Xihai street, a street under the jurisdiction of Gaizhou City, Yingkou City, Liaoning Province, is located in the northwest of Gaizhou city. It borders on honghuayu farm of Xicheng street and sangkuaishi, Zhaojia and huangliangdui village of Qingshiling town in the East, Tuanshan street across Daqinghe River in the south, Bohai Sea in the west, Yingkou salt farm and Liushu village in the old border area of Yingkou City in the north, with a total area of 38.08 square kilometers.
In 1948, a rice field development office was set up in front of GAIPING railway station, which is located in GAIPING County, and Xihai street was set up in 2003. At the end of 2011, the total population of Xihai street was 22733. As of June 2020, Xihai street has jurisdiction over 9 administrative villages.

History of construction
In 1948, a rice field development office was set up in front of GAIPING railway station, which is located in GAIPING county.
In 1949, it merged with GAIPING County orchard cooperative to form GAIPING County farm.
In February 1950, there was a water farm, also known as paddy field farm, belonging to the Water Conservancy Bureau of the agriculture and Forestry Department of Liaoning Province.
In 1954, it was changed to Shuili irrigation area in GAIPING county.
In 1955, the farm Department moved from GAIPING railway station to Shanhou village of Xihai farm, and changed its name to grain farm of GAIPING county.
In 1956, it was renamed rice breeding farm.
In 1957, it was renamed the local state-owned Xihai farm, with three brigades.
In 1958, Donghai Shanzhai township was merged into Xihai Shanzhai village and became the fourth brigade under the jurisdiction of the farm.
In 1959, the fifth brigade was built in beituozi.
In 1960, it was merged into Donghai Shanzhai and Shangyu brigades from Chengguan commune.
In 1962, Donghai Shanzhai and Shangyu were put under Chengguan commune.
In September 1984, Xihai township was established, belonging to Gaixian county.
In 2003, Xihai street was established.
