture and Commerce of the Beiyang government and Jiangsu Province, and a wooden hull heavy oil engine training ship named "biaohai" was built.
In 1921, Haizhou Institute of fishery technology was submitted to the Ministry of agriculture and commerce to build a steel shell fishing boat, which was named "Haiying" for marine survey.
In 1924, "the political situation changed many times", and the school was closed.
In 1931, Jiangsu coastal fishery Protection Conference decided to open "fishing village normal school" in Jiangsu Provincial Donghai normal school (now Lianyungang Normal College), which is located in the former Haizhou fishery technology training institute in Beigushan, Xugou town. In order to cultivate primary school teachers in fishing village.
In 1932, Jiangsu Provincial Department of Education decided to set up the "fishing village normal school" as a separate school, named Jiangsu Provincial simple fishing village normal school, focusing on aquatic courses.
In July 1934, the school changed its name to Jiangsu Lianyun junior fisheries vocational school.
In July 1937, when the Anti Japanese war broke out, most of the school buildings were destroyed, and the remaining machinery, equipment, books and instruments were transferred to the temporary office of Guanyun. After several exhibitions, the school entered Sichuan via Zhengzhou and Wuhan, and the school was closed.
In September 1958, with the approval of the people's Government of Jiangsu Province, xinhailian city (now Lianyungang) established xinhailian Fisheries College on the basis of the former site of Lianyun junior fisheries vocational school in Jiangsu Province.
At the beginning of 1964, under the policy of "adjustment, consolidation, enrichment and improvement" implemented by the state, Jiangsu Fisheries Bureau and Jiangsu Higher Education Bureau decided to change the new Hailian Fisheries College into a secondary professional school and renamed it "Jiangsu Lianyungang fisheries school" according to the situation at that time.
In July 1971, the production command group of Jiangsu Revolutionary Committee decided to cancel Lianyungang fisheries school.
In July 1978, the Jiangsu Provincial Revolutionary Committee approved the restoration of "Jiangsu Lianyungang fisheries school".
On June 26, 1997, Lianyungang fisheries school and Huaihai Institute of technology made a breakthrough in running the school jointly. The "Fisheries Department of Huaihai Institute of technology" was officially listed in Lianyungang fisheries school.
On July 8, 1999, the people's Government of Jiangsu Province decided to formally merge Lianyungang fisheries school into Huaihai Institute of technology. At the same time, the organizational system of Lianyungang fisheries school was abolished, and the organizational system of Lianyungang fisheries school was transferred to Huaihai Institute of technology.
Jiangsu salt school
In 1958, with the approval of the higher authorities, Huaibei salt administration decided to integrate the teaching resources of houzui salt middle school and Xinpu chemical school at that time as the basis, and set up xinhailian salt industry school in Lianyungang City. At the same time, it was listed as "xinhailian salt technology school". The school is located in the real estate yard left by "Dapu Jiuda company" after its relocation.
In 1960, the people's Government of Jiangsu Province officially approved the establishment of "Jiangsu salt making industrial school". The school is located in the former xinhailian salt making industrial technology school. The two schools run together, with a set of leading group and a specialty of salt making technology.
In March 1961, xinhailian chemical engineering school was merged into the salt industry school, and the school moved to the original xinhailian chemical engineering school in Xinpu.
In 1962, under the policy of "adjusting, consolidating, enriching and improving" implemented by the state, the school was closed due to the difficulties of national economy.
In 1964, with the approval of the first Ministry of light industry of the people's Republic of China, the "Huaibei salt administration part time work study secondary technical school" was set up at the original Dapu town school site, which adopted the teaching form of part time work study, with classroom teaching and production labor for one week.
In 1965, the school moved from Dapu to houzui.
In 1968, due to the outbreak of the "Cultural Revolution", the school was closed.
In 1978, with the approval of the Revolutionary Committee of Jiangsu Province, the school was restored to a secondary vocational school and named "Jiangsu salt industry vocational and technical school", which is subordinate to the Huaibei salt administration of Jiangsu Province.
In January 1980, with the approval of Jiangsu Provincial Department of light industry, "Jiangsu salt industry vocational and technical school" was renamed "Jiangsu salt school".
In 1993, the Jiangsu salt administration decided to merge the "Jiangsu salt technical school" which was originally established in 1987 into the "Jiangsu salt school". The school site was moved from houzui to the former "Jiangsu salt technical school" in Songliao Development Zone, and the former houzui school site was taken as a branch.
In 1995, Jiangsu salt school and other five units were included in the national iodized salt Training Center (the other four schools were Tianjin Institute of light industry, Guangdong Salt school, Hubei salt school and Sichuan salt school)
In May 1998, with the approval of Jiangsu Provincial People's government, Jiangsu salt school was abolished and incorporated into Huaihai Institute of technology. On the basis of the former Jiangsu salt school, a secondary school of public and private mechanism - "Donggang College of Huaihai Institute of technology" was established.
Lianyungang Chemical College
In June 1958, with the approval of the Ministry of chemical industry, the "Jinping Phosphate technical school" was established in Jinping Phosphate Mine, Jiangsu Province.
In March 1959, the school moved from majiaojian to the new site in the south of Gongren village; in June of the same year, the Personnel Bureau of the Ministry of chemical industry decided to change the name of "Jinping Phosphate technical school" to "Jinping mining school".
In December 1963, the Ministry of chemical industry decided to change the name of "Jinping mining school" to "Jinping mining School of the Ministry of chemical industry". The teaching plan, capital construction plan and main leaders were under the management of the Ministry of chemical industry.
In November 1969, with the approval of the State Council, Jinping mining School of the Ministry of chemical industry was transferred to Jiangsu Province.
In August 1970, the Revolutionary Committee of Jiangsu Province decided to transfer Jinping mining school to Lianyungang City; in December of the same year, the Revolutionary Committee of Lianyungang City decided to change "Jinping mining school" to "Lianyungang Jinping Machinery Factory".
In 1975, the Ministry of petrochemical industry wrote a letter to Jiangsu Provincial Committee, asking for the restoration of Jinping mining school in Lianyungang City and the change to mine workers University.
In May 1976, Lianyungang City established the chemical miner's University in accordance with the instructions of the Ministry of petrochemical industry.
