Macao Municipality

Macao city hall is the most representative building in Macao. Its gate is on the friendship road. The interior is very quiet and solemn, giving people a sense of isolation. The interior wall is pasted with Portuguese blue and white tiles, and the garden is full of flowers. It is the seat of the Macao SAR government.

Macao Municipality

Macao city hall is one of the earliest administrative organs set up by Portuguese in Macao. Its predecessor was the Council, which was established in 1583. Initially, it was managed by the Portuguese natives in Macao. It had important powers such as police and taxation, and was not under the jurisdiction of the Australian Governor. It was renamed City Hall in 1809. It is divided into Macao city hall and island city hall, which is responsible for the municipal work of Macao urban area and outlying islands. The city hall is responsible for formulating and implementing the so-called "autonomous regulations" on city appearance, cleaning, transportation, markets, vendors, funeral and signboards. The power organ of the city hall is the Municipal Council, which is composed of the chairman (the director of the city hall) and six members. The chairman and 12 Chinese members are appointed by the governor of Australia, and the remaining four members are elected from the native Portuguese for a term of four years.

Departments and functions

The responsibilities of the city hall include urban planning and construction, public health, cultural and recreational activities, environmental protection and the protection of residents' living standards. Its operation is closely related to the life of every citizen. It has a wide range of work and is a rather large organization.

Macao city hall is composed of more than 10 departments, mainly including auxiliary and advisory office of municipal institutions, Ministry of culture and recreation, Ministry of municipal health supervision, variety art gallery, mobile hawker group, municipal police, administration and finance department, information center, Ministry of transport, law and notary office, Ministry of health and cleaning, Ministry of parks and greening, Ministry of workshops and transportation, Ministry of municipal engineering and municipal administration Government laboratory, etc.

The park greening department consists of a field team, a park and garden team, and a cemetery division. It is responsible for the maintenance, management and repair of the parks, small zoos and cemeteries in Australia. It is responsible for greening the open areas and flower beds on the streets, studying the methods of cultivating and treating plants, and pruning plants that hinder the public. Workshop and transportation department is a department with strong internal characteristics, which consists of electrical equipment group, vehicle management group and vehicle repair group. Its main responsibility is to manage and maintain the city hall fleet, and assist other municipal departments to maintain and repair various mechanical and electrical equipment.

Municipal Engineering Department is a relatively large department in the city hall with three divisions and nine groups, including construction division, road administration division, engineering division, engineering supervision division, electric power division, research and design division, road planning division, road engineering supervision division, tunnel permission division, topographic survey division, license plate division and cadastral division. The construction department is responsible for the research and planning of landscaping of municipal buildings, public places, markets, parks, gardens and other miscellaneous projects in Macao. The agency is responsible for the maintenance of public streets and various urban facilities, providing logistical support to public and private organizations, and arranging lighting for festivals. The highways department is responsible for the formulation of schemes for resurfacing, water mixing system and excavation of public streets. In addition, the authority of the engineering department is to issue house signs, approve construction on public streets, manage collection signs and billboards, water dripping from air conditioners, etc. Since July 15, 1993, the licensing group of the Ministry of engineering has been responsible for the issuance of licenses for amusement game centers, hair salons, restaurants and cinemas.

The municipal laboratory is composed of microbiological section and chemical section. Its scope of work includes systematically controlling the water supply quality of water supply network in Macao and outlying islands, controlling the sanitary quality of swimming pools, inspecting the water quality of well water and sea water, and determining the water supply quality standards according to the requirements of government agencies and private organizations.

The Department of health supervision, the Department of culture and recreation, the Department of variety arts, the mobile hawker group and the municipal police are directly under the jurisdiction of the municipal executive committee.

The Department of health supervision is a department with heavy workload. It consists of health supervision group, market group, dog house and animal and plant health group. Responsible for inspecting the hygiene of imported pigs, cattle, vegetables, seafood, frozen meat and restaurants, managing municipal markets, controlling the entry and exit of live livestock and issuing relevant certificates, providing medical services for livestock, catching stray dogs, etc

The Department of culture and recreation consists of exhibition group, folk custom group, urban entertainment group and art design group. To co-ordinate all kinds of exhibitions, urban cultural and recreational activities, literature and art competitions, music and dance performances held by the city hall, and assist other government agencies and non-governmental organizations in organizing the above activities.

The variety hall group is the Department in charge of the variety hall. It provides large-scale venues for the city hall, government agencies and non-governmental organizations. It has held a number of international competitions and performances.

The mobile hawker team is responsible for the licensing and management of about 2000 legal hawkers in Macao. Besides prosecuting unlicensed hawkers, it also undertakes the responsibility of intercepting the import of aquatic food.

Municipal Police - their duty is to prosecute citizens or authorities who violate municipal regulations and lift away motorcycles illegally parked on the streets. The difference between the municipal police and the general municipal inspection is that they have the identity of police officers. In order to maintain order and implement the Municipal Services Ordinance, there is less obstruction. Therefore, assistance will be provided to other city hall departments when necessary.

Number of personnel

In the past five years, the number of people in Macao's city hall increased by 265 in 1989, that is, the year when the first municipal council was established. The number of people in other years decreased year by year, with the largest decrease in 1992. The main reason is that 630 scattered employees who originally belonged to the Department of health and cleaning of the city hall transferred to Macao cleaning monopoly company after the privatization of garbage collection in September that year.

The total number of city hall staff in the past five years is as follows: 1696 in 1988; l961 in 1989; 1959 in 1990; 1551 in 1991; 1257 in 1992.
