Located 12 kilometers northwest of Tancheng, Beijing Shanghai highway and Tangtan highway run through north and south, Tanxue highway runs through East and West, matouyi River Bridge in South, Ermiao Township and Cengshan town of Cangshan County in West, Zhuangwu town of Cangshan County in North and Yihe River in East. It has jurisdiction over 28 administrative villages with a total population of 48256 (2017) and a total area of 55.67 square kilometers. Among them, the cultivated land area is 41000 mu, the resident area of the town is 7.7 square kilometers, and the resident population is 15000.

Evolution of organizational system

In 1958, Fangzhuang township was set up in Xixin port area and Chongfang District, and the commune was changed in the same year. Shengli township was established in 1984. The town people's government is located in Shengli village, 11 kilometers northwest of Tancheng, on the West Bank of Yihe River. Its original name was Liu Chang, which was changed in 1948. In 2010, Shengli township was abolished and Shengli town was built.
