Changxing Township is located in the Jiangnan waterway of Wusongkou, adjacent to Hengsha Island in the southeast and Chongming Island in the East and North. It has jurisdiction over 3 communities and 24 administrative villages. Changxing Island was formed in Xianfeng Period. It is 26.8 km long from east to west and 2-4 km wide from south to north.

Changxing Township covers an area of 88 square kilometers, including 8.5 square kilometers of beach area and 26.2 square kilometers of arable land (excluding avant-garde farms). There are Fenghuang, Panshi, yuansha and other market towns in the island. Fenghuang market town is the seat of the township government and is located in the middle of the island. It is the main citrus production base in Shanghai.

Changxing commune was established in 1959 and township was established in 1984. In 1997, it covers an area of 76.3 square kilometers (including 13.15 square kilometers of Qianwei farm) and has a population of 38000. It has jurisdiction over 24 village committees: Xianxian, Xianfeng, nongjian, Xinjian, Hexing, Qingfeng, Yuejin, Dingfeng, Changming, Yuandong, Tongxin, Guangrong, Fengchan, Daxing, Xingang, Hongxing, Panshi, Jianxin, Jianjian, shisha, Tuanjie, Beixing, Changzheng and Haixing. In 2005, Changxing Township was under the jurisdiction of Chongming County, with 24 administrative villages (including 1 fishing village) and 260 villager groups, with a total population of 36000 (excluding avant-garde farm).
