Feihui Town, a county under the jurisdiction of Aihui District, Heihe City, Heilongjiang Province, is located in the southeast of Aihui District, bordering Amur state of Russia across Heilongjiang Province in the East, Kunhe Township in the south, Xigangzi town in the West and sijiazi Township in the north. The administrative area is 186.38 square kilometers.

History of construction
In 1651, Aihui new city was built on the ruins of torga City burned by Russia.
In 1674, Aihui city was built on the site of Pingzhai village in Huli of Ming Dynasty (near weixiaoleyi village, Russia, on the other side of Erdaogou village in Aihui town).
In 1685, he moved to the right bank 6 kilometers downstream.
In 1690, Heilongjiang general moved to mergen, and Aihui new city was left by Aihui vice capital.
In 1858, the unequal treaty of Aihui between China and Russia was signed under the eastern pine trees in the Yamen courtyard of the vice capital of Aihui new town.
In 1900, tsarist Russia invaded Aihui under the pretext of protecting Zhongdong Road, burning Aihui new city to pieces of rubble, leaving only a Kuixing tower.

In 1909, the first year of Xuantong in Qing Dynasty, the Qing government withdrew the vice governor of Aihui, and set up Aihui bingbeidao and Aihui Zhili hall.
