During the period of the Republic of China, Shangying town belonged to the small urban security of three districts in Shulan County; in November 1984, it was changed from Shangying township to Shangying town. History of construction

During the period of the Republic of China, it belonged to the three districts of Shulan county.

In 1958, it belonged to Shangying management area of Xiaocheng commune.

In April 1961, Ma'anling commune was established in Shangying management area.

In 1962, Shangying management area was renamed Shangying commune.

In 1984, Shangying commune was changed into Shangying township; in November of the same year, Shangying township was changed into Shangying town.
