Xie Juan graduated from Southeast University in 1991, majoring in highway and urban road engineering. After graduation, he worked in Xi'an Highway Research Institute, engaged in the scheme demonstration, investment estimation, economic evaluation in the feasibility study stage, and the design of subgrade and pavement in the construction drawing stage, and obtained the grade a qualification of highway engineering cost personnel of the Ministry of communications.

In 1996, she presided over the Ministry of Communications "Ninth Five Year Plan" industry joint key project "Shaanxi Province high-grade highway semi-rigid base asphalt pavement long-term performance research". The purpose of this project is to solve the problem of structural damage or serious lack of service level in the process of Expressway use before reaching the design service life, and provide comprehensive technical support for pavement design, construction, maintenance, repair and operation in China, which has great practical significance and significant economic benefits. From 1999 to 2000, she was responsible for the feasibility study of Mianxian Ningqiang expressway, the first mountain expressway in Shaanxi Province. This section of highway traverses Qinling and Bashan mountains, with complex geology and arduous engineering, which can be called "the most in Shaanxi". For this reason, she led her colleagues in the project team to make a field survey of every possible place along the route.
